RE: Conditional Approval, Zoning Ordinance, Sign Regulation Chapter 17.65

Community Development Department staff have reviewed your Land Use Permit application to
replace an existing, On-Premise, Permanent Sign in the Commercial Zoning District with a new On-
Premise, Permanent Sign pursuant to Section 17.65 D.2.d. of the St. Croix County Zoning
Ordinance. A Land Use Permit is required prior to the improvement, erection, construction,
reconstruction, enlargement or alteration of any sign, structural component or mounting device.
This request has been conditionally approved below based on the project findings:
• One sign per road or highway frontage is allowed; the property fronts two public roads.
• Maximum area of any such sign in the Shoreland District shall be 32 square feet; the sign is
31.72 square feet.
• Maximum height shall be 20 feet; this is the proposed structure height.
• Any such sign shall be freestanding design; the proposed sign will be supported by a single
post and anchored to the ground.
• The sign as proposed will be placed at least 10 feet from any right-of-way and not placed
within the vision triangle of a road or highway.
Based on these findings, approval of SP-2018-002 is subject to the following conditions:
1. The illuminated portion of the sign requires downward lighting and must feature an electrical
power cutoff switch on the outside of the sign
2. The County may specify the hours a sign may be illuminated and limit its brightness while
illuminated. The hours of illumination or brightness limitations may be established at any time,
including during the life of the sign.
3. Immediately upon complete construction of the sign, the agent shall notify this Department
and submit photographs to document compliance with this permit and removal of the existing
sign.

4. The application shall be responsible to secure any other required local, state or federal
permit(s) and approval(s) prior to erecting the sign.
5. Any amendment or change in the proposed sign shall require prior review by the Zoning
Administrator for compliance with Chapter 17.65 as a new land use permit may be required.
6. Failure to comply with the terms or conditions above may result in the revocation of this permit
by the Zoning Administrator according to Chapter 17.65 E.6.
This approval is subject to the conditions listed above; it does not allow for any additional signs,
sign components and elements of signs beyond the limits of this request. Your information will
remain on file with the St. Croix County Community Development Department. It is your
responsibility to ensure compliance with any other local, state, or federal permitting or regulations,
including contacting the Town of Star Prairie and Wisconsin Department of Transportation,
Outdoor Advertising to inquire if additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six month extensions if the
applicant submits the appropriate permit extension fee and documentation to the Zoning

GENERAL APPLICATION REQUIREMENTS
APPLICATION:
Applications will not be accepted until the applicant has:
• met with the Zoning Administrator to review the application;
• on,-inal plus 2 copies minimum of completed application submitted to the Zoning Administrator;
• resolved any land use violations and paid any outstanding fees owed to the Community Development Departinent;
• signed the application form (the signatures of the property owners and agents acting on their behalf are required); and
• submitted the appropriate application fee (nonrefitndable) payable to: St. Croix County.
REVIEW:
The Zoning Administrator will review the application for completeness and assign a file number to the application. The Zoning
Administrator may require additional information and will notify the applicant of this within a reasonable timeframe. Upon receiving a
complete application and supporting documents, the Zoning Administrator will:
• send copies of the applications to the appropriate reviewing agencies for comment. Applicants are encouraged to contact
their town to discuss their application and inquire about necessary building permits and approvals at the town level;
• schedule a site visit to the applicant's property, at which time the applicant shall flag all applicable property/project corners
and label the flags accordingly; and
• review the file and prepare findings for approval or denial of the permit within 30 days. Upon reaching a decision, the County
will prepare a written decision with 10 days of the decision.
If approved, the land use permit will be valid for one year from the date of the permit issuance. The applicant may also be required to
apply through the Town for a local building permit. All site plans, pictures, and other materials submitted with the application become
the property of the Community Development Department and will remain in the file.

• location of all blufflines and slope preservation zones and setbacks from blufflines (Riverway);
• location of the OHWM ofany wetlands and abutting navigable waterways and setbacks from the OHWM (Shoreland);
• location of floodplain and floodway limits on the property (Floodplain); and
• any other unique limiting conditions of the property or information deemed necessary by the Zoning Administrator.
NOTE: All maps, plans, and engineering data shall be no larger than 11x17. No covers, binders, or
envelopes. Please staple or paperclip your application in the upper left-hand corner.

Dear Sarah:
Enclosed is a permit check for $350.00 for Cedar Creek Bar & Grill, along with
the application, site maps, sign design and all measurements. The sign does
have an external switch to shut power off. The sign will be installed by Graphic
House Inc. and will be wired up by Mike Buffie. The current sign in that spot will
be removed once we install the new one.
