Proper maintenance consists of pumping out the septic tank every three years or sooner, if needed, by a licensed pumper. I have enclosed a copy of the letter sent to Mr. Doornink on May 5, 2009 and an e -mail dated 6/6/2008 that documents a complaint by the Town of Glenwood that Mr. Doomink was installing his own sanitary system. I was informed by Mr. Doornink that the reported excavation was to both locate the cover of the tank to have it pumped, as well as make a repair to the building sewer line above the tank inlet. I did not �;. conduct an inspection, since neither of those activities is regulated by our office and was not j:. considered a violation requiring code enforcement. An inspection report completed by Brad Stevens, MP #658442 on May 6, 2009 states that "the tank(s) were not pumped, but from readily observable features, it appears to be functioning properly" and "A visual inspection indicates that the septic system and all components are located the proper distances from the dwelling's p Y p foundation, well, and property boundary lines." Brad says that he provided an inspection report on the POWTS at the request of then owner Doug Doornink. The tank had not been pumped and Brad Re !cling completed the report without inspecting the interior of the tank. His plumbing work -3864675 was limited to replacing a section of building sewer from approximately 2 feet above the existing tank inlet and running new 4 -inch PVC building sewer into the house. He also made plumbing repairs on the interior of the structure, so there should be some type of UDC inspection documentation for that work. I informed Brad Stevens that our office had issued a Notice of Violation and an order to replace the existing failed septic tank and whatever type of dispersal area has been in use We have not issued any permits for POWTS replacement at this site; a 1998 CST soil and site evaluation report indicated there were 2 tanks on the east side of the house and soil conditions require a mound replacement treatment system. Any misrepresentation of the septic system made between the seller of the property, Doug Doornink, and current owner, Corey Delong, during the purchase will have to be addressed in civil court. 'cling receiving the call reporting excavation work on /near your septic system and was told - 386 -4675 . that it was to both locate the cover of the tank to have it pumped, as well as make a repair to the building sewer line above the tank inlet. I did not conduct an inspection, since neither of those activities is regulated by our office and was not considered a violation requiring code enforcement. A Soil and Site Evaluation Report is currently on file with the Planning and Zoning Department that identifies a replacement area for the existing Private On -site Wastewater Treatment System ( POWTS). The soil report was completed for William & Jean Canfield on 10/7/1998 by Certified Soil Tester Tom Gustum, but as yet no permit has been issued for a replacement POWTS. The replacement POWTS will need to be a mound system due to high groundwater documented at approximately 30 inches below grade. The existing house and septic system pre -date any of our archived permit records, so it is difficult to determine the actual age of components. Enclosed is a copy of the report for your review.
