CROIX COUNTY AND THE AFSCME GGSS UNION FOR 2008 - 2010 Resolution No. /, Ca cY ) St. Croix County, Wisconsin WHEREAS, St. Croix County representatives have negotiated a labor agreement with the AFSCME General Government Support Services (GGSS) Union for the years 2008 through 2010; and WHEREAS, all the terms of the labor agreement in effect for 2006 through 2007 become the terms of the agreement for 2008 through 2010, except as modified by the attachment to this resolution; and WHEREAS, the Finance Committee recommends approval of the agreement. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the labor agreement for January 1, 2008 through December 31, 2010 between St. Croix County and the AFSCME GGSS Union is approved. Health Insurance An optional plan will be developed for 2009. If agreement on the optional insurance plan is in place by July 1, 2008 then the following additional wage increase will be given to employees: 7/1/08 1% 7/1/09 1% 7/1/10 1% The plan will be optional in 2009 but all employees must move to this plan by open enrollment in 2010 for coverage in 2011. Tentative Agreements Between St. Croix County and General Government Support Services of St. Croix County Local 576B, Wisconsin Council 40 AFSCME, AFL -CIO 1. Contract Term January 2008 — December 2010 2. ARTICLE 13 PERSONAL TIME OFF (PTO) Section 13.02 Multiplier. Modify multiplier to be the same as the other AFSCME Locals. Adding the Years of Service step 5 — 9 with multiplier .1077 Years of Service step 10 — 14 step will then be .1173 3. Section 13.08 Restrictions Add See Section 13.11 PTO GIFTING POLICY 4. Add: Section 13.11 PTO GIFTING POLICY (Language from intranet) 5. ARTICLE 5 — PROBATION, Section 5.01 - Revise last paragraph as follows (for clarification purposes): Probationary employees may not post for position changes pursuant to Article 8 of the Agreement; however they may apply, without rights, through the general recruitment process_ 6. Day off rotation can only be changed if the shift start time is changed or there is a shift available due to it being vacated by someone more senior, through attrition or with expansion. 8. ARTICLE 13 — PERSONAL TIME OFF (PTO), Section 13.08- Restrictions- Revise last sentence of last paragraphs, as follows: Review the applicable Union Appendix er departmental rules to determine specific restrictions. GGSS Tentative Agreements Page 1 9. LANGUAGE CLEAN -UP: Replace any reference to Personnel Department with Human Resources Department. Replace any reference to Personnel Director with Human Resources Administrator. 10. Section 6.05 Telecommunicator Coverage for 24 - Hour Operations. Compensation Time Accumulation and Use: Comp. Time accumulation is not to exceed few forty -eight (48) hours. Any overtime worked in excess of this is paid in cash. Comp. time banks are paid out in cash annually. May be used in eight-four (4) hour blocks, with twenty -four (24) hour advance approval of Director. Use of additional comp. time per month is allowed, schedule permitting, in the event the staff member was required to extend a shift as outlined in step 3 of the Sick Leave Shift Coverage procedures contained herein. 11. Section 6.06 SHIFT DIFFERENTIALS: Custodian Building Services Shift Differential Additional $ .30 per hour for all hours worked between 1800 -0600 12. Clarify under Article 12 Holidays that full -time employees on regular 4x10 schedule receive 8 hour holiday pay. 13. ARTICLE 14 HEALTH INSURANCE, Section 14.03, An alternative health plan option for 2009 coverage will be developed and included. 14.
