RESOLUTION AUTHORIZING APPLICATION FOR GRANT FUNDS
TO RENOVATE AND REDEVELOP ST. CROIX COUNTY PARK FACILITIES

St. Croix County, Wisconsin
WHEREAS, public parks promote the public health, comfort, convenience and welfare; and
WHEREAS, St. Croix County continues to provide outdoor recreational opportunities to promote the
well-being of individnais and families, improve the attractiveness of the county and contribute to the social and
economic health of the county and its communities; and
WHEREAS, the county parks system, consisting of Glen Hills Park, Pine Lake Park, Troy Beach,
Homestead Parklands at Perch Lake, the Bass Lake Boat Landing, Apple River property, Wildwood Trail and
the Kinnickinnic and Stanton Forests, are important resources used by the public for recreation and enjoyment of
natural beauty; and
WHEREAS, St. Croix County has operated a county parks system for over 30 years to provide
recreational opportunities for county residents; and
WHEREAS, the St. Croix County Outdoor Recreation Plan identifies the need to renovate and
improve the county parks; and
WHEREAS, financial aid is needed to renovate and redevelop the facilities throughout the county park
system; and
WHEREAS, St. Croix County desires to apply to the Wisconsin Department of Natural Resources for
50 percent matching grants under the Land and Water Conservation Fund, the Local and Urban Park Aids and
the Stewardship program; and
WHEREAS, St. Croix County would be required to budget $50,000, projected in the Parks Department
Capital Outlay plan for 2009, as the local share, for a total grant application of $100,000, with the project being
completed in 2009 and 2010.
THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors hereby
authorizes application for funds and assistance available from the Wisconsin Department of Natural Resources
under the Land and Water Conservation Fund, the Local and Urban Park Aids and the Stewardship program; and
BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors hereby authorizes
the County Director of Land, Water and Parks, acting under the direction of the Land and Water Conservation
Committee, to submit an application to the State of Wisconsin for financial aid for county park system facility
renovation and redevelopment purposes and to sign documents.
BE IT FURTHER RESOLVED that St. Croix County will comply with state and federal rules for the
programs; may perform force account work; will meet the financial obligations under the grant; will maintain the
completed project in an attractive, inviting and safe manner, will keep the facilities open to the general public
during reasonable hours consistent with the type of facility; and will obtain written approval from the Wisconsin
Department of Natural Resources before any change is made in the use of the project site.
