I was very pleased to find it functional both as a safe way negotiate the steep slopes and as erosion control BMPs. The terracing effectively breaks up the flow of runoff and should really be helpful in stabilizing erodeable slopes with native vegetation. Houlton, WI 54082 RE: Trail maintenance in the Lower St. Croix Riverway District Parcel #14.30.20.822 in the Town of Somerset Dear David and Spike: After meeting David at the site and walking the foot trail used for access to the St. Croix River, we discussed options for managing surface water erosion problems and long term trail maintenance. The proposal is to use a combination of rock and/or wood materials (fallen logs are okay, but don't cut timber in the slope preservation zone) to create water bars at intervals along the trail that will disperse and dissipate energy of stormwater runoff. In between the water bars, exposed soil on the trail may be stabilized with woodchips (where the slope angle allows), intermittent flat rocks, or erosion control matting. The trail will not be expanded as part of the project and no stairway or structural erosion control measures will be installed. The WI DNR website has a description of types and specifications of erosion matting that may be helpful: http://dnr.wi.gov/topic/stormwater/documents/`dnrl053-ChannelErosionMat pdf This project as proposed will be considered landscaping and will not require a zoning permit at this time. Laura Hojem of the NPS visited your site and Christopher Stein's letter of July 2, 2014 notified our office that they approve of the proposed plan with regard to the NPS scenic easement conditions and restrictions on your property. This project holistically is in-keeping with the spirit and intent of the National Park Service scenic easement in place on your property. Your property has been determined to be within line of sight of the St. Croix River which means new structures are not permitted to be built. What you are proposing is not considered to be a structure. You have a three-part goal for this project of stabilizing the current path through landscaping including steps and erosion barriers, improving safety for visitors, and keeping the visual impact to a minimum. The last goal is very important and care must be taken, to prevent a negative impact on the view as seen from the water. The protection of the scenery is the focal point of the NPS scenic easement program. Lands Specialist Laura Hojem visited with you on the property and reviewed this project on May 8, 2014. Based upon this inspection of your property by Laura and her recommendations, we believe the proposed landscaping of the current footpath to the river is permissible under the terms of the easement presently in effect on your property. However, this approval does not extend to future improvements or the "morphing" of this landscaped footpath into a defined structure such as a staircase, stairway, or tram to the river. Clairemont Avenue Eau Claire, Wisconsin 54701 7/8/2014 Landscaping Existing WKO Path to River Concept and Proposal River access at 1502 Twin Springs Road is currently via a narrow footpath running along the edge of the bluff and down the ravine at the western edge of the lot Due to steepness, the path is hard to use; we plan to develop low visual impact landscaping to make it safer to use and at the same time ensure that use of the path doesn't erode the bluff edge. Our three-part goal is thus to: stabilize the path through landscaping treatment including steps and erosion barriers along the path; Reduce risk and improve safety for users; and keep visual impact to a minimum. Our plan is inspired, in part, by the landscaped steps from our drive to the ravine, pictured below (see next slide) 1 7/8/2014 ! 4 / a' F To meet our three goals of stability, safety, and low visibility, we developed a plan around the following five guidelines: Landscape and stabilize the existing path to minimize disruption and prevent erosion that results from regular use Maximize the use of existing natural features (roots, rocks, contours) and materials (stone , timber, and plants) in landscaping the path 2 7/8/2014 Use a diversity of materials in landscaping to avoid uniformity and obvious structures Use the fewest number of local wood and stone elements to maximize safety and minimize erosion Minimize visual impact of path from river to support the objectives of the NIPS scenic easement The images on the next few slides depict stone or wooden landscape construction that we found on the web; they capture something of the low-impact aesthetic we aim for. We've roughed in the route in black to help you visualize. 6 7/8/2014 1 This section, about 30' long, leads from the bluff top to close to the property line, and runs parallel to the river Starting gently, this section steepens quite quickly, a`$s We envision about five retaining steps toward the bottom of this ~z stretch to smooth out the r.