A+0" Interpretive Determination Report
Steve Hovde Property
Introduction
A Soil & Site Evaluation of this property was completed by Jaynes R. Thompson, tlep't. of Safety &
Professional Services Credential #30021 on April 23"a, 2018 . the purpose to determine the suitability of
the site to accommodate all Onsite Wastewater Treatment System (POVd TS) to serve a proposed residence
to be located on the property. The cxistigp. parcel being approxinaely 4.44 acres in Size.
I tic results of the evaluation indicated that soil suitability is uniform throughout the site, with suitable
depths of soil ranging front 9" - 18" (A+(P' to A ~ 10"). An onsile soils verification was not deemed
necessary by lid Taylor, DSPS Wastewater Specialist and Ryan Yarrington, St. Croix Co. Land Use
Specialist .
Project information:
'I he proposed around site is located in the northwest corner of the NL.` \L'./:, See28, T.28N. R.16W.,'I n.
of Eau Galle, St. Croix County. WI., h'ing approximately 260' south of the center line of 20"' Ave. and
'50' west of the center line of Co. Hwc. HR. the site has been fallow' agricultural land for several years.
Methods
Soil color, texture, consistence, and Redoximorphic features have been evaluated and recorded on the
attached Soil K Site Evaluation Report in accordance with Chapter SPS 385.60(2). Wisc. Administrative
Code. The initial field investigation of the site included evaluation of9 soil pits. One-foot contour
intervals were determined within and surrounding (lie proposed system location by collecting rod and
transit elevations at all soil pits and at 10' ,rid intervals throughout the proposed system area. Additional
elevations and horizontal measurements were taken as needed to identify landscape position and determine
separation distances from dominant landscape forms.
Local Geoloev
St. Croix County is underlain by Prairie du Chien limestone and St. Peter sandstone, which is overlain with
glacial till, firming the principal soil parent material. A search of Deparnnent of Natural Resources Well
Drilling Reports filed for wells constructed within the geographic region indicated clay soil to a depth of
180' overlying sand stone and Dolomitic limestone. Static ground water aquifer levels were found at 220'
below grade.
Geotnorpholoev
Parent Material: the U.S.G.S. Soil Survey Manual maps the site as Santiaeo silt loam. The parent material
of this site is consistent with the mapping unit, consisting of silty sediment over reddish brownish sandy
clay loam glacial till. Santiago soils are well drained and are located on gently sloping sites on ridges and
toot slopes of ground moraines or pitted glacial drift.
Landscape position: The tested area is positioned on the shoulder slope of a glacial ground moraine at a
nominal Mean Sea Level (MSL) elevation of 1252'. The moraine extends gradually upslope to the north to
a nominal elevation of 1261' MSL.. The proposed system contour lies approximately 12' in elevation
below' a unitorm, complex summit slope located 140' north of the site. The moraine extends downslope
from the tested area in a north - northwesterly direction approximately 1600' to a „„slope having a
nominal elevation of 1200' MSL.
Slope and Aspect: The contour within and adjacent to the proposed system area is linear convex, with a
slope shape that is convex alone the vertical contour and along tine linear horizontal contour. The ground
slope is consistent at 8..544 with a southw'cst aspect of 190°.
1
Local lhdrolom,
Sort ace Water Drainage: Surface water drainage is uniliirnn throughout the proposed system footprint and
the surrounding area within I W of the system area. Ilie simple linear convex slope throughout the tested
area disperses surface water flow away firm the proposed system area.
Subsurface 1k ater Drainage: l lie A and B horizums consist of moderately structured silt loam providing
food infiltration potential. When combined with the uniform 8.5% slope across the proposed system area,
th:s site should provide rood lateral subsurface water flow.
Soil Saturation: Sod pits were evaluated throughout this property on April 23, 2018. Soil pits were
evaluated to depths ranging, from 29" - 41" with redoximorphic concentrations observed from 9" - I8".
