AND THE LABOR ASSOCIATION of WISCONSIN (LAW) FOR 2009 - 2010

St. Croix County, Wisconsin
WHEREAS, St. Croix County representatives have negotiated a labor agreement with the
Labor Association of Wisconsin Union for the years 2009 through 2010; and
WHEREAS, all the terms of the labor agreement in effect for 2007 through 2008 become
the terms of the agreement for 2009 through 2010, except as modified by the attachment to this
resolution; and
WHEREAS, the Finance Committee recommends approval of the agreement.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the labor
agreement for January 1, 2009 through December 31, 2010 between St. Croix County and the
Labor Association of Wisconsin Union is approved.

2. ARTICLE 10- PERSONAL TIME OFF, Section 10.07 Eliminate option to cash out
LTSB or convert to escrow account for health insurance and instead implement a
Retirement Health Savings Plan for employees to have their long term sick bank deposited
into upon retirement. Same terms as AFSCME.
3. ARTICLE 10- PERSONAL TIME OFF, Section 10.08 Restrictions
Eliminate sentence PTO hours cannot be "borrowed" or "given away" and replace with
information regarding PTO Donation Policy.
4. ARTICLE 11- MEDICAL INSURANCE, Section 14.03, HRA Plan will be offered
to LAW employees with same parameters as AFSCME group.
5. LANGUAGE CLEANUP:
Replace any reference to Personnel Department with Human Resources Department.
Replace any reference to Personnel Director with Human Resources Administrator.
6. EXHIBIT B -Re: Filling of the Position of Primary Services Deputy
a. Qualifications Necessary to Apply: Eliminate the one year of law enforcement
experience. All hires, new hire or transfer hire, shall complete one year
probationary period. Under Phase 3 Union credit: eliminate on or before
December 31, 2002.
b. The Selection Process: For all positions change each phase to count equal

Phase 3 Departmental Evaluation (not applicable to Deputy posn)
8. EXHIBIT C- Letter of Understanding Filling of Investigator Position
a. If no qualified candidate posts from the union, then open for applicants from
outside the department. Outside candidates must meet contract specified union
qualifications to apply (4 years law enforcement experience)
9. SIDELETTER Cleanup:
a. Add Sargeant Sideletter to contract
c. Continue Sideletters A, B, C, D, F (change receipts to Dec), G, and H but change
date to 12/31/09
d. Discontinue E, retitle others as appropriate
