')'tic Bluhm property is a 1.87 acre parcel located in the NW 14 of the NW Scc. 16 729N R 18 W in the Township of Warren in St. Croix Cotmty. The property is located within a small subdivision and the property has recently changed hands. Prior to the sale or as a contingency of the sale CST Shaun Bird Credential 226900 was hired to perform a soil and site evaluation of the property. Shaun completed soil borings and proposed an at-grade mound dispersal system indicating 120 ft. of contour on which to place the system. Ncchvillc plumbing was asked by the new property owners to conic to the property acid provide an estimate fix the installation of aft at-grade mound system. Upon reviewing the site they found that there was insufficient length of contour to intstall the proposed m-grada system. The west end of the proposed systern areas contour did not hold tip and by installing the system there would have put the system into what appears to a natural drainage swale through the yard. 1 was conlacied by the Nechvilles to provide additional soil and site verifications to establish definitively the amount of area that would be prudent to i work with. I examined three soil pits and found one boring that did not qualify for an at-grade, one that had fill within the profile that would qualify for an at-grads: and a third boring with no evidence of fill and would also quality for the at-grade. Because fill material was documented in my boring ii l soil profile dug along the edge of Shaun's 11113 1 will not be unable to complete a sanitary design using the mound component manual recognized under SPS 383.60( 1). SPS 383.44(3) (b) I states that a POWTS designed utilizing a component manual recognized under SPS38 3.60 (1) shall have at least 6" of the minimum 24-inch soil separation requited under par. (a) shall he an insitu soil type for which soil treatment capability has been credited under Table 38' ).44-3. I hese filled sites require plan approval to be applied for as an individual site design. Individual Site Designs require documentation that will support treatment and dispersal claims about the site. Individual Site Designs do not require the 6 inches of insitu soil, however we still need to evaluate and he confident that the intent or rationale of the 6 inches of suitable soil is met on our site assuring that the influent will be assimilated into the subsurface soils and treated without ponding on the ground surface. Based on the assumption that the till material has been in place at least 35 years would mean that as many years worth of growing seasons have passed including the freeze and thaw cycles to settle the fill and sufficient time to create soil structure. My soil report indicates a sandy loam with a moderate fine to medium sub-angular blocky surface layer over a moderate tine to ntalitiol sub-angular blocky sandy loam subsoil over it buried A horizon with a moderate fine to medium sub-angular blocky structure in horings I and 2. Boring 3 was completed next a Shaun Bird pit that was unreported and consisted of fill material to depth of 19 inches with redox features at 8 inches. c ~9aIhof9 My belief is that the fill material within the soil profile description Biel is front the initial construction of the residence. A walkout basement was created and fill material from the basement excavation was likely wasted down slope of the structure. 1 found no evidence of deleterious fill material or platy structured soils that would indicated compaction or severe grading of the soils. I contacted Wastewater Specialist Edwin I aylor to discuss the site and he concurred that the soil has had sufficient time to rebuild the soils structure based on my profile descriptions and that arty soil that may have been affected has had time to repair itself through the pedogenic process. SPS Table ?8144-? shows the mid application rates for various soil textures based on morphological soil e%aluations for use with in-situ soils. I believe that the fill material onsite has had sufficient time to assimilate the characteristics of the in situ soils referred to in this table. I also believe that the soil conditions within the tested area that invoke fill will readily accept and disperse the anticipated wastewater from this structured soil equally as well as an insitu soil would based on the table. I believe we have hencficial site indicators that will justify the use of this site lix a three hedtoorn sanitar}' sysk'm consisting of domestic wastewater. Thee are as follows: m A moderately well drained filled horizons with a moderate linc to medium sub-angular blocky structure, which will assist in integrating wastewater into the natural soil. m A water shedding landscarx• pot ition assisted by a slope of 12 5% e Mcsophyte vegetation onsite consisting of an open lawn that will allow sunlight into the dispersal area. I would recommend the following design parameters: ✓ 7.0 gal. lft..+'day linear loading rate ( I o avoid drainage wa)) ✓ .60 gal. 41 sq. basal loading rate ✓ 6 inches of AST A4 C33 sand fill ✓ proposed upslope mound contour of 93.0(1. ✓ System Elevation of 93.50' By following the conditions set Rtrth, 1 believe this system design will adequately u-cat and disperse the wastewater generated from this existing three bedroom residence. I also believe that the sanitary system will comply with the purpose of SPS 183.01 being that the sanitary system will be safe and will protect public health and the waters of the state. it a!
