C R0 IX C UN TY Planning & Land Information i i Resource Management C fL=iS t Community Development Department 1/22/2018 Nikolai and Jessica Alenov 25 Coach Light Drive Hudson, WI 54016 RE: Conditional Approval: File# LUP-2018-002 Project Location: 20.30.19.3075 & 3076; Town of St. Joseph Dear Nikolai and Jessica Alenov, Community Development staff have reviewed the Land Use Permit application for construction of a new single-family residence within the Shoreland Overlay District, Chapter 17.30 and for land disturbance activity greater than 10,000 sq. ft. on slopes 12 to 19.9% pursuant to the General Zoning Ordinance, Chapter 17. The request has been conditionally approved based on the application submission and the following findings. Please see the enclosed site plan to reference the general erosion control and grading notes. • All applicable setbacks have been met and are mapped on the site plan; the driveway shall be at least 10' from the property line. • An unpermitted accessory structure was placed within the required Shoreland setback and the mapped drainage easement sometime after 2015 according to the county aerial imagery. A condition of this permit requires removal of this structure. • Lot 5 and Lot 6 in in the county plat of Pioneer Ridge have been combined and are now known as Lot 1 of CSM Document Number 1059905. • Erosion and Sediment Control plans have been submitted that meet Wisconsin Department of Natural Resources Technical Standards. Best Management Practices will be incorporated. • Vegetation will not be disturbed within 35-feet of the Ordinary High Water Mark (OHWM). • Impervious Surface (IS) is not proposed within 300-feet of the OHWM, therefore IS standards do not apply. • The POWTS installation is approved under State Sanitary Permit #600316; coverage is valid for two years. Based on these findings, approval of the Land Use Permit is subject to the following conditions: 1. A pre-construction inspection is required to discuss the construction timeline and verify the silt fence and anti-tracking pad have been installed per plan prior to any land disturbance activity. Please call the inspector at (715) 386-4683 to schedule this inspection. a. Inspector to note if unpermitted accessory structure has been removed at inspection; if not, schedule to removed shall be discussed. b. Double-row of silt fence or reinforced silt fence is required along the area of slopes that range 20-24.9%, measured over a horizontal distance of 50 feet. The bluff line shall be flagged to avoid disturbance and prohibit structure placement within 20 feet of steep slopes (>25%, measured over 50 feet). d. St. Croix County reserves the right to require additional sediment and erosion control measures to be installed if found necessary due to site-specific concerns. 2. The unpermitted accessory structure shall be removed from the required Shoreland setback and relocated out of the drainage easement. Failure to remove this structure will result in revocation of this permit. 3. Due to steep slopes, runoff from impervious surfaces shall be directed to stable areas. Rain gutters, a rock dripline trench, or equivalent practice(s) shall be utilized to convey water runoff. 4. Permanent vegetation shall be established once final grade is reached or as soon as applicable. A temporary cover crop such as oats, winter wheat or rye may be necessary depending on seeding application date. 5. All temporary erosion control measures shall be left in place and maintained until the site has reached a point of at least 70% permanent vegetation. 6. A post-construction inspection is required prior to removing the temporary sediment and erosion control measures and to verify the small storage structure has been removed. Please call the inspector at (715) 386-4683 to schedule this inspection. 7. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and approval(s) prior to land disturbance activity. 8. Failure to comply with the terms or conditions above may result in the revocation of this permit by the Zoning Administrator according to Chapter 17.30 (13). This approval is subject to the conditions listed above; it does not allow for any additional construction, structures, or buildings beyond the limits of this request. Your information will remain on file at the St. Croix County Community Development Department suite. It is your responsibility to ensure compliance with any other local, state, or federal permitting or regulations, including contacting the Town of St. Joseph and the Department of Natural Resources to inquire if additional permissions are required. This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the applicant submits the appropriate permit extension fee and documentation to the Zoning Administrator. A copy of the Land Use Permit placard should be submitted to the local Building Inspector for the town upon application for the building permit. The orange placard must be posted on the job-site and visible from public view.
