THE WATER QUALITY OF THE WILLOW RIVER LOCATED IN THE TOWN OF
CYLON

WHEREAS, the Willow River is an important resource used by the public for recreation and
enjoyment of natural beauty; and
WHEREAS, grants are available through the Wisconsin Department of Natural Resources to
fund studies and programs for stream protection; and
WHEREAS, the Land and Water Conservation Committee endorses a project to construct an
animal waste storage structure to address certain environmental concerns relating to the Willow River,
including sedimentation, nutrient loading and fish habitat degradation; and
WHEREAS, the Land and Water Conservation Committee recommends that the Land and Water
Conservation Department apply for a Targeted Runoff Management Grant to fund the project; and
WHEREAS, the Land and Water Conservation Department is qualified to carry out the
responsibilities of the animal waste storage structure project; and
WHEREAS, Goodrich Farms will sign a cost -share agreement with the Land and Water
Conservation Department to receive the grant, an amount equal to 70% of the cost of an animal waste
storage structure; a maximum amount of $126,000.00; and
WHEREAS, the federal Natural Resources Conservation Service and/or Goodrich Farms will
provide a 30% contribution toward the cost of the animal waste storage structure.
THEREFORE, BE IT RESOVED that the St. Croix County Board of Supervisors approves
submitting a grant application to the Wisconsin Department of Natural Resources under the Targeted
Runoff Management Grant program for $126,000 for the animal waste storage structure project; and
BE IT FURTHER RESOLVED that the Director of the Land and Water Conservation
Department, acting under the direction of the Land and Water Conservation Committee, is authorized to
submit the application and sign all necessary documents; and
BE IT FURTHER RESOLVED that the federal Natural Resources Conservation Service and/or
Goodrich Farms provide a 30% contribution toward the animal waste storage structure.
BE IT FURTHER RESOLVED that the Land and Water Conservation Department comply
with state and federal program rules and meet the obligations of the animal waste storage structure project
grant.
BE IT FURTHER RESOLVED that no County funds be expended in regard to this project.
