THE WATER QUALITY OF LAKE ST. CROIX LOCATED IN THE TOWN OF TROY
RESOLUTION NO. (5 (,),(k )
St. Croix County, Wisconsin
WHEREAS, Lake St. Croix is an important resource used by the public for recreation and
enjoyment of natural beauty; and
WHEREAS, grants are available through the Wisconsin Department of Natural Resources to
fund studies and programs for stream protection; and
WHEREAS, the Land and Water Conservation Committee endorses a project for ravine
stabilization that addresses certain environmental concerns on Lake St. Croix, including sedimentation,
nutrient loading and fish habitat degradation; and
WHEREAS, the Land and Water Conservation Committee recommends that the Land and
Water Conservation Department apply for a Targeted Runoff Management Grant to fund the project; and
WHEREAS, the Land and Water Conservation Department is qualified to carry out the
responsibilities of the ravine stabilization project; and
WHEREAS, the YMCA of Greater St. Paul will sign a cost -share agreement with the Land and
Water Conservation Department to receive the grant, an amount equal to 70% of the total cost of a grade
stabilization and erosion control structure; a maximum amount of $52,500.00; and
WHEREAS, the federal Natural Resources Conservation Service and/or the YMCA of Greater
Saint Paul will provide a 30% contribution toward the ravine stabilization project.
THEREFORE, BE IT RESOVED that the St. Croix County Board of Supervisors authorizes a
grant application to be submitted to the Wisconsin Department of Natural Resources under the Targeted
Runoff Management Grant program for $52,500 for the ravine stabilization project; and
BE IT FURTHER RESOLVED that the Director of the Land and Water Conservation
Department, acting under the direction of the Land and Water Conservation Committee, is authorized to
submit the application and to sign necessary documents; and
BE IT FURTHER RESOLVED that the federal Natural Resources Conservation Service and/or
the YMCA of Greater Saint Paul shall provide a 30% contributions toward the ravine stabilization project.
BE IT FURTHER RESOLVED that the Land and Water Conservation Department will comply
with all state and federal program rules and meet the obligations of the ravine stabilization project grant;
and
BE IT FURTHER RESOLVED that no County funds be expended in regard to this project.
