Please find below a motions from the July 16" meeting of the Warren Town Board.
Conditional Use Application, Rouleau Land Company, 891 Alexander Road allow the
usage of the hunting preserve to have paid hunts: Rouleau Land Company. an established
hunting preserve, is looking to market high-end whitetails and hunts to paying customers.
Magee asked details about his paid hunting plan. Mueller asked about their use of a single
fence vs. double fence and asked if they use bio security regulations similar to the dairy
industry. MOTION (WAALEN/MAGEE) RECOMMEND APPROVE CONDITIONAL USE APPLICATION.
ROULEAU LAND COMPANY, 891 ALEXANDER ROAD, ALLOW THE USAGE OF THE HUN TING
PRESERVE TO HAVE PAID HUNTS, MOTION CARRIED.
Authorize County Community Development to place Bike Route Signs on 15.35 miles at
county expense: The County is completing their Bike Route project and need town approval to
post signage. MOTION (MA(3EE/HOYER) AUTHORiZE ST, CROIX COUNTY TO PLACE BIKE ROUTE
SIGNS ON 15.35 MILES AT COUNTY EXPENSE, MOTION CARRIED.

Currently, the hunting preserve has been used personally to breed and hunt whitetail
deer. Going forward. I would like to market high-end whitetails and the hunts to paying custemers. I would expect
to have 10 to 15 deer sold as paid hunts annually. Also. there will be an agriculture outbuilding constructed in the fall
of 2018 In the summer of 2019, there will be an addition added to the existing horne on the property.

For the past several years, there has been a breeding facility and hunting preserve on the property We are only
expecting 10 to 15 more people to travel to this site annually- So, there will be very little impact on surrounding
properties. 1 he, vehicle traffic increases would only be by the occasional Hunts. Local businesses would benefit
from the expected tourism with outreach to restuaranle, shopping, and site-seeing.

The land falls within the farmland preservation map as recorded in the Warren Farmland Preservation Plan- The
property is already a properly licensed deerfarm with a hunting certificate and has met all stale requirements for
such activity for 2017 and 2018. The immediately adjacent landowners either commercially farm their land or actively
manage the property as private hunting land. supported by landowner map.

The property falls within the farmland preservation map for Warren. This family operated farm is consistent with
maintaining alternative small scale farming in the local community: similar in S17P, to several neighboring properties
ie. McKenny and Beer properties.

The only impact on the public health and safety would be at the, pedestrien and traffic patterns on the property
entries at stale Highway 12 and Alexander Road. Traffic in, will be limited to the occasional use of the property
by guests. All brush and trees will be trimmed before they become obstructions of visibility.

The occasional planting and soil trillage could create dust if done during a dry period. This will be avoided
by timing our planting appropriately with proper conditions- We should have no smoke or odor factors associatied
with any of our activities.
Additional comments:
There will be a properly manager on site. that does a variety of oversight Daily that person does a herd inspection
that includes feeding and health inspection. The property has three permits from the state of Wisconsin including a
Livestock Premise permit. Deer Keepers permit and a DNR Fence Certificate- Daily the property is accessed to stay
in compliance of those permits The state also requires that herd have a state certified veterinarian of record.
The property manager interfaces with that person to optimize the herd health, Ongoing daily oversight also includes
management activity of the forest and crop land to optimize the carrying capacity and maintain the opportunity to
market excess animals as high fence hunts. These market animals would be sold generating farm income.
Hunters are not requires to have any license or permits
The animals would be harvested by gun or bow and arrow. Deer would be field dressed and the meat properly
boned- Non-edible portions of the anirnal would be properly disposed of via DNR regulations. Meat and antlers
Would leave with the hunter.

Good to hear that things are progressing.
In regards to the deer processing area, it refers to the area that we will bring the deer after it has been shot. At that
time, we will cape the deer, or remove the skin around the head and shoulder area of the animal. 'Then, the hunter can
take that Part of the deer to the taxidermist.
T hen, the rest of the deer will be taken to another business for processing the meat. At this time, we have an agreeemnt

with Powers in New Richmond to handle all of the butchering and processing of the entire cat cris the deer.
The intent is to do no actual slaughtering or meat processing at our facility.

We are looking at doing a Conditional Use Permit for a limited Commercial recreation activity in the Rural Residential
District. That would be for the hunting and wernay be able to have the overnight lodging as a part of that permit.
I need to know the details on the deer processing area. Any butchering or processing may require a slaughterhouse
permit which would have to be 700 feet from the property lines.

I hope all is well.
I own a whitetail deer farm out on Hwy 12, east of Hudson.
I have been raising deer and hunting there myself.
I am generating more deer now than I can hunt myself.
I am a licensed Deer Preserve from the state of Wisconsin and comply with all of their regulations.
I would like to build another building on my property that can house my guests as well as a deer
handling space.
As a Preserve, I can charge for hunts. I would like to do that and have my guests stay in the new building.
The current property address is 891 Alexander Road in Warren Township.
I would like to discuss this with you sometime on the phone or in person, whichever you prefer.

use. I think it could be limited commercial activity subordinate to an AG use. Since it will be on the April or later BOA, I
