RESOLUTION AMENDING ST. CROIX COUNTY BOARD OF SUPERVISORS RULES
AND BYLAWS REGARDING BOARD CHAIR COMPENSATION

WHEREAS, on April 17, 1990 the St. Croix County Board of Supervisors adopted a
motion to compensate the Chair of the Board of Supervisors in addition to receiving the regular
per diem in the amount of $200 per month; and
WHEREAS, this motion should have been made a provision of the Rules and Bylaws but
was not; and
WHEREAS, it is appropriate to now place such a provision in the Rules and Bylaws.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that Article
III of its Rules and Bylaws be amended as shown on the attachment.

ARTICLE III
OFFICERS AND DUTIES
Section A. Officers. The officers of the Board of Supervisors shall be a Chair and a Vice - Chair, who
shall be elected by the Board of Supervisors at the first meeting of the Board following the general spring
election. At the close of nominations each nominee for Chair shall address the Board of Supervisors by
responding to the following questions:
1. As County Board Chair, what will be your major objectives and priorities?
2. If you are elected, are there things you will try to change or do differently as County
Board Chair?
3. How would you describe the style you will use in working with your fellow supervisors,
County committees and County staff?
If no nominee receives a majority on the first ballot the second ballot will include the three
nominees receiving the most votes. If no nominee receives a majority on the second ballot, the
third ballot will include the two nominees with the most votes. Voting will be by secret ballot.
Section B. County Clerk. The County Clerk shall keep minutes of the meetings of the Board of
Supervisors.
Section C. Tenn. The term of office for the Chair and Vice -Chair shall be 2 years or until a
successor is elected.
Section D. Officers and Duties. Compensation, in addition to the regular per diem, the Chair shall
receive compensation of 5200 per month for carrying out the duties of the office.
Section IMF. Powers and Duties. The officers shall exercise the powers and perform the duties
described in these Rules and By -laws, those assigned by the Board, those prescribed by the parliamentary
authority adopted herein and those which normally pertain to the office.
1. The Chair shall:
a. Open each meeting of the Board at the time and place publicly noticed and call
the supervisors to order;
b. Receive and submit for Board consideration, all matters properly presented by a
standing committee;
c. Vote on the call of yes and no votes. His/her vote shall be recorded with those of
the other supervisors.
d. Put to vote all questions properly moved and announce the results;
e. Maintain rules of order while supervisors are engaged in debate;
f. Lead the Board on all occasions in the observance of order and decorum;
g. Rule on any point of order or practice when necessary or when asked.
h. Represent and stand for the Board over which he /she presides, obeying its com-
mands and declaring its will.
i. Appoint members to non elected committees, subcommittees, organizations and
agencies in consultation with the Vice Chair. The experience of a supervisor
shall be taken into consideration when making these appointments.
2. The Vice -Chair shall:
a. Act as Chair during the absence or disability of the Chair.
b. When the Chair wishes to temporarily vacate the chair during a Board meeting,
act as Chair during the absence when designated by the Chair.
3. In the absence of the Chair and Vice - Chair, the Board shall elect a Chair - pro -tem to
conduct the Board meeting.
4. Work with Chair on committee appointments.
