ASP dreue Hudson Rodeo Center Building B 707 Rodeo Circlef b Non-Residential In-Ground POWTS Proposal In accordance with In-ground POWTS Component Manual, Version 2.0, SBD-10705-P (N.01/01) JOB DESCRIPTION: The Hudson Rodeo Center consists of two retail facilities. Both buildings were constructed in 2004 and contain 5 retail spaces. The vacant 707 building is currently served by an existing POWTS (Private Onsite Wastewater Treatment stem) consisting of a 2,000 gallon septic tank and two trenches at 120' long with 30 Infiltrator Quick 4 standard chambers per trench providing 592.40 sq. ft. of infiltrative surface area or an EISA = 1,221.20 sq. ft. This dispersal cell will be converted for use by the adjacent building and will be replaced with two newly installed trenches. PROPOSAL: The effluent pipe from the existing septic tank will be disconnected at the existing dispersal cell header. Code, and shall be maintained in accordance with component manual SBD-10706-P (N.01101). All local and/or state rules pertaining to system maintenance and maintenance reporting shall be complied with. Questions on the operation or maintenance of the system should be directed to the installing plumber, Jim Thompson at (715) 248-7767 or your County Zoning Inspector at (715) 386-4680. Septic Tank The operating condition of the septic tank and outlet filter shall be assessed at least once every year by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The septic tank contents shall be removed when the sludge and scum in the tank exceed 1/3 the liquid volume of the tank. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code, by an individual certified to service septic tanks under s. 281.48, Stats. If the contents of the tank are not removed at the time of the annual assessment, maintenance personnel shall advise the owner of when service will be needed to maintain less than 1/3 scum and sludge accumulation in the tank. The addition of biological additives to enhance septic tank performance is generally not required. If such products are used they shall be approved for septic tank use by the Dep't. of Safety & Professional Services, Safety and Buildings Division. No chemical additives should be added to the system. Septic tank manholes risers, access risers, and covers should be inspected for water tightness and soundness. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or other component. No individual should ever enter a septic tank as dangerous gases may be present that could cause death. Dispersal Cell Observation and vent pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner. Any ponding will be deemed to indicate an impending hydraulic failure requiring more frequent monitoring. Persistent ponding of 3" or more within the system will be addressed by testing effluent strength. Testing of effluent concentration will be conducted at 3 - 6 day intervals for a period of 14 days with 3 samples being collected within that period. If concentration levels exceed Dep't. of Safety & Professional Services standards, 3 additional effluent tests will be completed to determine average waste strength. If testing indicates high strength waste is being generated, an ATU treatment component(s) will be installed in the existing treatment tank. The ATU will be inspected and maintained as per Agreements provided as part of design approvals obtained at the time of ATU installation. If effluent quality does not exceed DSPS standards, monitoring of dispersal cell ponding will continue semiannually. If necessary, dispersal trenches will be replaced by removal of existing dispersal media, removal of bacterial matt and reinstallation of new media at 6" below lowest layer of bacterial contamination. Testing effluent quality: The sewage effluent generated at this site may exceed the high strength effluent concentration levels as established by the Wisc. Dep't. of Safety & Professional Services. Influent quality entering the dispersal component of the POWTS may not exceed 220mg/L BOD5, 150 MG/L TSS, and 30 mg/l, FOG. Effluent samples will be collected and submitted to a certified laboratory for evaluation as described above. Results of testing will be submitted to the County Zoning Department. Influent flow may not exceed maximum design flow specified in the system design and sanitary permit. Should effluent quality exceed 220mg/L BOD5, 150 MG/L TSS, and 30 mg/l, FOG, an ATU will be installed in the existing 2,000 gal. septic tank, a dose tank will be installed downstream of septic tank with effluent pump connected to existing pressure distribution laterals that were previously installed in dispersal trenches. Management Procedures: 1. Monitor existing trenches semi-annually to determine condition of bio-mat. 2. Clean effluent filter annually or as required by inspection. 