Box 324 Hammond, WI 54015 Re: Conditional Approval SP-2018-001, Zoning Ordinance - Signage, Section 17.65 Parcel Number: 042-1058-10-050, Alternate Parcel Number: 21.29.18.321A Sign Address: 882 Highway 65 Dear Dustin Wolvert, Community Development Department staff have reviewed your Land Use Permit application for a new On-Premise, Permanent Sign in the Commercial zoning district pursuant to Section 17.65 D.2.d. of the St. Croix County Zoning Ordinance. A land use permit is required prior to the improvement, erection, construction, reconstruction, enlargement or alteration of any sign, structural component or mounting device. This request has been conditionally approved below based on the project findings: • One sign per road or highway frontage is allowed. • Maximum area of any such sign shall be 80 square feet; the proposed sign is 72 square feet. • Maximum height shall be 20 feet; the proposed sign will not be taller than 15 feet. • Any such sign shall be a freestanding design; the proposed sign will be supported by posts and anchored to the ground. Based on these findings, approval of SP-2018-001 is subject to the following conditions: 1. The sign shall be at least 10 feet from any right-of-way and shall not be placed within the vision triangle of a road or highway. 2. The illuminated portion of the sign requires downward lighting and must feature an electrical power cutoff switch on the outside of the sign. 3. The County may specify the hours a sign may be illuminated and limit its brightness while illuminated. The hours of illumination or brightness limitations may be established at any time, including during the life of the sign. 4. There shall be at least 10 feet of minimum separation to all other proposed structures. 5. Immediately upon completing construction of the sign, the agent shall notify this Department and submit photographs to document compliance with this permit. 6. The applicant shall be responsible to secure any other required local, state or federal permit(s) and approval(s) prior to erecting the signs. Any amendment or change in the proposed sign shall require prior review by the Zoning Administrator for compliance with Chapter 17.65 D.2.d. as a new land use permit may be required. 8. Failure to comply with the terms or conditions above may result in the revocation of this permit by the Zoning Administrator according to Chapter 17.65 E.6. This approval is subject to the conditions listed above; it does not allow for any additional signs, sign components and elements of signs beyond the limits of this request. Your information will remain on file with the St. Croix County Community Development Department. It is your responsibility to ensure compliance with any other local, state, or federal permitting or regulations, including contacting the Town of Warren and Wisconsin Department of Transportation, Outdoor Advertising to inquire if additional permissions are required. CROIX COUNTY GOVERNMENT CENTER 71 5-381 -4400FAX CDDQCO SAINTCROIX_WI.US 1 101 CARMICHAEL ROAD, HUDSON, WI 54016 www.sccwi.Us1cCif,~ GENERAL APPLICATI REQUIREMENTS ON APPLICATION: Applications will not be accepted until the applicant has: • met with the Zoning Administrator to review the application; • original plus 2 copies minimum of completed application submitted to the Zoning Administrator; • resolved any land use violations and paid any outstanding fees owed to the Community Development Department; • signed the application form (the signatures of the property owners and agents acting on their behalf are required); and • submitted the appropriate application fee (nonrefundable) payable to: St. Croix County. REVIEW: The Zoning Administrator will review the application for completeness and assign a file number to the application. The Zoning Administrator may require additional information and will notify the applicant of this within a reasonable timeframe. Upon receiving a complete application and supporting documents, the Zoning Administrator will: • send copies of the applications to the appropriate reviewing agencies for comment. Applicants are encouraged to contact their town to discuss their application and inquire about necessary building permits and approvals at the town level; • schedule a site visit to the applicant's property, at which time the applicant shall flag all applicable property/project corners and label the flags accordingly; and • review the file and prepare findings for approval or denial of the permit within 30 days. Upon reaching a decision, the County will prepare a written decision with 10 days of the decision. If approved, the land use permit will be valid for one year from the date of the permit issuance. The applicant may also be required to apply through the Town for a local building permit. All site plans, pictures, and other materials submitted with the application become the property of the Community Development Department and will remain in the file. Detailed conceptual drawing of the sign with dimensions (scale should not be greater than I inch to 200 feet). A complete site plan showing: • project location in the town; • lot/parcel dimensions with total lot area, property lines, and all applicable setbacks; • location of existing and proposed signs and other structures with their square footage and distance from setbacks; • location of all existing access roads, driveways, parking areas, right-of-way, road setbacks, and recorded easements; • location of all blufflines and slope preservation zones and setbacks from blufflines (Riverway); • location of the OHWM of any wetlands and abutting navigable waterways and setbacks from the OHW M (Shoreland); • location of floodplain and floodway limits on the property (Floodplain); and • any other unique limiting conditions of the property or information deemed necessary by the Zoning Administrator. NOTE: All maps, plans, and engineering data shall be no larger than 11x17. No covers, binders, or envelopes.
