This letter confirms zoning approval according to the plans submitted for constructing a single-
family residence, installing a replacement Private Onsite Wastewater Treatment System
(POWTS), and filling and grading less than 10,000 square feet in the Lower St. Croix Riverway
District. The Community Development Department (CDD) staff have reviewed the submittal
and determined that the proposed project meets the spirit and intent of the St. Croix County
Zoning Ordinance and Riverway overlay District with the following findings:
• Constructing a single-family residence is permitted pursuant to Section 17.36 F.2.a.1).
o The proposed residence will replace an existing nonconforming accessory structure.
o The proposed structure is 27.13-feet high and complies Section 17.36 G.4.a.
o The proposed structure structure meets all applicable setbacks; the property also
received a Variance for relief from the Town's road setback.
• Filling and grading less than 10,000 feet outside the slope preservation zone is permitted
pursuant to Section 17.36 F.2.a.2).
o Silt fence will be installed around proposed excavated areas and shall also act as a
barrier to limit the amount of disturbance onsite.
o The Private Onsite Wastewater Treatment System installed is approved under State
Sanitary Permit #600358.
o Stormwater will be managed per the plans submitted on April 12, 2018.
Based on these findings, approval of the land use permit is subject to the following conditions:
1. Erosion control and stormwater measures shall be installed according to the plans and shall
be checked once a week or after a heavy rainfall event. Any necessary repairs shall be made
and sediment shall be removed within 24-hours.
2. A tracking pad shall be installed prior to any land disturbance or construction activities.
Wisconsin DNR Conservation Practice Standard 1057, Stone Tracking Pad shall be followed;
this standard is enclosed.
3. A pre-construction meeting shall be scheduled 3 days prior to the project
starting in order to inspect the erosion control measures, tracking pad, and
identify if additional areas need protection. Additional inspections may be scheduled

as the project commences.
4. St. Croix County reserves the right to require additional sediment and erosion control
measures to be installed if found necessary due to site-specific concerns.
5. The stromwater infiltration areas shall be flagged off to prevent disturbance or compaction
during construction/land disturbance activities.
6. A temporary cover crop such as oats, winter wheat or rye, OR, mulching may be necessary if
the site is not stabilized by September 15, 2018; please reference Wisconsin DNR Standard
1058 and 1059.
7. All temporary erosion control measures shall be left in place and maintained until the site has
reached a point of at least 70% permanent vegetation.
8. Phosphorous fertilizers shall not be used to establish and maintain a lawn on the disturbed
area of the site, unless a soil test confirms that phosphorous is needed.
9. The applicant shall have an engineer, registered landscape architect or registered land
surveyor submit proof that the stormwater plans were installed as approved. This document
can be submitted in the form of an as-built or other document that county staff can review to
ensure the plans were installed in accordance with the original design.
10. A post-construction inspection is required prior to removing the temporary sediment and
erosion control measures. Please call the inspector at (715) 386-4683 to schedule this
inspection.
11. Failure to comply with the terms or conditions above may result in the revocation of this
permit by the Zoning Administrator according to Chapter 17.30 (13).
12. Within 30 days after construction is completed, the property owner shall execute and record
an affidavit describing the approved stormwater management and vegetative management
plans and maintenance requirements with the Register of Deeds pursuant to Section 17.36
H.7.g.
This approval is subject to the conditions listed above; it does not allow for any additional
construction, structures, or buildings beyond the limits of this request. Your information will
remain on file at the St. Croix County Community Development Department suite. It is your
responsibility to ensure compliance with any other local, state, or federal permitting or
regulations, including contacting the Town of St. Joseph and the Department of Natural
Resources to inquire if additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the
applicant submits the appropriate permit extension fee and documentation to the Zoning
Administrator. A copy of the Land Use Permit placard should be submitted to the local Building
Inspector for the town upon application for the building permit. The orange placard must be
posted on the job-site and visible from public view.

APPLICATION:
Applications will not be accepted until the applicant has:
• Met with the Zoning Administrator to review the application;
• Submitted Original plus 2 copies of the entire packet including all supporting information, maps & diagrams;
• Resolved any land use violations and paid any outstanding fees owed to the Community Development Department;
• Signed the application form (the signatures of the property owners and agents acting on their behalf are required); and V/
• Submitted the appropriate application fee (nonrefundable) payable to: St. Croix County.
REVIEW:
The Zoning Administrator will review the application for completeness and assign a file number to the application. The Zoning
Administrator may require additional information and will notify the applicant of this within 10 days. Upon receiving a complete
application and supporting documents, the Zoning Administrator will:
• send copies of the applications to the appropriate reviewing agencies for comment. Applicants are encouraged to contact
their town to discuss their application and inquire about necessary building permits and approvals at the town level;
• schedule a site visit to the applicant's property, at which time the applicant shall flag all applicable property/project corners
and label the flags accordingly; and
• review the file and prepare findings for approval or denial of the permit within 60 days. Upon approval, the permit will be
mailed to the applicant or to the applicant's agent.
If approved, the land use permit will be valid for one year from the date of the permit issuance. The applicant may also be required
to apply through the Town for a local building permit. All site plans, pictures, and other materials submitted with the application
become the property of the Community Development Department and will remain in the file.

Erosion control plan (Best Management Practices).
Storm water management plan stamped by an engineer and including all runoff calculations.