3. Empty contents of septic tank annually or as required by inspection of accumulated solids. Pg. 5 of 6 ~ 1 Annual Monitoring and Inspection Procedures - Treatment tank: 1. Visually inspect all system components. 2. Evaluate sludge levels in septic tanks and pump contents annually or as required by inspection. 3. Inspect all treatment tank outlet filters & clean as needed. 4. Determine dissolved oxygen levels. Collect and submit BOD, TSS & FOG samples as indicated by D.O. levels. Contingency Plan: If any portion of the system becomes defective, the defective component shall be immediately repaired or replaced with a component of the same or equal performance to keep the system in proper operating condition. Should effluent quality exceed DSPS standards of 220mg/L BODS, 150 MG/L TSS, and 30 mg/L FOG, an ATU will be installed in the existing 2,000 gal. septic tank, a dose tank will be installed downstream of septic tank with effluent distributed to dispersal cell by connection to existing pressure distribution laterals that were previously installed in dispersal trenches. If the dispersal cell component fails to accept wastewater after installation of an ATU and pump chamber, the existing dispersal trenches will be replaced by removal of existing dispersal media, removal of bacterial matt and reinstallation of new media at 6" below lowest layer of bacterial contamination. ~ a 114evt ^.A LIZ., r«►4C /I,GI~JdC~ IJeGO~ ~P} :C orl, 5 r 2 1 524.93' 6c/ 00 O T v° ti ~ r DRAINAGE - v EASEMENT z C'n 10 N 00 I 00 J N v LO O co >N) W 0 00 50' I (n D n mC) n O m I- i Cf) W S 05'37'34" E 296.61' S 07,33,05- y, 94.79 rri -.A\ RIVEWAY EASEMENT 233.08' S 05'37' 34" E N m P LO 0-70.87' S 0;7'33' 04 O W 246,83, 1 0 -u vP N Z \ i N rn O i \ _ Fri N Cr) \ 0 CD \ \ D ~ \N 1 50' I 1 ~ 1 1 Z o\ N o 1 LA w Z N 1 6> > \ / N\ D v 1 i I ~ 71 Cp- ~ O 'CP 00 L4 0 'D 0) 1~0 41 0 (D g~ ~S O~' ~ \ y N LN ~ 9 062 / , ~p / / D i W m N 0 / < o N C.D ;u 0 0 Z N O -Tl O O 19 O~ / j ; ST. BOD effluent strength is considerably lower than typical for this tYPa of facility, but there is empirical data to indicate that the existing waste stream is being well managed and the waste water generated by the Micro Brewery should be less than typical when the Waste Water Management Plan they have developed, which has been reviewed and accepted by Wastewater Specialists with the Wisconsin Dep't of Natural Resources, is implemented. Following this plan will significantly reduce the amount of BOD produced by the site. Effluent grab samples were obtained and tested, resulting in average effluent strengths of 420 Mg/L BOD, 82 Mg/L TSS, 38 Mg/L FOG and 6.7 Ph. 1,000 Mg/L has been established as a design factor for the Micro Brewery waste. When combined with the existing waste water load, the facility should produce a waste strength of no more than 550 Mg/L. Accordingly, design BOD has been increased from the 420 Mg/L tested value to 550 Mg/L design value. Our intention is to bring waste water strength to within highly treated standards, then divert effluent flow away from the 2 ponded trenches and into 2 newly installed trenches. The ponded trenches will then be allowed to dry over a 12 - 24 month period. Flow will then be reestablished to the original trenches with the new trenches remaining operational. PROPOSAL: Install White Knight WK-78 aeration treatment unit (two ATU towers) into existing treatment tanks. One (1) tower at inlet of existing 2,000 gallon septic tank, one (1) tower at inlet of existing 1,000 gal. septic tank. Lime will be added at the inlet of the 2,000 gal. septic tank to balance pH as needed. Effluent flow will be diverted away from the ponded trenches and sent to an adjacent pair of trenches that were constructed in 2004. These trenches have remained in place and unused since construction. Effluent flow will be restored to the original two trenches as the existing biomat degrades and infiltrative surface permeability increases, which is anticipated to take 12 - 24 months. The new trenches will remain connected and operational, resulting in the final dispersal cell consisting of four trenches. Pg. 3 of 16 Hudson Rodeo Center 707 Rodeo Circle, Building A Non-Residential ATU POWTS Rejuve ation Proposal In accordance with In-ground POWfS Component Manual, Version 2 ,0, SBD-10705-P (N.01/01) JOB DESCRIPTION: The Hudson Rodeo Center is a 5 unit strip mall that currently has two units occ pied, one