" - � PETITION FROM THE TOWN OF STAR PRAIRIE TO THE CITY OF
NEW RICHMOND
1 WHEREAS, the Administration Committee has reviewed an annexation petition of parcel
2 038-1141-30-075 from the Town of Star Prairie to the City of New Richmond; and
3
4 WHEREAS, an annexation cannot create an island and the proposed annexation and
5 development of surrounding properties would create an island of County owned parcel
6 038-1141-30-075 if not annexed; and
7
8 WHEREAS, the Cooperative Plan between the Town of Star Prairie and the City of New
9 Richmond contemplates the annexation of the above referenced parcel.

11 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors that
12 it hereby authorizes the signature of an annexation petition of parcel 038-1141-30-075
13 from the Town of Star Prairie to the City of New Richmond.

RE: Annexation Petition
Thank you for meeting with us this morning regarding the County-owned cemetery
located north of the St. Croix County Health Center. Just to review, the property is
completely surrounded by property owed by Roger and Laurie Neumann in Star Prairie
Township. Roger and Laurie Neumann have submitted a petition for annexation for the
entire area around the cemetery. Since the City cannot create an island, we are requesting
to have the County annex this property into the City at the same time.
We would like to officially request to have this item on the Administration Committee
agenda for their May meeting and on the County Board agenda for the June 5, 2018
meeting.

WHERE NO ELECTORS RESIDE IN TERRITORY
We, the undersigned, constituting all of the owners of the real property, and all of the
electors residing in, the following territory of the town(s) of Star Prairie,
St. Croix County, Wisconsin, lying contiguous to the City of New Richmond to annex
the territory described below and shown on the attached scale map to the City of New
Richmond, St. Croix, Wisconsin: (Please attach description)
We, the undersigned, elect that this annexation shall take effect to the full extent
consistent with outstanding priorities of other annexation, incorporation or consolidation
proceedings, if any.

Application must be submitted to the Clerk at least four weeks prior to the Plan
Commission meeting. Application must include a metes and bounds description of the
property to be annexed and a scale map of the area.
Normally meetings are held on the first Tuesday of the month at 5:00 p.m., but
may be rescheduled.
Public Hearing is required. Requires a Class II Notice—Published 2 times at least
10 days before the meeting.
Plan Commission will make a recommendation to the Common Council. Then the
Common Council will make the final decision at the next Council meeting.
