RESULT: ADOPTED [UNANIMOUS] SECONDER: Tammy Moothedan, David Peterson AYES: Schachtner, Nordstrand, Coulter, Sjoberg, Long, Moothedan, Fosterling, Feidler, Ostness, Larson, Hansen, Brinkman, Peterson, Anderson, Achterhof, Leibfried, Peavey ABSENT: Lynda Miller, District 13 This Resolution was Adopted by the St. Croix County Board of Supervisors on June 5, 2018 Cindy Campbell, County Clerk 4.10 Position Categories 4.10.1 Policy The appropriate processes and guidelines must be followed when establishing and eliminating positions. 4.10.2 Purpose To define the three(3) major position categories and identify position standards, use of positions, and how to establish and eliminate a position. 4.10.3 Procedures 4.10.3.1 Establishing a Temporary Position or Temporarily Reallocating Personnel Temporary positions shall normally be established during the annual budget process. A temporary position may be created between budget cycles with the approval of the County Administrator if the department has funds available to cover the cost of the position. A temporary position may not be used over an extended period of time as a substitute for a regular position. The County Administrator may authorize the temporary reallocation of personnel when there is a vacant position within a department provided this does not result in a negative budget impact. 4.10.3.1.1 To establish a temporary position as part of the annual budget process the following procedures are to be followed: a. The Department Head submits a request to Human Resources in which they justify the need for the position. b. If no such classification exists, the Department Head submits a Position Description Questionnaire (PDQ) to Human Resources. Human Resources or a designee shall review the PDQ and related materials and make a determination of the position classification. c. The County Administrator shall evaluate the request,position grade placement, and funding availability and make a recommendation as part of the County Administrator proposed budget for consideration by the County Board. d. The new temporary position is authorized upon approval of the budget by the County Board 4.10.3.1.2 To establish a temporary position between budget cycles the following procedures are to be followed: a. The Department Head submits a request to Human Resources in which they justify the need for the position. b. If no such position classification exists, the Department Head submits a Position Description Questionnaire (PDQ) to Human Resources. Human Resources or a designee shall review the PDQ and related materials and make a determination of the position classification. c. The County Administrator shall evaluate the request,position grade placement, and funding availability and upon the County Administrator's approval, the position is authorized for the remainder of the year or as funds allow. The position must be requested during the next budget cycle to continue into a new budget year. 4.10.3.1.3 To request the reallocation of personnel,i.e. reassignment of a vacant position,between budget cycles the following procedures are to be followed: a. The Department Head submits a request to Human Resources in which they justify the need for the position. The new position shall not require a budget amendment for funding. b. If no position classification currently exists for the requested position, the Department Head submits a Position Description Questionnaire (PDQ) to Human Resources. Human Resources or a designee shall review the PDQ and related materials and make a determination of the position classification. c. The County Administrator shall evaluate the request,position grade placement, and funding availability and upon the County Administrator's approval, the position is authorized for the remainder of the year or as funds allow. The position must be requested during the next budget cycle to continue into a new budget year. 4.10.3.2 Establishing a Permanent(Regular) Position Permanent(Regular)positions must be established during the annual budget process. 4.10.3.2.1 To establish a permanent(regular) position, the following procedures are to be followed: a. The Department Head prepares and submits a request to Human Resources in which they justify the need for the position. b. If no position classification exists for the requested position, the Department Head submits a Position Description Questionnaire (PDQ) to Human Resources. Human Resources or a designee shall review the PDQ and related materials and make a determination of the position classification. c. The County Administrator shall evaluate the request,position grade placement, and funding availability and make a recommendation as part of the County Administrator's proposed budget for consideration by the County Board. d. The new position is authorized upon approval of the budget by the County Board. e. If a temporary position is approved to become a permanent(regular)position, the incumbent who has filled the temporary position does not have automatic rights to the permanent (regular)position. The newly-created permanent(regular)position shall be subject to an open recruitment, and if it is a position covered by the bargaining agreement, it may be subject to union posting requirements. If the incumbent is granted the permanent(regular) position, the incumbent's time in the temporary position does not count toward seniority, longevity, or the awarding of wages or benefits. 4.10.3.3 Eliminating a Position Eliminating permanent(regular)positions must be completed during the annual budget process. 4.10.3.3.1 To eliminate a permanent(regular) position, the following procedures are to be followed: a. The Department Head submits a request to Human Resources in which they explain the reason for the position elimination. b. The County Administrator determines whether the position should be eliminated or changed. c. If an employee currently occupies the position to be eliminated, actions such as lay-off, termination, or transfer may be invoked as defined elsewhere in these policies or collective bargaining agreements. 4.10.4 Definitions Permanent(Regular) Full-Time Positions Permanent(Regular) Full-Time positions are designed to work a standard work week year round of an average of between thirty (30) and forty (40)hours per week. Permanent(Regular)Part-Time Positions Permanent(Regular)Part-Time positions are designed to work a standard work week year round of an average of between more than twenty (20) and less than thirty (30)hours per week. Temporary Positions Temporary positions may be referred to under several different names or titles: on-call, casual, reserve, auxiliary, summer, seasonal, LTE, fill-in help, internship, temporary. Temporary positions may be used for any one or more the following purposes: a. Fill-in for an absent employee b. Office coverage during a heavy workload c. Seasonal help (highway,parks, facilities) d. Reserve or auxiliary to cover special events or provide additional coverage as needed e. Special project or program assignment f. Grant funded g. Internship h. Pool or temporary service assignment
