Please see the enclosed site plan to reference the general erosion control and grading notes. • All setbacks and height requirements have been met. • Erosion and Sediment Control plans have been submitted that meet Wisconsin Department of Natural Resources Technical Standards. Best Management Practices and Stormwater Management will be incorporated. • The Private Onsite Wastewater Treatment System will reconnect to the existing septic onsite which has been approved under County Sanitary Permit #SAN-2018-163. • The Impervious Surface (IS) calculation was performed and resulted in 13.3%; therefore mitigation is not required. • The applicants met with the Bass Lake Rehabilitation District on May 9, 2018 and received support of the stromwater runoff management plan that will be included with the reconstruction of the home. • An unpermitted accessory structure is placed within the required Shoreland setback (75-feet to Ordinary High Water Mark) sometime after 2010 according to the county aerial imagery. Based on these findings, approval of the Land Use Permit is subject to the following conditions: 1. A pre-construction inspection is required to discuss the construction timeline and verify erosion and sediment control has been installed downslope of construction activities and the vehicular tracking pad installed per Wis. DNR Standard 1057 prior to any land disturbance activity. If existing bituminous driveway is to remain during construction activities, this can be used in lieu of the tracking pad, provided sediment does not track offsite. Permanent vegetation shall be established once final grade is reached or as soon as applicable per plan. 3. All temporary erosion control measures shall be left in place and maintained until the site has reached a point of at least 70% permanent vegetation. 4. The unpermitted accessory structure shall be removed from the required Shoreland setback. 5. A post-construction inspection is required prior to removing the temporary sediment and erosion control measures and to verify the accessory structure has been removed. Please call the inspector at (715) 386-4683 to schedule this inspection. 6. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and approval(s) prior to land disturbance activity. 7. Failure to comply with the terms or conditions above may result in the revocation of this permit by the Zoning Administrator according to Chapter 17.30 (13). This approval is subject to the conditions listed above; it does not allow for any additional construction structures or buildings beyond the limits of this request. Your information will remain on file at the St. Croix County Community Development Department suite. It is your responsibility to ensure compliance with any other local, state, or federal permitting or regulations, including contacting the Town of St. Joseph and the Department of Natural Resources to inquire if additional permissions are required. This permit is valid for one year, with the possibility of up to two (2) six- month extensions if the applicant submits the appropriate permit extension fee and documentation to the Zoning Administrator. A copy of the Land Use Permit placard should be submitted to the local Building Inspector for the town upon application for the building permit. The orange placard must be posted on the job-site and visible from public view. CROIX COUNTY, WISCONSIN lnUn/!), p ro4n www.blyd.org %r rip Steve and Lynn Engelhart May 10, 2018 773 132nd Avenue Hudson, WI 54016 On Wednesday, May 9, 2018, Steve and Lynn Engelhart, riparian owners on Bass Lake, appeared before the Bass Lake Rehabilitation Board of Commissioners at a regularly scheduled meeting. Also in attendance was Fritz Westphal a representative of Creative Homes, a potential builder of their new home. Steve and Lynn Engelhart presented to the BLRD Board a drawing/rendition of the new construction/reconstruction of their existing home located at 773 132nd Avenue, Hudson, WI 54016. Included with this drawing was a graphical representation of stormwater rain gardens which will be included with the reconstruction of the home. The Board of Commissioners were delighted to see that the Engelharts came before the Board with this initial stormwater plan. During discussion the Board noted that the County has jurisdiction over stormwater plans and encouraged the Engelharts to go to the County to make sure the plans follow any State Standards for Stormwater Infiltration, such as private well setbacks, setbacks form buildings and septic tank and drainfields. The Board informed the Engelharts that there is currently an effort by the BLRD to create Best Management Practices(BMPS) for stormwater runoff around the lake and that there are funds available through a Lake Protection Grant which is in effect to offset some of the costs associated with the creation of stormwater BMPs. It was noted that the BMPs would have to conform to State Standards to be considered for reimbursement. The Board acknowledged that it would be supportive of the Engelharts home site as a BMP and eligible for funding. In addition, the Engelharts were given the name and contact information of Cheryl Clemens, of Harmony Environmental, as well as letting them know that Willow River Landscaping has been working on implementation of BMPs around the lake. The BLRD Board suggested that Cheryl is the expert and she can evaluate their property to see what may be the best stormwater runoff BMP for their specific site. It could be that another type of infiltration (such as rock infiltration areas) may be more suitable because of the proposed location of the rain gardens. Therefore, let it be known that the BLRD Board of Commissioners fully support the stormwater runoff management concept plan and would work with the Engelharts to achieve a Best Management Practice at their site. A Motion was made seconded and unanimously approved to direct the Chair of the BLRD Board of Commissioners, Thomas J. Spaniol, to write a letter in this regard. Sincerely, Thomas J.
