RO K, YNTY RESOLUTION AMENDING 2018 BUDGET (1) 1 WHEREAS, the St. Croix County Board of Supervisors adopted the 2018 County Budget on November 2 7, 2017; and 3 WHEREAS, changing operational needs necessitated an amendment to the 2018 budget; and 4 WHEREAS, the State of Wisconsin,including St. Croix County,has had a surge in the number of 5 families being served though the Child Protection system; and 6 WHEREAS, Speaker of The Wisconsin State Assembly, Robin J.Vos formed a Task Force on Foster 7 Care and information from a regional task force hearing has been provided to the Health and Human 8 Services Board and County Board; and 9 WHEREAS, 92 children have received out of home placement as of December 2017 compared with 33 10 as of December 2016; and 11 WHEREAS, as recent as September 2017 the number of children in out of home placement was 45 12 compared to 68 in December of 2017; and 13 WHEREAS,the number of Child Protection referrals has increased from 1058 to 1191 from 2016 to 14 2017; and 15 WHEREAS,the number of Child Protection assessments has increased from 393 to 452 from 2016 to 16 2017; and 17 WHEREAS, The Health and Human Services assigned fund balance can be used to hire the two 18 additional Social Work staff with a planned start date of March or April of 2018 in the Children Services 19 Division to meet the increased service needs for Foster Care recruitment and licensing,both relative and 20 non-relative care givers, and child protection assessment; and 21 22 WHEREAS, the temporary filling of these two positions will require them to be vetted during the normal 23 budget process to be continued in the 2019 budget. 24 25 THEREFORE,BE IT RESOLVED that the St. Croix County Board of Supervisors does authorize 26 amendment number 1 of the 2018 County Budget to the accounts listed below and increase in FTE's 27 listed below for the remainder of 2018: Account Name Account Number Original Budget Amended Budget Change Expenses: Salary 225-4510-51110 3,479,398 3,597,212 117,814 Social Security 225-4510-51510 266,174 275,187 9,013 Retirement 225-4510-51520 114,648 122,542 7,894 Dental Insurance 225-4510-51530 5,002 5,649 647 Health Insurance 225-4510-51540 947,204 986,685 39,481 HRA 225-4510-51545 57,831 59,831 2,000 Disability 225-4510-51550 6,898 7,342 444 Workers Comp 225-4510-51560 21,895 23,073 1,178 Life Insurance 225-4510-51580 2,719 2,894 175 Total 4,901,769 5,080,415 178,646 Revenue: Fund Balance Applied 0 178,646 178,646 Authorized FTE: Child Services Social Worker II 23 FTE 25 FTE 2 FTE 28 29 FURTHER BE IT RESOLVED that the FTEs authorized in this resolution sunset on December 31, 30 2018.