unit by a Pub & Grill with seating capacity for 98 customers in the bar and restaurant, the other by an ice skate s arpening service. A third unit is currently being equipped to accommodate a Micro Brewery which will not have any f cod preparation and will seat 34 customers. The Micro Brewery has created a Waste Water Management Plan that has ben reviewed and accepted by the Wisconsin Dep't of Natural Resources Wastewater Specialists. The two remaining units w thin the facility are vacant. Metering of the inlet water main serving the entire facility has been ongoing from October 5`h, 012 - March 18`h, 2013, indicating that an average of 551 gallons of water are used per day. Effluent grab samples w ,-re obtained and tested over the month of February, resulting in average effluent strengths of 420 Mg/L BOD, 82 Mg/L T IS, 38 Mg/L FOG and 6.7 Ph. The existing POWTS (_Private Onsite Wastewater Treatment System) consists of a 1,250 gallon grease interceptor, 3,000 gallons of septic tank capacity (2,000 + 1,000 gallon tanks set in series) and o trenches at 120' long with 30 Infiltrator Quick 4 standard chambers per trench providing 592.40 sq. ft. of dispersal area. The dispersal cell exhibits indications of partial failure evidenced by 12" of persistently ponded effluent within both tre ches. Soil conditions at the site allow for a loading rate of 0.7/1.6 gpd./sq/ft. of absorption area. PROPOSAL: Install one White Knight WK-78 aeration treatment unit (ATU), one (1) ATU tower at inlet of existing 2,000 gallon septic tank, one (1) ATU tower at inlet of existing 1,000 gal. septic tank. Effluent will be temporarily diverted to an adjacent existing dispersal cell (unused trenches #3 & 4) as a surrogate for 12 - 24 mon s by installation of a diversion valve. These trenches will be replaced with two new trenches of similar size and configuration located elsewhere on the property. Effluent flow will be restored to rejuvenated dispersal cell at two years, with all our trenches used simultaneously for effluent dispersal and absorption. As per DSPS 383.44(5) (a) 2 - pressurized di tribution will not be required when rehabilitating an existing non-pressurized in situ soil dispersal component that is persistently ponded. Adm. Code General The POWTS shall be operated in accordance with Dep't. of Safety & Professional Services 382-384 Wis. Adm. Code, and shall be maintained in accordance with component manual SBD-10706-P (N.01/01). All local and/or state rules pertaining to system maintenance and reporting shall be complied with. Questions on the operation or maintenance of the system should be directed to the installing plumber, Jim Thompson at (715) 248-7767 or the County POWTS Inspector at (715) 386-4680. Effluent Ouality The sewage effluent concentration levels generated at this site will be high strength effluent as defined by the Wisconsin Dep't. of Safety & Professional Services. Influent quality entering the dispersal component of the POWTS may not exceed ` 30mg/L BOD5, 30 MG/L TSS, and 30 mg/L FOG. Testing of effluent concentration will begin 30 - 60 days after the system is placed in service and will continue at 3 - 6 day intervals for a period of 30 days with 6 samples being collected within that period. If concentration levels exceed DSPS standards, additional ATU treatment components will be installed in the existing treatment tanks. Effluent quality will again be assessed as described above. All test results will be submitted to the County Zoning Department. Influent flow may not exceed maximum design flow specified in the system design and sanitary permit. The ATU will be inspected and maintained as per Agreements on file with system design and approvals. Septic Tank The operating condition of the septic tanks and outlet filters shall be assessed at least once annually by inspection. The outlet filters shall be cleaned as necessary to ensure proper operation. The septic tank contents shall be removed when the sludge and scum in the tank exceed 1 /3 the liquid volume of the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. If such products are used they shall be approved for septic tank use by the Dep't. of Safety & Professional Services, Safety and Buildings Division. Any treatment tank opening deemed unsound, defective, or subject to failure shall be replaced. Exposed access openings shall be secured by an effective locking device to prevent accidental or unauthorized entry into tanks or other components. No individual should ever enter a septic tank or pump tank as dangerous gases may be present that could cause death. Dispersal Cell Observation and vent