CROIX ' Y COUNTY COMPREHENSIVE PLAN AND FUTURE LAND USE MAP 1 WHEREAS, the St. Croix County Board of Supervisors has appointed the Community 2 Development Committee as the County Planning and Zoning Agency, pursuant to Wisconsin 3 Statute § 59.69 (2); and 4 5 WHEREAS, pursuant to Wisconsin Statute § 59.69 (2) and (3), St. Croix County is 6 authorized to prepare or amend a comprehensive plan as defined in Wisconsin Statute § 7 66.1001(1)(a); and 8 9 WHEREAS, the St. Croix County Board of Supervisors formally adopted the document 10 entitled, "St. Croix County 2012 - 2035 Comprehensive Plan", on November 5, 2012; and 11 12 WHEREAS, the Community Development Committee has reviewed the proposed map 13 amendments and recommends approval of the map amendments to the document entitled "St. 14 Croix County 2012 - 2035 Comprehensive Plan" containing all the elements specified in 15 Wisconsin Statute § 66.1001 (2); and 16 17 WHEREAS, the Committee has conducted a public hearing on this ordinance, in 18 compliance with the requirements of Wisconsin Statute § 66.1001 (4)(d). 19 20 THEREFORE, the County Board of Supervisors of the County of St. Croix does ordain 21 as follows: The attached map amendments to the St. Croix County 2012 - 2035 Comprehensive 22 Plan for the Towns of St. Joseph and Baldwin are here by adopted. 23 24 This ordinance shall be effective upon its adoption and publication as provided by law. Sicard This Ordinance was ENACTED by the St. Croix County Board of Supervisors on December 5, 2017 Cindy Campbell, County Clerk BACKGROUND: A number of towns have approved Comprehensive Plans or Comprehensive Plan Amendments in 2017. The St. Croix County Community Development Committee will conduct a public hearing to consider amending the County Future Land Use Plan in order to establish consistency between the Town's and County's Future Land Use Plans. Below is a description of changes the towns of St. Joseph, Stanton and Baldwin have adopted with respect to their Future Land Use Plans (a component of their respective Comprehensive Plans): 1. Multiple changes in the Town of St. Joseph to reflect land use designation changes approved by the Town Board. The higher profile changes include additional commercial, industrial and residential designations in the Houlton area. Also, additional areas for commercial and residential designations are shown adjacent to the Burkhardt area.Four larger parcels are identified for future Mixed Rural Agriculture in the north half of the Town. A description of the changes to the Future Land Use Map correspond to the numbers on the maps below with the chart on the page following the maps. The land use changes to the Houlton and Burkhardt areas were enlarged for easier viewing. E . 2. Changes in the Town of Stanton to reflect changes approved by the Town Board indicating commercial-node area designations along Highways 64 and 65. The Town of Stanton's Plan describes these areas as "Commercial Nodes". The Plan goes on to state........."The exact boundaries of these nodes are not set in stone and are flexible based on distance to the highway and close proximity to other existing or planned commercial development". The approximate area shown with the Commercial Node designation totals 500 acres. The County acknowledges the Commercial Node intent of the Stanton Plan. Because the Stanton plan does not identify specific parcels,but rather shows a large geographical area of possible change in future land use,a change to the County Future Land Use Plan is not being recommended.Rather, the County will use Land Use policy language from the Stanton and County Comprehensive Plans to review future rezoning applications.
