Dear Tim Riemenschneider,
Community Development staff have reviewed the application for a lateral and vertical addition to
a Principle Structure (single-family residence) in the Shoreland Overlay District pursuant to
Chapter 17.30. The request has been conditionally approved based on the application submission
and the following findings of fact.
• The application was submitted on October 29, 2018 and includes one lateral expansion (11' x 26'
addition) and one vertical expansion (14'6" x 17' 3 season porch) to the structure.
• The existing house conforms to the required 75' structural setback to the Ordinary High Water
Mark (OHWM) and both expansions will conform.
• On November 5, 2018, staff met the contractor onsite and discussed the revision to the plan,
which will involve removing an existing retaining wall in order to tie into the existing grade and a
swale on the east side of the structure as shown on the attached site map.
• The expansion will not add a bedroom, so the Private Onsite Wastewater Treatment System
(POWTS) will not need to be evaluated.
• The Impervious Surface (IS) calculation was completed and resulted in 21% IS for existing and
new (286 sq.ft.); therefore, IS standards apply and compliance with Chapter 17.30 M. is required
(2-points required).
• Requirements for mitigation is propositional in scope to the development; therefore two points is
required pursuant to Chapter 17.30 11.1.b.2)b).
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. Erosion control measures (sediment log, silt fence or equivalent) shall be installed downslope of
all land disturbance activity, including the area in between the structure and Bass Lake and inside
the proposed swale on the east side of the home.
2. Mitigation option: maintain a secondary Shoreland buffer on 65% of the parcel area 35 feet inland
to 75 feet; 2-points awarded for 700 square feet of vegetation. The property owner shall record
an affidavit as an enforceable obligation and to notify future property owners of the secondary
Shoreland buffer within 30 days of completing construction; enclosed is a draft document.

3. St. Croix County reserves the right to require additional sediment and erosion control measures
to be installed if found necessary due to site-specific concerns.
4. Permanent vegetation shall be established once final grade is reached or as soon as applicable.
A temporary cover crop such as oats, winter wheat or rye, OR, mulching may be necessary.
5. It is the applicant's responsibility to secure any other required local (Bass Lake Rehabilitation
District), state or federal permit(s) and approval(s) prior to land disturbance activity.
6. Failure to comply with the terms or conditions above may result in the revocation of this permit
by the Zoning Administrator according to Chapter 17.30 P.(13).
This approval is subject to the conditions listed above; it does not allow for any additional
construction, structures, or buildings beyond the limits of this request. Your information will
remain on file at the St. Croix County Community Development Department suite. The orange
placard must be posted on the job-site and visible from public view.
It is your responsibility to ensure compliance with any other local, state, or federal permitting or
regulations, including contacting the Town of St. Joseph and Bass Lake Rehabilitation District
(BLRD) to inquire if additional permissions are required.

appllc. tion and supporting documents, the Zoning Administrator will:
• send copies of the applications to the appropriate reviewing agencies for comment. Applicants are encouraged to contact
their town to discuss their application and inquire about necessary building permits and approvals at the town level;
• schedule a site visit to the applicant's property, at which time the applicant shall flag all applicable property/project corners
and label the flags accnrdingly; and

mailed to the applicant or to the applicant's agent.
