Box 184 $ Stillwater, Minnesota 55082 en , • `mow Gentlemen The Division of Environmental Standards has examined plans for waste disposal facilities to serve the MoGul-Ed Laboratory at I:udson, Wisconsin. Application for the approval was made by Hr. Douglas Strohbe en, `aster Plumber, aoute 1, New Richmond, and was transmitted to the Department for approval by Mr. Earold C. Barber, !oning Administrator, St. Croix County. The plans were received on November 4, 1974. Presently, the laboratory which is locates, in the of. Section 27, St. Joseph Township, St. Croix County., discharges their industrial waste to a septic tank soil absorption system. The soil absorption system has not functioned properly which has resulted in the effluent being discharged to the ;round surface. The two septic tanks which are installed in series pr_ec0ing the soil absorption system have a total capacity of 6,400 gallons. The proposed plan provides for the utilization of the existing septic tanks and the installation of a soil absorption system designed to dispose 1,200 gallons per day of process waste water. The proposed ;oil absorption system will consist of five seepage trenches each 100 feet long and each having a width of 3 feet r-~hich will provide royal disposal area of 1,500 square feet. The seepage trenches will be installed on 10-foot centers. The excavation and construction procedures for venting, sloping, bedding and installing the seepage trenches shall be in accordance with Section `i-62.20 of the Wisconsin Administrative Code. The Wisconsin Pollutant Discharre_ Elimination System (T';PDES) permit program provides that each facility w7 iich discharges eFfluent to a land disposal system must apply for a ?,.!'DES permit. A perm.it application is enclosed and should be filed with the Department within 30 days. That the e„cavation and construction procedures for venting, sloping, bedding and installin the seepage trenches shall be in accordance with Section H62.20 of the Tisconsin Administrative Code. 2. That the soil absorption system be expanded if it is found that the proposed system is not capable of satisfactorily d i s )osV7 of the entire waste volume. 3. That all strong wastes in encess of the normally produced wastewater be w;thhc ii from Lii. l: proposed system. 4 That a competent resident inspector be provided during the course of construction. 5. That the Department's !District Office in Eau Claire (1300 West Clairemont Avenue, phone number 715-335-2021) be notified when the construction of this facility commences and again when it is placed in operation. 6. That the improvements be installed in accordance with the plans and the above conditions, or subsequent essent=ial and approved modifications. These plans have been reviewed in accordance with Section 144.04, Wisconsin Statutes. Where necessary, the plans should be submitted to the Department of Industry, Labor and tuman Relations or other state or local agencies to insure conformance with applicable codes or regulations of such agencies. The Division reserves the right to order changes or additions should conditions arise making this necessary. ~1 '.l l_n_ vii This approval is not to be construed as a Department eter. any provisions of a Wisconsin Pollutant Discharge Elimination Systela permit or an opinion on the ability of the approved system to comply with the effluent limitations in such a permit when issued. In case installation of these improvements has not been actually commenced within two years from date, this approval shall become void.
