Project Location: 21.29.18.321A, Town of Warren Project Address: 882 Hwy 65 Dear Dustin Wolvert, Community Development staff have reviewed your site plans for a Self-Storage Facility, which is a permitted use in the Commercial Zoning District pursuant to Section 17.18(3)g. The proposal, at this time, is limited to the construction of Six 40'x 180' self-storage buildings, referred to as Phase 1' of this plan. There may be additional build out in the future, however this approval is solely review of Phase 1; new review is necessary by Community Development staff before other phases may begin. The plans have been conditionally approved based on the following findings: • At this time, the proposal has been separated into Five Phases, this review is subject to the first six storage building proposed in "Phase 1 first six" per the email dated 5/2/2017 from the applicant; this email is enclosed. • The Commercial Retail building (80' x 340 on the landscape plan is not a part of this approval; construction of such will result in revocation of this approval. The applicant understands this size of retail will require a Conditional Use Permit per Ch. 17.18 (9) z. • The proposed structures identified in Phase one (40'x180, meet the required setbacks and will not exceed 35-feet in height. • Proposed pavement meets the minimum width of 24-feet; all roads, walks, driveways, parking lots and loading areas will be paved. • A wetland delineation was completed on May 15, 2015 for the entire sight; a signed copy was submitted April 21, 2017. • The 50-foot wetland setback has been mapped on the site plan, there shall be no structures constructed within this setback and absolutely no disturbance below the delineated wetland boundary. • The applicant received their Construction Site Storm Water Runoff Permit from the Wisconsin DNR on April 13, 2016. Coverage is under WPDES General Permit No. WI- S067831-04 for three-years. • At this time, the applicant does not plan to install lighting however is aware that lighting must be directed downward with shielded fixtures to minimize impact to neighboring properties to prevent glare. C R O~IzX U,NTY Planning & Land Information Resource Management Community Development Department • Landscaping plans were submitted that include the addition screening trees adjacent to residential properties and converting agricultural land into turf grass within the Right-Of- Way building setback. The plan submitted is relevant for landscaping purposes only; the buildings mapped are not relevant to this approval as stated in finding. Based on these findings, this site is subject to the following conditions: 1. A pre-construction inspection is required to verify sediment control installation, grading limits and that the drainage easement has been flagged to the 50-foot setback prior to any land disturbance activity, excavation and/or soil placement. 2. St. Croix County reserves the right to require additional sediment and erosion control measures to be installed during construction and/or land disturbance activities due to site conditions. 3. Phosphorus fertilizer shall not be used to establish and/or maintain vegetation, unless a soil test confirms phosphorous is needed. 4. Landscaping shall be installed and maintained per plan. If screening trees die, they shall be replaced within one year. 5. Perimeter landscaping screening is required per Chapter 17.18 (2) h. along the northeast and easterly property line, in addition to the western property line, adjacent to the existing residential structure. This area has been circled in red on the enclosed landscaping plan. 6. Storm water practices shall be installed per plan. The Owner is responsible to ensure the Best Management Practices (BMPs) installed will continue to serve as intended in perpetuity in accordance with the storm water management plan. 7. A post-construction inspection will be required prior to removing sediment control measures to verify the entire project site has reached a point of 70% perennial vegetative cover. 8. Upon completion of Phase 1, a post-construction inspection shall be scheduled to inspect the site for compliance with the reviewed plans. Landscaping and storm water practices must be in compliance with the plans prior to commencing future Phases. 9. The applicant is responsible for scheduling inspections with Community Development staff. 10. A sign permit is required for signage per Chapter 17.65, Sign Regulation, if a sign is to be installed on the sight. The applicant shall be responsible to secure any other required local, state or federal permit(s) and approval(s) prior to land disturbance activity. This approval is subject to the conditions listed above; it does not allow for any additional construction, structures, grading, paving, filling or clearing of vegetation beyond the limits of this request. Your information will remain on file at the St. Croix County Community Development Department suite. It is your responsibility to ensure compliance with any other local, state, or federal permitting or regulations, including contacting the Town of Warren and the Wisconsin Department of Natural Resources to inquire if additional permissions are required. This permit is valid for one year, with the possibility of up to two (2) six month extensions if the applicant submits the appropriate permit extension fee and documentation to the Zoning Administrator.
