Pursuant to Chapter 17.70(3)(c)2. of the St. Croix County Zoning Ordinance, no person shall occupy or use a trailer, van, mobile home, recreational vehicle, tent, bus, truck, automobile or similar apparatus for residential purposes, temporary or permanent, on any parcel not having a legal and occupied principal structure. However, temporary occupancy can only be allowed if the owner of the parcel holds a valid building and sanitary permit for construction of a principal structure. The request has been conditionally approved based on the application submission and the following findings: • On September 14, 2017, a temporary occupancy permit was issued with condition of seeking a building permit. On September 14, 2018, this permit expired. • The applicant has secured a State Sanitary Permit from St. Croix County to install a new Private Onsite Wastewater Treatment System (POkVrS). On October 10, 2017, the POWTS was installed. • The applicant has secured a Building Permit from All Croix Inspections on October 23, 2018; this permit expires on October 20, 2020. Based on these findings, approval of the Land Use Permit is subject to the following conditions: 1. Once the residence becomes occupied, the yurt cannot be used for occupancy and may need to be removed. 2. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and approval(s) prior to land disturbance activity. 3. This permit is valid for one year, with the possibility of up to two (2) six-month extensions, provided the principal structure is under construction and there is progress made. 4. Failure to comply with the terms or conditions above may result in the revocation of this permit by the Zoning Administrator according to Chapter 17.30(13). Your information will remain on file at the St. Croix County Community Development Department suite. The orange placard must be posted on the job-site and visible from public view. It is your responsibility to ensure compliance with any other local, state, or federal permitting or regulations, including contacting the Town of Springfield to inquire if additional permissions are required.
