ST. R�UK, YNTY TOWN OF HUDSON ORDINANCE UPDATE
1 WHEREAS, Consolidated Lumber located at 576 Hermes Road, Hudson, WI, operates a
2 business on an 8.00 acre parcel in Section 21 T29N R19W that is zoned Commercial (Parcel No.
3 020-1054-70-101); and
4
5 WHEREAS, Parcel No. 020-1054-70-101 is legally described as Certified Survey Map
6 (CSM), Volume 26 Page 5936, Lot l; and
7
8 WHEREAS, Consolidated Lumber petitioned the Town of Hudson to rezone subject
9 property from Commercial to Industrial in order to build an addition for a panelization facility
10 (facility where pre-built walls are assembled for new home construction and delivered to
11 construction sites); and
12
13 WHEREAS, the Town of Hudson Plan Commission met on July 17, 2017 and
14 recommended approval of the rezoning petition for Consolidated Lumber to rezone 8.00 acres
15 from Commercial to Industrial; and
16
17 WHEREAS, following due advertisement announcing the public hearing as required by
18 law, the Town of Hudson Town Board held said public hearing on August 1, 2017 and approved
19 the rezoning request; and
20
21 WHEREAS, Section 60.62(3), Wisconsin Statutes states that in counties having a county
22 zoning ordinance no town zoning ordinance amendment is effective unless approved by the
23 county board; and
24
25 WHEREAS, St. Croix County has a zoning ordinance; and
26
27 WHEREAS, the Community Development Committee has reviewed the proposed
28 amendment and recommends approval.

30 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the
31 amendment to the Town of Hudson Zoning Ordinance described above is hereby approved.

RESOLUTION APPROVING AMENDMENT TO TOWN OF HUDSON ZONING
ORDINANCE FOR CONSOLIDATED LUMBER IN
SECTION 21 T29N R19W
WHEREAS, Consolidated Lumber located at 576 Hermes Road, Hudson, WI operates a
business on an 8.00 acre parcel in Section 21 T29N R19W that is zoned Commercial (Parcel No.
020-1054-70-101); and
WHEREAS, Parcel No. 020-1054-70-101 is legally described as CSM Volume 26 Page
5936, Lot l; and
WHEREAS, Consolidated Lumber petitioned the Town of Hudson to rezone subject
property from Commercial to Industrial in order to build an addition for a panelization facility
(where pre-built walls are assembled for new home construction and delivered to construction
sites); and
WHEREAS, the Town of Hudson Plan Commission met on July 17, 2017 and
recommended approval of the rezoning petition for Consolidated Lumber to rezone 8.00 acres
from Commercial to Industrial; and

August 1,2017
Chairman Johnson called the August Town Board meeting to order on August 1, 2017 at 6:30 pm
at the Hudson Town Hall.Present were Town Supervisors Tim Foster, Kernon Bast, Don Jordan,
Treasurer,Kelly Spaniol, and Clerk,Vickie Shaw.
Motion by Supervisor Foster, 2°a by Supervisor Bast to approve the agenda as presented
but not necessarily in that order. Motion carried.

Economic Development: As of June 30, 2017 there are 11 loans approved that have not closed.

WTA: Highway department looking to build a new facility in Baldwin south of I94. Concerns
overs SB309/AB399 regarding local control over land use.
Chairman's Report: none
Public Comment: Tim Foster noted that he has received complaints regarding beekeeping on
Grange Road. Butch Knauff, 604 Grange Road reported that his neighbor has 40 hives placed on
the lot line and that the bees are becoming aggressive and he and his family have been stung.
Steve Hermsen reported that the Board of Adjustment granted a variance on Carriage Lane with
the condition that St. Croix County Land and Water approve the building site.
Discussion/action on Consolidated Lumber request to change zoning from Commercial to
Industrial.
Motion by Foster, 2nd by Jordan to approve rezoning 576 Hermes Road (Lot 1 CWM 26-
5936 consisting of 8.00 acres,parcel#020-1054-70-101). All ayes. Motion carried.
Jim Rusch presented a 2 lot CSM off County Rd A for Lorraine Jacobs.
Motion by Foster, 2nd by Bast to approve the 2 lot CSM for Lorraine Jacobs at 499 County
Road A contingent upon payment of$350 lot fee. Motion carried.
Discussion on the final plat of Whispering Oaks Phase 3. We have not received a copy of the
final plat, we have not seen the stormwater managaement agreement, need the length of roadway
to be built,need the total acres exclusive of roads.
Arrow Building Center site plan for panelization facility at 576 Hermes Road. The Town Board
noted that all drive lanes must be paved, lights motion activated and pointed inward and
downward, and there must be screening on the fence on the west and south side of the property.
Motion by Bast,2nd by Foster to approve the site plan as presented. Motion carried.
Eric Fanetti presented site plan for building at 628 Commerce Drive for B&B Electric.
Motion by Foster,2nd by Jordan to approve the site pian for B&B Electric at 628 Commerce
Drive as presented in exhibit A.Motion carried.
Discussion was held regarding the Shoreland zoning resolution from the Town of Somerset.
Motion by Johnson,2nd by Jordan to approve resolution 2017-3 Opposition to Senate Bill
309 and Assembly Bill 399. Motion carried.
No one was in attendance to discuss the proposed hot air balloon festival to be held at Badlands
Sno Park. The Town has not received any information about this event so no action was taken.

