THE VACANCY IN THE OFFICE OF COUNTY TREASURER

WHEREAS, County Treasurer Cheryl Slind has announced her resignation effective May
29, 2009, thus creating a vacancy in the office of County Treasurer; and
WHEREAS, the Finance Committee is the parent committee to the County Treasurer's
Office and works closely with the County Treasurer; and
WHEREAS, Wis. Stats. § 17.21(3) states that a vacancy in the county treasurer's position
shall be filled by an appointment of the county board for the residue of the unexpired term unless
a special election is ordered by the county board, in which case the person appointed shall serve
until his or her successor is elected and qualified; and
WHEREAS, the term of the County Treasurer ends January 6, 2013; and
WHEREAS, the Finance Committee recommends the vacancy in the office of County
Treasurer be filled by appointment for the residue of the unexpired term; and
WHEREAS, the Finance Committee recommends the following process to fill the
vacancy:
1. Publish in all county newspapers a notice of vacancy in the office of the County
Treasurer and an invitation to persons interested in filling the vacancy to submit to the
Human Resources Department a letter of interest which includes their qualifications
and resume.
2. Establish a review panel to analyze the submissions of interested persons and choose
persons to be interviewed; the review panel to consist of Human Resources
Department staff, 1 member of the Finance Committee chosen by the Finance
Committee, and a member of the County Board to be determined by the County
Board.
3. Establish an interview panel to interview the persons chosen by the review panel and
recommend a person to the County Board to serve as County Treasurer for the residue
of the unexpired term; the interview panel to consist of Human Resources staff, the
Administrative Coordinator, the Finance Director, 2 Finance Committee members
chosen by the Finance Committee and a member of the County Board to be
determined by the County Board.

THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the
vacancy in the office of County Treasurer be filled by appointment for the residue of the
unexpired term ending on January 6, 2013.
FURTHER, be it resolved that a notice be published in all county newspapers of the
vacancy and inviting all persons interested in filling the vacancy to submit a letter of interest that
includes their qualifications and their resume by (insert date)May 5, 2009.
FURTHER, be it resolved that a review panel and an interview panel be established and
perform the functions as set forth above and make a fmal recommendation to the County Board
at its May, 2009 meeting.
FURTHER, be it resolved that the members of the panels determined by the County
Board shall be (or shall be appointed by the County Board Chair?).
