St. Croix County, Wisconsin
(Note: This resolution was tabled at the July 15, 2008 County Board meeting for
the purpose of clarifying some of its language. Changes to the original resolution
are underlined and were not reviewed by the Administration Committee.)
WHEREAS, in 2005 the St. Croix County Board of Supervisors created the ad hoc Meth
Advisory Committee to address the problem of methamphetamine use in the County; and
WHEREAS, the Committee was to sunset in 2007 but continued to meet after that and
continues to meet presently; and
WHEREAS, the Committee over the last several months has expanded its scope to
include other substance abuse issues, such as teenage drinking; and
WHEREAS, there is a continuing need for the Board to address substance abuse and
establish a permanent standing committee to take the lead in this regard.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors creates the
Substance Abuse Committee.
FURTHER, be it resolved that the Substance Abuse Committee is designated as a non-
elected standing committee.
FURTHER, be it resolved that the membership of the committee shall be comprised as
follows:
3 supervisors plus non - voting ex officio members as follows:
Health and Human Services (HHS) Director
Sheriff
District Attorney and 1 other representative from the District Attorney's Office
Drug Court Coordinator
Family Living Agent from University of Wisconsin — Extension Service (UWEX)
Representative from the county jail alcohol and other drug abuse counseling service
Representative from Behavioral Health Division of HHS
Representative from Public Health Division of HHS
Representative from the Public Defender's Office
Representative from the religious (spiritual) discipline
Representative from the Youth Services Bureau
Representative from Moms and Dads Against Meth (MADAM)
Representative from a local law enforcement agency
FURTHER, be it resolved that the 3 supervisor members of the Substance Abuse Committee be
appointed by the Board Chair in consultation with the Vice Chair, and the other members not specifically
identified by position be approved by the supervisor members.
FURTHER, be it resolved that only the supervisor members are entitled to a per diem for
attending committee meetings.
FURTHER, be it resolved that the Substance Abuse Committee be placed in the County Board
Rules and Bylaws as Article IV, Section A.3.P
FURTHER, be it resolved that the Substance Abuse Committee write a description of its
purpose for inclusion in the County Board Rules and Bylaws and present it to the Board as soon
as possible for approval.
