St. Croix County, Wisconsin
WHEREAS, public parks promote the public health, comfort, convenience and welfare; and
WHEREAS, St. Croix County has operated a county park system for over 30 years and continues to
provide outdoor recreational opportunities to promote the well-being of individuals and families, improve the
attractiveness of the county and contribute to the social and economic health of the county and its communities;
and
WHEREAS, the County parks system, consisting of Glen Hills Park, Pine Lake Park, Troy Beach
Park, Homestead Parklands at Perch Lake, Bass Lake Boat Landing, Apple River property, Wildwood Trail,
Kinnickinnic Forest and Stanton Forest are important resources used by the public for recreation and enjoyment
of natural beauty and
WHEREAS, the St. Croix County Outdoor Recreation Plan identifies the need to renovate and
redevelop county park system facilities; and
WHEREAS, financial aid is needed to renovate and redevelop county park system facilities; and
WHEREAS, St. Croix County desires to apply to the Wisconsin Department of Natural Resources for
50 percent matching grants under the Land and Water Conservation Fund, the Local and Urban Park Aids and
the Stewardship Program; and
WHEREAS, St. Croix County would be required to budget $50,000, projected costs for the Parks
Department capital outlay plan for 2008, as the local share, for a total grant application of $100,000, with the
projects being completed in 2008 and 2009.
THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors hereby
authorizes application for 50 percent matching grants and assistance from the Wisconsin Department of Natural
Resources under the Land and Water Conservation Fund, the Local and Urban Park Aids and the Stewardship
Program; and
BE IT FURTHER RESOLVED that the St Croix County Board of Supervisors hereby authorizes
the County Director of Land, Water and Parks, acting under the direction of the Land and Water Conservation
Committee to submit applications to the Wisconsin Department of Natural Resources for financial aid for park
renovation and redevelopment purposes and to sign related documents.
BE IT FURTHER RESOLVED that St. Croix County will comply with state and federal rules for the
programs; may perform force account work will meet the financial obligations under the grants; will maintain the
completed projects in an attractive, inviting and safe manner, will keep the facilities open to the general public
during reasonable hours consistent with the type of facility; and will obtain written approval from the Wisconsin
Department of Natural Resources before any change is made in the use of any project site.
