Dear Les:
I have had an opportunity to correspond with Leroy Jansky of
the Department of Industry, Labor and Human Relations and also
with Harold Barber of the St. Croix County Zoning Office. St.
Croix County and the State of Wisconsin would have no objections
to the use of a holding tank as a replacement system. However,
this tank must be properly sized or a variance received for a
smaller tank. This is based upon ILHR 83.18(5)(b) of the Wis.
Administrative Code. The code also requires a minimum of five
days holding capacity. Obviously, the existing tank is much
too small and is going to require pumping too frequently.
State approval of plans and installation of the properly sized
system seem the only way to resolve this problem.
In terms of the current summer construction season, a com-
pletion date of August 15, 1985 would be reasonable. In ad-
dition, the county requires approval of the project, prior
to issuance of any permit. Submit your plans as soon as
possible to DILHR, 201 East Washington Avenue, Room 141,
P.O. Box 7969, Madison, WI 53707. Plan approval, at the
state level, takes a minimum of one month.
Please advise me of Mr. Stewart's intentions in this regard.

Dear Harley:
This is to bring you up to date with reference to Mr.
Stewart's plans for the campground.
Apparently some more favorable arrangement has been made
with reference to the sewage pumping situation and so it is now
economically feasible for Mr. Stewart to continue the pumping
arrangement without having to evict part or all of the tenants.
The person doing the pumping has made some arrangement with
other municipalities for handling the sewage (other than the
Village of Woodville) and, consequently, he has been able to
reduce the monthly cost to Mr. Stewart where the pumping arrange-
ment is now feasible.
Mr. Stewart is still working on a long-range plan, as I
understand it, but, if it is agreeable to you, iie would not evict
the tenants as of July 1, but would continue the pumping arrange-
ment (as long as it remains feasible and satisfactory) until more
permanent arrangements can be made at some time in the future.
If the State has any problem with this, please let me know.

Dear Les:
This letter will confirm our telephone conversation of
July 26, 1985, in which you indicated that Mr. Stewart
is planning to close down Kamp Dakota, giving notice
to vacate to his occupants on September 1, 1985. That
would mean the camp would be closed on September 30, 1985.
To effectuate our understanding, I have enclosed a stipula-
tion which I ask you, Mr. Olson, and Mr. Stewart to sign.
Please return it to me as soon as possible. I have also
enclosed a copy for your file.
I thought about Mr. Stewart giving notice on September lst
for his tenants to vacate. Under the circumstances, the
liklihood that a tenant could not find a new location for
a mobile home within 30 days seems great. I, therefore,
provided in the stipulation that notice be given immediate-
ly for the September 30th removal date. I hope that meets
with your approval.
If you have any questions, please do not hesitate to con-
tact me.

Defendants.
The Plaintiff brought this action against the defendants for
injunctive and or corrective relief in regard to defendant's use
of an,alleged failing sewer system.
The parties have reached an agreement settling this case
and hereby agree as follows:
1. Defendants will cease using the property on which the
sewer system is located for residential purposes, or any other
purpose which would utilize the sewer system, no later than
September 30, 1985.
2. The property will not be used by defendants, their
lessors, agents, successors, or assigns for residential or other
purposes requiring a sewer system, until such time as a proper
sewer system is installed, pursuant to all applicable laws and
regulations.
3. Defendants will give notice immediately, not later than
August 10, 1985, to their tenants, to vacate or remove tenant's
mobile homes by September 30, 1985, to allow the tenants to find
other locations for tenant's mobile homes.

with reference to your recent letter.
He finds the terms of it gracious and\, he has made inquiry as
to whether or not it is feasible for him to put in a larger unit
at this time.
He still has some information to be gathered along that
line, but it appears to him that because of sewer line trouble
also within the park, which the State has not required any action
on to this point, it does not appear that a replacement of the
entire system will be feasible. He voluntarily recognizes that
these other improvements will also have to be made in order to
conscientiously conform to what might be required.
As I have indicated, he will be doing some more checking on
this but, if the results are as he tentatively expects them to
be, it appears that he will be closing down the entire camp
operation and giving notice to the occupants on September 1,
1985.
If a feasible plan is developed for him by his consultants,
we will get it to you as soon as it is available so that you may
go over it with the State.

Dear Leroy:
Enclosed please find a letter which I received from Mr. Les Gaylord
concerning the sewage problem at Kamp Dakota. What they proposed to
do would seem to alleviate the immediate problem as long as the
sewage is adequately pumped and disposed of elsewhere. I have in-
formed Mr. Gaylord that you and Tom Nelson would be monitoring the
problem to insure that the sewage is not overflowing onto the ground.
Would it be necessary to also have the pipe to the drainfield closed
off in addition to any pumping which is taking place?
I advised Mr_ Gaylord that Ron Stewart will need to make prodigious
efforts to rectify this situation in the spring of the year. Should
he not do so, we would then proceed with the prosecution with all
dispatch-

Dear Les:
I have been advised by Village Attorney Robert G. Walter that
the Village'of Woodville will not entertain a proposal to ex-
tend the sewer system to Kamp Dakota.
It is also my understanding that the proposed purchase by
Howard Mittlestadt has fallen through, and that there will be
no transfer of property.
The State has requested that I proceed with the civil in-
junctive process to abate the pollution caused by the failing
septic system in Kamp Dakota. In my letter to you of Aug-
ust 24, 1984, I agreed to an extention for you to file an
answer in this matter for 45 days. I would, therefore, res-
pectfully request that you file an answer at your earliest
convenience.