July 17, 2017
Wert called the meeting to order at 7:00 p.m. Present were Brian Wert, Fred Dietze, Becky Milbrandt,
Sarah Wang, Gale Qualls,John Wendle.
Dietze moved to approve the June 2017 minutes,Qualls second. Motion carried.
Consolidated Lumber presented a request to rezone 576 Hermes Road from Commercial to Industrial.
The property is 8.00 acres.They want to rezone so they can build a panelization facility. It would be
harder to add this use in Commercial than it is to rezone to Industrial.The property abuts Industrial
zoned land so this is not a spot rezone.The public hearing is scheduled for August 1St. Milbrandt moved
to recommend to the Town Board to approve the re-zoning petition as requested, Dietze seconded.
Motion carried.
Matt Hieb of ACA and Tom Schumacher from Arrow Building Center presented a site plan for a
panelization facility at 576 Hermes Road. Hermes Road will extend to the existing building to which they
are proposing a 24,000 square foot addition.The site plan shows parking, stormwater ponds, and the
required buffer between the neighboring Residential properties.They will be building walls in the plant
that will be trucked out to new home job sites. ABC is already providing pre-built walls to contractors;
they outsource to a company in Grantsburg.Their goal is to start demolition within the next month and
to be in production by January.The building will be sprinklered; the storage tanks will go in the area that
connects the existing building with the new.They do not have to retrofit the existing building for
sprinklers so they'll need a firewall. Hours of operation will be normal business hours; no night shift.
Noise will be forklifts and trucks outside; inside mainly saws and nail guns.The existing building will be
used for an office.The other existing building to the north will be used for storage. Lighting will be
down-facing wall packs and motion sensor lights on the back walls that face the Residential area.The
will put up a wall sign just for identification; this is not open to the public. No hazardous materials being
used.They will have 15-17 workers for the plant and will be moving some other divisions into the office
area so they will have 25-30 total employees to start.The use should fall under B3 Manufacturing and
approval is contingent on being rezoned. Wang moved to recommend to the Town Board approval of
the site plan for a panelization facility at 576 Hermes Road as proposed contignent upon approval of
the rezoning, Qualls seconded. Motion carried.
Eric Fanetti of B&B Electric and Curt Miers from Walter's Buildings presented a site plan for a new
building at 628 Commerce Drive.They have offices in Eau Claire,Tomah, and the current Hudson one
with 330 electricians working for them. They do commercial and industrial electrical work.They are
currently renting lot 4 and have now purchased Lot 19.The building will be 10,500 square feet with
stone on the front as required.They will run a swale into the existing stormwater pond.They will fence
an area in back which will be properly screened for storage and will be gravel.The rest will be paved.
Vehicles will be parked inside at night but things that won't fit will be parked outside, such as a line truck
and trailer trencher.They are planning wall packs and some soffit lighting under the gable entrance.
They will just have wall signage on the building itself.They are hoping to get the base and driveway
down in the fall and then asphalt in the spring. Wang moved to recommend to the Town Board
approval of the site plan for Eric Fanetti of B&B Electric at 628 Commerce Drive as presented, Dietze
seconded. Motion carried.
Dletze move to adjourn,Qualls seconded. Motion carried.

Jeff Johnson called the public hearing to order at 5:30 PM on August 1, 2017 at 6:00 PM at the
Hudson Town Hall for the purpose of purpose of rezoning 576 Hermes Road from Commercial
to Industrial.
Consolidated Lumber presented a request to rezone 576 Hermes Road from Commercial to
Industrial. The property is 8.00 acres. They want to rezone so they can build a panelization
facility. It would be harder to add this use in Commercial than it is to rezone to Industrial. The
property abuts Industrial zoned land so this is not a spot rezone.
Chairman Johnson asked for comments for the proposal.
Tim Foster is in favor of the rezoning as it is a good use of the land
Don Jordan is in favor of the rezoning.
Kernon Bast looked at the permitted uses in Commercial zoning as the property is currently
zoned commercial. The change is zoning to Industrial is actually much better as it restricts the
uses permitted.
Chairman Johnson asked three times for comments for the proposed change.

times for comments against the proposal.
Motion by Don Jordan, 2nd by Tim Foster to close the public hearing for the zoning change
for 576 Hermes Road. Motion carried.
