Dear Jim & Linda Walsh,
Community Development staff have reviewed the application to construct a new single fami y
•esidence to replace the exiting residence on the property in the Lower St. Croix Rive way Overlay
District. The request nas been conditionally approved based on the application submission and the
following findings. Please see the enclosed site plan. to reference the genera erosion control and
grading notes.
• On July 6, 2018. the applicants received Conditional Use Permit approval to fill and grade within 40
fee, of the cope preservation zone and to fill and grade 10,000 square feet or more outside of the
slope preservation zone. At that time o` application. site plans were provided. however a I and Use
Permit is still required to construct the residence and subject to the performance standards.

Natural Resources Technical Standards. Best Management Practices will be incorporated.

until construction of the new single-family residence is complete.
• Limited vegetation removal is required and approved as a part of this permit Vegetation located
within the slope preservation zone, bluff line setback or 01IWM setback wil not be removed.
• I he new single-family residence will be earth tone in color.
• The new residence will require a County Reconnection Permit to connect to the existing Private
Onsite Wastewater Treatment Svste,n (POWTS;.
Based on these findings, approval of the Land Use Permit is subject to the following conditions:

3. A pre-construction inspection is equireg to discuss the constru(tior timeline and to verify the areas
above and have been flagged and trial erosion and sediment control are installed. It is the applicants
responsibility to schedule this appointment, please call me at (715) 386-4680 to schedule this
inspection.
4. An affidavit shall be requires describing the approved stroriwater managernent, erosion and
sediment control and maintenance requirements within 30 days after construction s completed
pursuant to Chapter 17.36 H 7.g.
5. There shall be no grading within 40-feet of the biuffline, othe,wise all construction activitics would
need to cease and an after-the-fact Conditional Jse Permit would need to be secured.
6. All temporary erosion control measures shall be left in place and maintained un:i the site has reached
a point of at least 7C)% permanent vegetation. -ermanent vegetation steal. be established once final
grade is reached or as soon as applicable per plan.
7. W'i;hin 93-days of project cornplebon, the existing home shall be We'. frcrn the Site.
8. A post-construction inspection is required to close out the permit. It is the applicant's resoonsibility
to schedule th`s appointment, please comae' me a: (715) 386-4680 to schedule.
It is the applicants respons,bllity to secure any other required local, state or fede,a' perm t;s) and
aoprovai(s; prior to Itrrid dislwbance activity, includin,^ permission frorn the down of Troy regarding
temporary occupancy of the existing structure, if applicable.
10. Failure to comply with the terms or conditions move may rCUlt in the revoc.a'ion. of [-its permit by
the Zoning Adrninislrator according to Chapter 1'.36
Thus approval is subject to the conditions listed above, It does not allow for any additional
construction, structures, or buildings beyond the iirniis of t'tis request. Your information will remain
on file at the St. Cro:x County Community Development Department suite. It is your responsibility
to e,.sure compliance with any other local, state, or federal pe,mitting or egulations, including
contacting the 0Wn of Troy to inqui,e if additional permissions are teouired.
This permit is valid for one year, with the possibility of up to two (2) six-month extensions if vie
applicant submits trn appropriate permit extension fee and documentation to the Zoning
Administrator. A copy of the Land Use Permit placard should be submitted to the local Building
Inspector to, the town upon application for the building permit, Tate orange placard must be posted
on thejob-site and visiole from public view.
