" - � FILING CUTOFF TIME FOR REGISTER OF DEEDS
1 WHEREAS,pursuant to Wis. Stat. § 59.20(3)(a) county elective and appointive offices,
2 agencies and departments shall keep their offices open during usual business hours, as the county
3 board directs; and
4
5 WHEREAS, current business hours for the Health Center and Ag Center are 8:00 a.m. to
6 4:30 p.m., Monday through Friday; and
7
8 WHEREAS, current business hours for the Highway Department are 7:00 a.m. to 4:00
9 p.m., Monday through Friday; and
10
11 WHEREAS, current business hours for all other St. Croix County government buildings
12 are 8:00 a.m. to 5:00 p.m., Monday through Friday; and
13
14 WHEREAS, the St. Croix County Board of Supervisors adopted Ordinance no. 492 (98)
15 creating Chapter 5 of the St. Croix County Ordinances establishing a cut-off time of 4:30 p.m.
16 for filing in the Register of Deeds office pursuant to Wis. Stat. § 59.20(3)(c); and

18 WHEREAS, with growing challenges for recruitment and retention in the marketplace,
19 St. Croix County must seek solutions to create a work environment that offers work-life balance;
20 and
21
22 WHEREAS, St. Croix County has a philosophy that actively supports employees
23 achieving success in both their work and home life; and
24
25 WHEREAS, the most common office hours for Wisconsin counties are from 8:00 a.m. to
26 4:30 p.m.; and
27
28 WHEREAS, it is documented that public use during 12:00 p.m. to 1:00 p.m. (lunch
29 hour)is substantially greater than in the 4:30 p.m. to 5:00 p.m. time frame.

31 NOW, THEREFORE, the county board of supervisors of the County of St. Croix does
32 ordain as follows:
33 (1) Chapter 5 of the St. Croix County Code of Ordinances is hereby repealed and
34 recreated as attached hereto and shall be entitled"ESTABLISHING COUNTY
35 BUSINESS HOURS."
36 (2) This ordinance shall be effective January 1, 2019.

CHAPTER 5
ESTABLISHING COUNTY BUSINESS HOURS AND FILING CUTOFF TIME FOR
REGISTER OF DEEDS
5.1 PURPOSE.
This chapter is intended to establish a uniform policy governing the hours of operation for
county offices and facilities to insure optimum public access to services.
5.2 DEFINITIONS. In this ordinance:
(1) "Facilities" means all structures, real property, offices and buildings owned, operated or
leased by the county of St. Croix.
(2) "Legal holidays" means the days designated to observe the following: New Year's Day,
Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor
Day, Thanksgiving Day, the day after Thanksgiving, Christmas Eve Day and Christmas
Day.
(3) "Offices"means all office buildings where a particular kind of business is transacted or a
service is supplied: such as a place in which the functions of a public office are
performed, a major administrative unit of government, or a subdivision of some
government departments.
5.3 BUSINESS HOURS.
(1) All St. Croix County offices, inclusive of elective and appointive offices, agencies and
departments, except the St. Croix County Highway Department, shall be open to the
general public during usual business hours, which shall be defined as being the hours of
8:00 a.m. to 4:30 p.m., Monday through Friday of each week with the express exception
of legal holidays.
(2) The cutoff time for filing and recording documents at the St. Croix County Register of
Deeds shall be 4:00 p.m. Said hours shall be computed in accordance with Wis. Stat. §§
175.09 and 175.095. Documents shall be accepted up to the end of the business day but
processed the next business day if received after the cutoff time.
(3) The following offices shall have the business hours hereunder specified:
(a) The St. Croix County Highway Department hours shall be from 7:00 a.m. to 4:00
p.m.
(b) For St. Croix County Jail visitation hours consult the county website.

ORDINANCE ESTABLISHING CUT-OFF TIME FOR
FILING AND RECORDING DOCUMENTS IN THE REGISTER OF DEEDS OFFICE
The Board of Supervisors of St. Croix County does ordain as follows:
SECTION L AUTHORITY. This ordinance is adopted pursuant to the authority of Wisconsin
Statutes Sec. 59.20(3)(c).
SECTION IL PURPOSE. The purpose of this ordinance is to provide the Register of Deeds
office sufficient time in which to complete the processing of documents filed for recording on
the same day they are received by setting a cut-off time for receipt of documents. Documents
shall be accepted up to the end of the business day but processed the next business day if
received after the cut-off time.
SECTION III. CUT-OFF TIME FOR FILING AND RECORDING DOCUMENTS. In
order to assure the complete processing, recording, and indexing of documents on the same day
they are received, a document must be received by the Register of Deeds office no later than 4:30
p.m. Documents received after 4:30 p.m. shall be processed on the next official business day.
For all other purposes, the office shall remain open to the public until 5:00 p.m. on all official
business days.
SECTION IV. REFERENCES TO STATUTES. References to specific statutory sections
wherever used in this ordinance shall mean the Wisconsin Statutes of 1995-1996.
SECTION V. REPEAL OF CONFLICTING ORDINANCES. Prior ordinances and
resolutions are repealed to the extent that they conflict with this ordinance.
SECTION VI. EFFECTIVE DATE. This ordinance is effective the day after passage and
publication as provided by law.