Saturated flows uric encountered in soil pits during tl:e evaluation at 16" 21"
Field Observations:
Soil Morphology: The soils within the proposed system area were found to be consistent with the Santiago
mapping unit as shown in the U.S.G.S. Soil Survcv of St.-Croix County, W~ isconsin. Moderately structured
silt loamy were observed ranging to a depth of 8" 'i with weakly structured sandy loams and sandy
clays below ranging from 22" - 42"
Rzdoximo hic Features: Redoximorphic features were not obscived within the A horizon of any of the
soil profiles. with all profiles displaying redoximorphic features at greater (hall or equal to A+0". No
evidence of prolonged saturation was observed within the upper 6" of the A horizons. Redoximorphic
concentrations were observed as Fe oxide concentrations within the lower portion of the B horizon and
throughout the C horizon. Redoximorphic depletions were observed within the lower portion of the B
horizon and throughout the C horizon.
II1s'dric Soils: The soils at this site do not meet the necessary criteria to be categorized as hydric soils.
Government Reports:
Ld Taylor, Wisconsin Depamncnt of Satety & Professional Services Waslcwater Specialist, was consulted
by phone on April 27". 2018, and conveyed a belief that an onsitc verification Netts not necessary. Rva
Yarrin qon, St. Croix Co. Land Use Specialist concurred on April 2"', 201 S.
Conclusions and Recommendations,
Conclusiorc No redoximorphic fcaures were observed within the A horizon of anv of the evaluated soil
profiles, and indicate that the highest level of saturation is found at _:rcater than 6' below surface elevation.
The lack of hydric soils indicate that the site is likely saturated for less than s",o of the growing season.
This, coupled with the lack of redoximorphic depletions in (tic upper horizons and the strong matrix colors
displayed throughout the soil profiles, indicate limited saturation within these soils. The redoximorphic
natures observed are likely a result of short-term seasonal saturation.
The moderately structured silt loam soils in the A horizon will accommodate the infiltration and dispersal
of applied wastewater from the POW-YS and will allow treated effluent to be assimilated into the subsurface
soils. The simple linear convex slope will accommodate uniforni dispersal of both naturally occurring
surface water and applied wastewater away fiont the site. Seasonally saturated conditions do not occur
within the upper 9" of the soil profile ;is evidenced by (he lack of redoximorphic leatnes. 'ITtc site has a
minimum of fi" of unsaturated in situ soil for treatment and dispersal of treated wastewater effluent and is
therefore suitable for a mound POWTS as allowed by SPS 383.440)(b)].
i
Recomutcndations~
1.1 1 fie mound dispersal cell should be constructed on the 1(1(1.25' contour in a convex linear
sLape as indicated on the Soil & Site Evaluation Report. The dispersal cell should be
designed and installed rising as much of the available contour length as possible -
approximately 120.0'.
2.} I hirty inches (30") of ASTM-C33 sand fill shall be placed beneath the upper edge of the
dispersal cell.
I-tic linear loading rite for application of septic tank effluent should he 6.0 gpol Ihtcar ft. or
less and the basal area application rate should not exceed OA O gp(l;s(I. It.
A.) 'fhe mound shall be constructed to divert surface water around and away from the mound. A
surface water diversion trench should he constructed at approximately 10' wide extending
between 10' - 20' upslope of the mound site. Additional till should also be added directly
upslope of the upper toe of the mound and tapered into the diversion trench and graded to
direct surface water around and away from the mound area.
i.) The mound shall he constructed in accordance with Dept. of Commerce regulations and
recommendations including the removal of all vegetation from the site prior to site
preparation.
GJ I hz site should be
chisel plowed to a minimum depth of 16".
Final authority fur approval of a POWTS mound on this site lies with the appropriate regulatory authorities,
the Wisconsin Dept of Safety & Professional Services and the St. Croix County Zoning Dcp't. Phis report
and its observations, recommendations and conclusions are the professional opinion of James K.
