HomeMy WebLinkAboutResolution 2007 (15) RESOLUTION APPROVING CAPITAL PROJECTS AND AUTHORIZING BORROWING FOR THEIR COSTS Resolution No. JS (2-a7 St. Croix County, Wisconsin WHEREAS, the St. Croix County Board of Supervisors reviewed costs of requests for new capital equipment for Information Technology, a new telephone system for the Health and Human Services Department, and replacing the parking lot for St Croix Industries in 2006 as part of its 2007 budget deliberations, and concluded that these capital outlay priority items should be not be included in the 2007 budget levy, but instead paid for by borrowing in 2007; and WHEREAS, the Finance Committee has reviewed the request from Information Technology and recommends approving the capital equipment acquisitions at a total cost of $156,000. There are cost savings from the 2006 borrowing which will be applied to these costs, the balance of $121,745 will be included in the 2007 borrowing to complete these acquisitions in 2007; and WHEREAS, the Finance Committee has reviewed the telephone system costs submitted by the Health and Human Services Department and recommends approving this project and borrowing the amount of $110,000 to complete this project in 2007; and WHEREAS, the Finance Committee has reviewed the St. Croix Industries parking lot replacement costs submitted by the Health and Human Service Department and recommends approving this project and borrowing the amount of $15,000 to complete these improvements in 2007; and WHEREAS, the Finance Committee has reviewed a recommendation from the Emergency Management and Communications Committee and recommends approval of an interoperability radio project, 75% of the cost which is grant funded through the Wisconsin Office of Justice (OJA). This expenditure was not considered during County Board budget deliberations but the Finance Committee recommends borrowing for it now in the amount of $20,755, which is the County's 25% match, to complete these improvements in 2007; and WHEREAS, the Finance Committee has reviewed a request from the Emergency Management and Communications Committee for filter retuning on the interoperability radio project and recommends borrowing an amount not to exceed $42,500 for this project to be completed in 2007; and WHEREAS, in order to pay for the items identified herein, the County Board must authorize the borrowing of funds; and 1 • WHEREAS, the Finance Committee has reviewed borrowing options and has concluded a five year loan from the Wisconsin State Trust Fund is the best options for St. Croix County; THEREFORE, be it resolved that the St. Croix County Board of Supervisors approves the purchases identified above and authorizes the County Finance Director to take all action necessary to secure a loan for not more than five years in an amount not to exceed $310,000 from the Wisconsin State Trust Fund to pay for the projects.