pipes within the dispersal cell shall be monitored for effluent ponding. Ponding levels shall be reported to the owner. Any ponding will be deemed an indication of an impending hydraulic failure requiring more frequent monitoring. Persistent ponding of 3" or more within the system will be addressed by either installation of additional aeration treatment units or removal and replacement of existing dispersal trenches. If necessary, dispersal cell trenches shall be opened, existing chambers removed, biomat and 6" of native soil beneath the mat removed by excavation and new chambers reinstalled. Contingency Plan If the septic system or any of its components become defective, the component shall be repaired or replaced to keep the system in proper operating condition. Aeration Treatment Units shall be immediately repaired or replaced with approved components of the same or equal performance. Persistently ponded trenches within the dispersal cell shall be managed by use of diversion valve to relieve ponding condition. Monitoring and Inspection Schedule All system components shall be monitored and inspected quarterly for 24 months after installation is completed. Monitoring and inspection shall be conducted semi-annually thereafter. Pg. 5 of16 1 Start-Up Procedure: 1. A third unit is currently being equipped to accommodate a Micro Brewery. The two remaining units are vacant. Water metering of the facility from October 5t', 2012 - March 6"', 2013 resulted in an average of 546gallons of water used per day. Effluent grab samples were obtained between Feb. 6`h - Feb. 28th, resulting in maximum effluent strengths of 503 Mg/L BOD, 84 Mg/L TSS, 51 Mg/L FOG and 6.7 Ph. The existing POWTS (Private Onsite Wastewater Treatment System) consists of a 1,250 gallon grease interceptor, 3,019 gallons of septic tank capacity (2,000 + 1,000 gallon tanks set in series) and two trenches at 120' long with 30 standard Infiltrator Quick 4 standard chambers per trench providing 592.40 sq. ft. of dispersal area. The dispersal cell exhibits indications of partial failure as evidenced by 12" of ponded effluent within both trenches. The soil conditions at the site indicate that a soil loading rate of 0.7/1.6 gpd/sq.ft. is possible. An evaluation of the system infiltrative surfaces revealed the development of a bio-mat approximately 3" thick. No sludge, grease, slime molds or inorganics were observed at the infiltrative surface or within the bio-mat. Summary: The persistent ponding of the dispersal trenches is due to overloading with high strength waste which has created a somewhat impermeable bio-mat. The addition of the proposed Micro Brewery will generate an additional wastewater load of 540 gpd. The two vacant retail units will generate 300 gpd as per code. When added to the existing metered wastewater flow, the total daily flow is anticipated to be 1,427 gallons per day. The existing dispersal trenches, if completely rehabilitated, will accommodate no more than 392 gpd of partially treated effluent or 947gpd of highly treated effluent. Remediation Recommendations: The implementation of these recommendations along with a quarterly maintenance program is the minimum required to bring the POWTS into Code compliance and back into acceptable operating condition. I. Replace existing Aero-Stream ATU's with one White Knight WK-78 (two ATU towers) - one unit at inlet of 2,000 & 1,000 gal ST" & one unit at inlet of new 1,0001500 gal. two compartment ST. 2. Install diversion valve & divert wastewater flow away from trenches 1 & 2 to trenches 3 & 4 for 12 months. 3. Reestablish flow to trenches I & 2 at 12 months or as indicated by condition of infiltrative surface reclamation. 4. Install two new trenches to service adjacent building, replacing those dedicated to this project. Recommended Start-Up Procedure: 1. Based on the information provided; estimated influent strength of 550 mg/L BOD with a calculated design flow of 1427 GPD, I am pleased to confirm that the proposed use of (1) Model WK-78 with one of the two provided columns installed in each of the existing tanks satisfies our recommendation for a 2- day overall residency time of the wastewater in contact with the unit's components and falls within our manufacturer's sizing guidelines to achieve highly pretreated effluent. It is important to acknowledge that each onsite wastewater treatment system will develop its own individual and unique operational personality and characteristics that will continually evolve with time and fluctuation of user input. With this said, a change of intended use, increased hydraulic or organic loads or