CROIX COUNTY AND THE AFSCME HEALTH CENTER UNION FOR 2008 - 2010 Resolution No. /SC 2 60 St. Croix County, Wisconsin WHEREAS, St. Croix County representatives have negotiated a labor agreement with the AFSCME Health Center Union for the years 2008 through 2010; and WHEREAS, all the terms of the labor agreement in effect for 2006 through 2007 become the terms of the agreement for 2008 through 2010, except as modified by the attachment to this resolution; and WHEREAS, the Finance Committee recommends approval of the agreement. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the labor agreement for January 1, 2008 through December 31, 2010 between St. Croix County and the AFSCME Health Center Union is approved. Health Insurance An optional plan will be developed for 2009. If agreement on the optional insurance plan is in place by July 1, 2008 then the following additional wage increase will be given to employees: 7/1/08 1% 7/1/09 1% 7/1/10 1% The plan will be optional in 2009 but all employees must move to this plan by open enrollment in 2010 for coverage in 2011. Tentative Agreements St. Croix County For a 2008 -2010 Health Center Agreement Proposed additions are indicated by underlining; Proposed deletions are indicated by strikeout. 1. ARTICLE 5— PROBATION, Section 5.01- Revise last paragraph as follows (for clarification purposes): Probationary employees may not post for position changes pursuant to Article 8 of this Agreement; however they may apply, without rights, through the general recruitment process. 2. ARTICLE 13— PERSONAL TIME OFF (PTO), Add new Section 13.11 as follows: Probationary period. An employee who does not successfully complete his /her probationary period is not eligible for apay -out of PTO upon termination 3. ARTICLE 14— HEALTH INSURANCE, Section 14.03, An alternative health plan option for 2009 coverage will be developed and included. 4. ARTICLE 24— DIRECT DEPOSIT - -Add the following: All employees will be paid by direct deposit effective 7/1/08. 5. LANGUAGE CLEANUP: Replace any reference to Personnel Department with Human Resources Department. Replace any reference to Personnel Director with Human Resources Administrator. 6. APPENDIX SECTION 7: Nursing Home Sale: In the event that the County sells the Nursing Home, the nursing home employees shall receive a pay -out of one - half (1/2) of their unused Personal Sick Leave Bank to a maximum of forty-five (45) days at the time the sale is consummated. The parties agree to bargain such issues that may arise in addition to the above referencesi'payout.