` gradient and stabilize the path ' Because of orientation, this section will not be visible from the river 2 (Picture on next slide) This section (about 15') is hidden from the river by two outcropping rocks. Landscaping here will not be easily visible from the river We estimate we may need as many as ten steps between the turn from section 1 to the outcropping rocks The slide also shows our neighbor's deteriorating wooden stairs that have an opposite effect on the landscape than what we are aiming for. We wish to avoid using these stairs and hope to encourage them to improve, or remove them. 7 7/8/2014 2 IPW 1ki t; 9~ "3 ` y K t {r,, 3 This section runs (about 15') from the outcropping rocks to almost the property line. Landscaping here would be partially obscured from the river by a spur of the E° bluff. We estimate we may need to use up to 15 steps in this section 8 7/8/2014 4 :k This section runs about 25' directly along the property ' line and ravine edge and is more visible from the river. It is also the steepest part, r necessitating up to 20 steps In this section in particular i? we aim to incorporate 4 existing rocks and roots to be as unobtrusive as possible This is also the section where 'Or we are most concerned to h~ stabilize the path against erosion because of its path along the edge of the ravine. A 5 (Picture on next slide) The sharp turn to the right onto this small plateau (about 5' long) is required to avoid trespass on neighbor's property. In the past we've discussed building a structure at this point. We now believe we can lay stepping stones into the flat areas around the outcrop here, avoiding the need for a structure. Some future projects were also discussed in the email regarding the re-routing of the drive way and the potential for an addition on the back side of the existing house. Thank you for meeting with Lands Specialist Laura Hojem on May 8 and reviewing the plans with her during the on-site visit. Based upon an inspection of your property by Laura and her recommendations, we believe the proposed vegetation cutting and replanting project is permissible under the terms of the easement presently in effect on your property. The future plans of the driveway restructure and addition to the house should be resubmitted with detailed drawings at the time you are ready to proceed with them. Only trees and vegetation that are less than 4.5 inches in diameter and described on the project request will be allowed to be cut. No cutting of vegetation between the house and the river will be allowed. The current vegetation here must be maintained so that it continues to screen the house and all structures and human activity on the property from view of the river. The cutting area is adjacent to the house, mainly on the south side or at the back half of the lot as it fronts Twins Springs Road. The cutting is intended to create some open space and allow light to enter for the planting of native white pines, birch and cedar to create a more solid vegetative screen between the house and Twin Springs Road. The cutting of specific identified branches on trees near the house as a safety and maintenance measure is approved as a part of this project request. Please continue to work with an arborist or tree service to be careful that the over-story canopy and the vegetative screen are allowed to remain intact. CROIX COUNTY ZONING ORDINANCE. The St. Croix County Board of Adjustment conducted an on-site inspection of the site in question. After inspection, the St. Croix County Board of Adjustment entered an Executive Session to discuss the request. After returning to open session the following decision was rendered: Motion by Supervisor Stephens to deny the request of Mr. Nettekoven. The reasons are that the structure would be within the 40 foot setback from the bluffline and cannot meet the minimum setbacks from 3.12 of the St. Croix Riverway District and N.R. 118, which Al Santala of the Depart- ment of Natural Resources objected. Seconded by Supervisor George. Motion carried. Vote to deny: George, yes; Stephens, yes; Meinke, yes. R. 1 St. Joseph, WI 54082 Dear Mr. Nettekoven: in regard to your complaint about beer parties and camping at the end of Twin Springs Road and the islands in the St. Croix River, I contacted the game warden Stanley Schneider, about this problem. He informed me that the islands are owned by the National Park Service and they are supposed to do the policing. As far as the boat launch area at the end of Twin Springs Road, this is a portion of the subdivision where there is some confusion as to ownership. As near as I can figure out the plat, it is dedicated to the public for access to the river. I discussed this problem with Sheriff Burka. tie knows of the problem in the area. Sheriff Burke recommended that this matter be brought be- fore the Somerset Town Board to get the area properly sign- ed. After this has been completed the area can be properly policed. You are no doubt aware of the need to comply with the regulations and ordinances of Somerset Township, St. Croix County and the Wisconsin Depart- ment of Natural Resources concerning sanitation and other land use controls. Our approval means only that we have determined that the Riverway scenic easement conditions are fulfilled; it is NOT a statement of intent or impli- cation to influence or guide decisions of local units of government which are completely free to deny granting permits or variances for which appli- cations are made.
