ON THE ARTIFICIAL FEEDING OF DEER

WHEREAS, scientific testing has shown that artificially bringing deer into close
proximity with each other can cause a direct transmission of diseases. Scientific evidence
shows that chronic wasting disease (CWD) can be transmitted from deer to deer by
transmission in saliva and that tuberculosis and related diseases can cross species lines
and be transmitted from deerto cattle and even to humans; and
WHEREAS, attracting deer from distances using the practice of artificial feeding or
baiting near roads increases vehicular /deer accidents. Car /deer collisions cause $70
million in personal property damage in Wisconsin and hundreds of injuries each year. A
2002 -03 study in St Croix County found that more than half of the vehicular accidents in
the County involved deer; and
WHEREAS, deer hunting alone brings over $1 billion per year into Wisconsin's
economy and the potential spread of disease threatens the long term health of our deer
herd and our hunting heritage; and
WHEREAS, during the spring, 2008 Conservation Congress hearings, the majority of
voters that attended the hearing in St. Croix County voted by almost a 2 -1 margin (43 -25)
to support a ban on the artificial feeding and baiting of deer; this ban was also supported
by a statewide vote; and
WHEREAS, the St. Croix County Sportsman's Alliance, representing the constituency of
the other sporting groups throughout the County, unanimously supports a ban on the
artificial feeding of deer in St. Croix County and throughout Wisconsin.
THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
supports a ban on the artificial feeding of deer in St Croix County and throughout
Wisconsin and appeals to the State Legislature to enact legislation that would ban the
artificial feeding of deer.
FURTHER, BE IT RESOLVED that a copy of this resolution to be sent to the State
Legislature representing the County, the Secretary of the Wisconsin Department of
Agriculture, Trade and Consumer Protection, the Secretary of the Wisconsin Department
of Natural Resources, and to Governor Jim Doyle.
