Conununily De elopmen-, staff have revie.ved the app ication to resurface the existing uadway arui
pwking lot, referred to as Cove Court, on the property described above in the town of Troy. The
requesl has been condilionally approved haled on the following findings:
• -lie properly is owned by the Winford Lands Home Association; the private road/parking lot was
constructed and paved prior to 1976.
• According to FEMA Firm Panel Map Number 55109C0319L a portion of this property is mapped
/one AE. The Regional I loud Elevation (RI L) for the Lower St. Croix River is 692.0'.
• The structure will be resurfaced over the existing asphalt with an approximate 2-4" overlay and will
reuse the existing base course to maintain the roadway.
• Structures accessory to permanent open space users are allowed by a land use permit in the I loodway
District pursuant to §17.40 F.3.b. and most be limited to parking and/or limited storage.
• On June 5, 2018. Community Development Department staff met with members of the Winford Lands
Home Association at the parking lot area and verified pavement was under the gravel/rock/sand
debris that has filled in between the existing parking barriers and the existing crumbled asphalt
boundary in some areas,
• On August 29, 2018 a revised drawing of the proposal was submitted to Community Development
Department staff.
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. A Pre-construction inspection is required and shall be scheduled with Community Development by
the Applicant to go over the project timeline. At lime of inspection, property lines shall be flagged
by a surveyor.

approximately 2` depth, flush with the parking lot.
4. There will be no land disturbance activity, tilling and grading or vegetation removal for this project.
5. Within 30 days of project compelition, the applicants shall have the parking lot surveyed by a
Wisconsin registered land surveyor to confirm the overlay of pavement has not exceeded the 2-4"
over overlay allowed by this permit,
6. A Post-construction inspection is required and shall be scheduled with Community Development by
the Applicant within 30 days of project completion.
7. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and
approval(s).
8. Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Adrninistralor according to Chapter 11.30 (13).
This approval is subject to the conditions listed above, it does not allow for any additional
constim lion, structures, or buildings beyond the lirnits of this request. Your information will remain
on file at the St. Croix County Community Development Department suite. It is your responsibility
to ensure compliance with any other local, state, or federal permitting or regulalions, including
contacting the Town of Troy to inquire if additional permissions are required
I his permit is valid for one year, with the possibility of up to two (2) six-month extensions if the
applicant submits the appropriate permit extension fee and documentation to the Toning
Administrator. A copy of the l and Use Permit placard should be submitted to the local Building
Inspector' for the town upon application for the budding pearl. the orange placard must be posted
on thejob site and visible from public view.
