MUNICIPALITIES WITH ASSISTANCE PROVIDED BY THE WEST CENTRAL
WISCONSIN REGIONAL PLANNING COMMISSION ON THE PLANNING PROCESS
FOR FUTURE MULTI -MODAL IMPROVEMENTS TO CURRENT TRANSPORATION
CORRIDORS; AUTHORIZING THE ADMINISTRATIVE COORDINATOR TO SIGN
AN INTERGOVERNMENTAL COOPERATIVE AGREEMENT TO FORMALIZE
SUCH COLLABORATION

St. Croix County, Wisconsin
WHEREAS, Wis. Stat. § 59.58(2)(j)1. authorizes any county to enter into an
intergovernmental cooperative agreement under Wis. Stat. § 66.0301 to establish a joint
municipal transit commission in cooperation with other municipalities or counties; and
WHEREAS, there are a number of transportation corridors running through West Central
Wisconsin; and
WHEREAS, one of those corridors, the Interstate 94 (I -94) corridor, is defined as a
freeway and is largely considered the main transportation corridor through West Central
Wisconsin; and
WHEREAS, the I -94 corridor has significant transportation, safety, and land use impacts;
and
WHEREAS, there are opportunities for a variety of multi -modal transportation
improvements in transportation corridors within the West Central Wisconsin region, particularly
the I -94 corridor, including, but not limited to, rail transit, bus rapid transit, multi -use trails, and
Intelligent Transportation Systems (ITS); and
WHEREAS, the West Central Wisconsin Regional Planning Commission can assist in
the planning process for a joint municipal transit commission; and
WHEREAS, the joint collaborative planning team could work on all transportation
corridors within West Central Wisconsin and specifically collaborate with the Wisconsin
Department of Transportation (WisDOT) and the Minnesota Department of Transportation
(Mn/DOT) and the Twin Cities area Metropolitan Council for the planning and development of
rail transit, bus rapid transit, multi -use trails, and/or Intelligent Transportation Systems (ITS) and
the I- 94 Corridor; and
WHEREAS, such collaboration could include Barron, Chippewa, Dunn, Eau Claire and
St. Croix Counties, as well as the cities of Chippewa Falls, Eau Claire and Menomonie.

NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors
that it hereby authorizes collaboration with area counties and municipalities in conjunction with
assistance provided by the West Central Wisconsin Regional Planning Commission on the
planning process to establish a joint collaborative planning team.
BE IT FURTHER RESOLVED that the Administrative Coordinator is authorized to sign
intergovernmental cooperative agreements to formalize such collaboration.