other operational change may require the use of additional White Knight MIGTm units in the future. Based on our internal discussions, we believe that the scope/ nature of your project Is sufficiently limited that further review and Issuance of our standard plan approval for the proposed wastewater / residual solids holding containers will not be required in your case. We do not objW to your proposed approach for holding/ containment of these waste materials. However, please contact Pete Skorseth (715-684-2914, ext. 108) for further information regarding the required general permit application / coverage for proposed disposal (land spreading) of these process waste materials for your microbrewery operation. If any questions regarding this message, feel free to contact me. Thank you for compiling / submitting to background planning information in reference to your proposal. Sorry about that. Per our conversation, I am sending you the wastewater management plan for Piibchfork Brewing, LLC as well as material safety data streets on all the chemicals we will be using. Thanks, M ilke Fredrkksen http: //web.mail.comcast.net/zimbra/Wpriatmessage?id=204593&tz=America/Chicago&xi... 1/23/2013 Waste Water Management Plan Pitchfork Brewing, LLC Being a small brewery with a 20 gallon pilot system and an 80 gallon main brew system, and a business model with the environment in mind, we at Pitchfork Brewing are excited to incorporate a waste water management plan to be as environmentally friendly as possible. The first way we are going to do this is by capturing the high BOD liquid from the brew, the fermenter cleaning, and from the packaging / tap room excess. This liquid will be collected in a food grade 55 gallon barrel and land spread on my and my partner's personal property. (The WDNR land spread permit is being applied for.) On brew day there are 2 places high BOD liquids are present: the lauter tun and the boil kettle. The lauter tun contains all the spent grain and left over water from sparging. This tends to contain a high level of sugars, protein, and starches. The grain and liquid will go into a disposal bin for a local farmer to pick up for chicken and cattle feed (some I will take for my own chickens). The initial cleaning H2O will go into our BOD collection bin which will be kept at 35 degrees to slow spoilage. The brew kettle will be equipped with a perforated false bottom which will catch the majority of the hops and proteins from both hot and cold breaks that may occur in the boil. The hops, proteins and residual liquid from the kettle will be dumped in the farmer's collection bin. During clean up initial high BOD water will again be collected and placed in BOD collection container. During the fermentation process we will be fermenting in some glass fermenters, but the majority of the beer will be fermented in conical fermenters. The conical fermenters are designed to drop out solids to the bottom and be drained out by a valve. This will be placed in the farmer's collection bin and when cleaned the high BOD cleaning water will be discarded in the land spread BOD container. The last area of collection of high BOD liquid is during packaging and tap room discard. During packaging our spillage will be collected in a bucket and placed in the land spread bin. Any tap room collection will be deposited into a drip tray that runs behind the wall into the 35 degree cooler that collects in a bucket that get dumps in the land spread container. I brewed a 20 gallon batch at home and collected my high BOD cleaning liquid and reached 3 gallons. Based on that I'm estimating no more than 12 gallons will be produced from a 80 gallon batch from start to finish. The line of cleaners and sanitizers will be purchased through 5 Star Chemicals. They provide chemicals that are both effective and environmentally friendly. The products that will be used primarily are the Star San Sanitizer and PBW cleaner. These chemicals will be mixed up per instructions and held in bins on carts. One containing Star San and one PBW, the cart will have casters for mobility and a pump for recirculation through equipment. Equipment that can't be recirculated through will be sanitized by spray bottle application (these sanitizers have a 99% kill rate at one minute of wet contact). We will reuse these chemicals until they are no longer effective before they are discarded. I am also including the material safety data sheets for Saniclean (a non foaming version of Star San) and acid #5 and acid #6. The acids are only used in case of build up on equipment (scaling) to remove solids. These acids are neutralized by combining with Star San and PBW and holding for 15 minutes (then safe for discarding). 