RELATING TO BUSINESS PROPERTY TAX
Resolution No. 1 (2007)
St. Croix County, Wisconsin
WHEREAS, Wisconsin local governments rely on the property tax to fund vital local programs
and services; and
WHEREAS, over the years the proportion of property tax paid by homeowners has steadily
increased while the proportion paid by business has remained relatively stable and, in some cases, has
decreased; and
WHEREAS, an obscure 1953 law has been used recently by a company operating in Wisconsin to
exempt a paper mill from property taxes on the basis that the paper mill is a "pollution abatement
facility," resulting in additional applications from other paper mills and potentially many other
manufacturing facilities making the same claim (this matter has recently become a court case); and
WHEREAS, if the paper mill is found by the courts to be a pollution abatement facility a
substantial decrease in business property taxes available to local units of government would result while
potentially increasing residential property taxes; and
WHEREAS, SB -122 is specifically written to close this unanticipated property tax loophole for
major corporations operating in Wisconsin.
THEREFORE BE IT RESOLVED that the St. Croix County Board of Supervisors does support
SB -122 and encourages all state elected officials representing St. Croix County to support SB -122, and to
support the activities of the Wisconsin Counties Association and any other association in support of the
passage of SB -122.
FURTHER BE IT RESOLVED that the County Clerk provide a copy of this resolution to the
Governor of the State of Wisconsin, each legislator representing any portion of St. Croix County, the
Wisconsin Counties Association, and all other counties in Wisconsin.
