Mr. & Mrs. Demulling,
The Community Development Department staff have reviewed the Land Use Permit application for the
installation of a driveway and viewing corridor in the Shoreland District. The request has been conditionally
approved based on the application submission and the following findings.
• No buildings or structures are proposed to be constructed at this time.
• The driveway meets the 50 foot setback from all mapped wetlands.
• No land disturbance or vegetation removal is proposed outside of the access and viewing corridor. As Per
NR 115.05(1)(c)2. "the county ordinance shall designate land that extends from the ordinary high water mark to a
minimum of 35 feet inland as a vegetative buffer zone and prohibit removal of vegetation in the vegetative buffer
zone except as per NP, 115.05 (1)(c)2.b."
• The access and viewing corridor is not to exceed 96 feet in width. As Per NR 115.05 (1)(c)2.b. "The county may
allow removal of trees and shrubs in the vegetative buffer zone to create access and viewing corridors, provided that
the combined width of all access and viewing corridors on a riparian lot or parcel may not exceed the lesser of 30
percent of the shoreline frontage or 200 feet."
• No well or septic is proposed to be installed at this time. As per St. Croix County Code of Ordinances, Section
12.1 F. 1.b. "All Structures or premises in St. Croix County that are permanently or intermittently intended for human
habitation or occupancy, which are not serviced by a public sewer, shall have a system for holding or treatment and
dispersal of domestic wastewater which complies with the provisions of this ordinance."
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. A pre-construction inspection is required to verify the erosion and sediment control, best management
practices have been installed as per site plan, and all other findings have been followed. Please call to
schedule an inspection.
2.St. Croix County reserves the right to require additional sediment and erosion control measures to be
installed if found necessary due to site-specific concerns and will be documented in an as-built site plan.
3.A post-construction inspection is required prior to removing the temporary sediment and erosion control
measures and to verify vegetative cover. Please call to schedule an inspection.

4. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and approval(s)
prior to land disturbance activity.
5. Failure to comply with the terms or conditions above may result in the revocation of this permit by the Zoning
Administrator pursuant to Chapter 17.71.
This approval is subject to the conditions listed above; it does not allow for any additional construction,
structures, or buildings beyond the limits of this request. Your information will remain on file at the St. Croix
County Community Development Department suite. It is your responsibility to ensure compliance with any
other local, state, or federal permitting and regulations, including contacting the Town of Star Prairie and the
Department of Natural Resources to inquire if additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the applicant
submits the appropriate permit extension fee and documentation to the Zoning Administrator. A copy of the
Land Use Permit placard should be submitted to the local Building Inspector for the town upon application for
the building permit. The placard must be posted on the job-site and visible from public view.

disturbed areas they protect are stabilized.