5 Star Chemicals can be reached at 1-800-782-9091 or at www.fivestarchemicals.com. I also including one brewery waste water management article that assisted me in my waste water plan and a chart of a large brewery's BOD break down per process. Water Use The average brewery uses 5 to 8 times the amount of water to produce a single batch of beer, which means during production 80 gallons of beer we could potentially use 400-640 gallons of water through brewing, chilling, cleaning, packaging, etc. Our brewery at first will have the capacity of 12 80 gallon batches (with room for growth up to 16). With out water saving methods and brewing 16 (if we increased our capacity) times a month we could use up to 10240 gallons of water with only 1280 gallons of that being beer leaving 8960 gallons for cleaning and chilling. So here are some of the techniques we are going to employ to reduce water usage. 1. Recirculate small volumes of cleaners and sanitizers rather than completely filling a fermenter and draining at each step. This will reduce water in and out by about 160 gallons per batch or 2560 gallons per month at max capacity, reducing the cleaning and chilling water to 6400 gallons per month at max output. 2. Recirculate cold water through the plate chiller instead of letting the water flow at a rate 5 gallons per minute for approximately 30 minutes. Figuring we start with 50 gallons of cold water this should save 100 per chilling or 1600 gallons per month at maximum production reducing our water use to approximately 4800 gallons per month for waste water. (We may even be able to reuse this water for multiple batches). In conclusion when we employ these water saving techniques, we will be at the very low end of the average water usage with approximately 400 total gallons in and only 300 out for a total brewing cycle. Yarrington, R. Hechter, PO Box 167 M. Fassino, R. Ulbricht, and Mike Bayport, MN 55003 This inspection/consultation was conducted at the request of the county and plumber to help determine the best course of action to ensure that the above referenced onsite system maintains code compliance with reference to flows and organic load. This system was apparently designed without consideration for a full service, sit down type restaurant. An exterior grease interceptor (TIN 972653) was initially installed, however. Due to the change in use the county required a review of flows and loads to the system. Code table sizing was completed by the county and it was determined the design or peak flow should be 2,881.5 gpd. Wastewater strength related to BOD5, TSS, and FOG was also a concern and the county requested sampling be completed. The table below shows the results of eight samples over a four week period. Domestic wastewater strength is considered not to exceed 200 mg/L BOD5, 150 mg/L TSS, and 30 mg/L FOG. The average values for this establishment are well above the maximums for domestic wastewater. This is not unusual for restaurant type wastewater that can be 300 to 400% stronger than residential wastewater. The results indicate that system modifications need to be made to ensure correct operation of the soil dispersal system. In addition, he has bartenders empty partially full abandoned drinks in a bucket for off site disposal. Little coffee is made or wasted to the system. There is not garbage grinder. The kitchen area is small and has one deep fryer, a grill, and 6-burner range. The dishwasher is a low temperature type which is good. These efforts should be continued and since many foods are sautaed in butter, management should consider wiping excess butter from pans with paper towels prior to washing. Paper towel disposal would them be in the trash. r - Page 2 of 2 Paddy Ryan's Irish Pub, et al Rodeo Retail Mall Town of Hudson, St. Croix County A water meter should be installed to help better determine actual flows from the building. Initially, readings should be taken everyday for 2-3 weeks and then just weekly (Monday morning) for a similar period. The meter must be installed by a licensed plumber. Resampling of wastewater may also take place, and in a later discussion with Mr. Ulbricht, it would be acceptable to sample down stream of the septic tank outlet filter. It might also be interesting to do some sampling at the outlet of the grease interceptor. After flows and loads have been recalculated, another meeting is recommended to determine a final course of action. If there are any questions regarding this report, please feel free to contact me.
