re:_onstruction of a single-family dwelling, attached garage, and driveway in the Shoreia•)d Over ay
Zoning District pursuant to Chapter 1/301.2.a. The request has been conditionally approved based
on. the application submission and the following findings:
• The proposed structures meet the /5 foot setback to the ordinary high water mark.
the proposed structures meet the setbacks to the property lines.
• total land disturbance is approximately 10,000 square feet.
• I rosvon and Sediment Control plans have been submitted that meet Wisconsin Department of
Natural Resources Technical Standards. Best Management Practices and stormwater rnanageme•it

• The Impervious Surface (IS) calculation resulted in '18`7c Impervious; therefore, mitigation standards
As per Chapter "I 7.30 M apply. I or n;itigalion, 1 point is inquired to be mitigated, the rnethod
chosen for mitigation has been modified to removing existing impervious surfaces from 75-300
feet from the Ordinary High Water mark. A 120 square foot shed was removed from the site.
Therefore, the original approval of an infiltration basin is not required.
The County Sanitary permit for reconnection to the existing private onsite .vastewater treatment
system s currently uncier review.
• No land disturbance to slopes greater than 19.99% is to occur.
• Ice ridge shoreline damage to be repaired as per DNR recommendations.
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
I. Prior to Construction, the 15 foot shoreland setback must be flagged and erosion control
nu:asures, Such as silt fencing, sediment logs. or be.rrnS must be installed downslope and prior to
all and disturbance activity.
2. Shoreline reconstruct shall be done to the minimum extent necessary to minimize disturbance.

i. To reduce the surface runoff of irnpenVious surfaces irorn 18`70 to 15%, the mitigation chosen was to
apply Stormwater Management Standards. An infiltration basin was designed to infiltrate and
recluce the surface runoff. As per g 17.30 M.2.d. the mitigation measures shall be maintained in
perpetuity and an enforceable obligation such as a shoreline mitigation agreement, affidavit or
deed restriction must be recorded with the register of deeds.
4. The best management practices for installation of the infiltration basin shall be met. Native
plantings for the infiltration basin shall be chosen oy the applicant and agent at the time of
nstallation.
S. A pre-construction inspection is regwred to validate setbacks and verify erosion and sediment
control has been installed downslope of construction activities. Please call rme at (115) 386 4742 to
schedule this inspection.
6. St. Croix County reserves the right to require additional sediment and erosion control measures to
be installed if found necessary due to site specific concerns and will be documented in an as-built
site plan.
All temporary erosion control measures shall be left in place and maintained until the site has
reached a point of at least 70% permanent vegetation. Permanent veyelatum shall be established
once final grade is reached or as soon as applicable per plan.
8. A post construction inspection is required prior to removing the temporary sediment and erosion
control measures, please call me at (715) 386-4742 to schedule this inspection.

approval(s) prior to land disturbance activity,

the Zoning Administrator pursuant to Chapter 11./'1 and chapter 17.30 P. (13).

on file at the St, Croix County Community Development Department suite. It is your responsibility to
ensure compliance with any other local, state, or federal permitting or regulations, including
contacting the Town of Star Prairie and the Department of Natural Resources to inquire if additional
ocrmissrons are required. Ihis permit is valid for one year, tVith the possibility of up to two (2) six-
month extensions if the applicant submils the appropriate permit extension fee and documentation

local Budding Inspector upon applying for town building permit(s). The orange placard must

Community Development staff have reviewed the Land Use Permit application for the
reconstruction of a single family dwelling, attached garage, and driveway in the Shoreland Overlay
7oning District pursuant to Chapter 17.30 1.2 a. The request has been conditionally approved based
on the application submission and the following findings:
• The proposed structures meet the 75-foot setback to the ordinary high water mark.
• The proposed structures meet the setbacks to the property lines.
• local land disturbance is approximately 10,000 square feet.
• Erosion and Sediment Control plans have been submitted that meet Wisconsin Department of
Natural Resources lechnical Standards. Best Manag_ ement Practices and stormwater management
will be incorporated.
• The Impervious Surface (IS) calculation resulted in 18%. Impervious therefore, mitigation standards
