Dear Daniel and Bethany Weiland,
Community Development staff have reviewed the Land Use Permit application for the construction
of a new Single Family Dwelling and to fill and grade greater than 2,000 square feet for the
construction of a driveway and Private Onsite Wastewater Treatment System (POWTS) within the
Shoreland Overiay District, Chapter 17.30.
The request has been conditionally approved based on the application submission and the
following findings:
• The proposed project meets all applicable setbacks.
• The Impervious Surface calculation per NR 115 resulted less than 15% impervious,
therefore stormwater management is not required.
• Slopes ranging from 20-24.9%, measured over 50 horizontal feet, have been mapped
near the proposed project area, this permit does not allow disturbance of these slopes.
• Vegetation will not be disturbed within 35-feet inlanc from any navigable water body.
• Erosion and Sediment Control plans have been submitted that meet Wisconsin
Departmect of Natural Resources Technical standards.
• The property will :)e required to obtain a Sanitary and Building Permit prior to construction.
Based on these findings, approval of the Land Use. Permit is subject to the following conditions:
The area of 20-24.9% slopes shall be flagged prior to land disturbance. There shall be
no disturbance of these slopes for construction of the structure or to reach final grade
t k unless an addendum is submitted which conforms to Chapter 17.12(8).

dr:turbance activity, excavation and/or soil placement. All stockpiled soil shall be placed
within the silt fence boundary.

4. A pre-construction inspection is required to verify the #1-3 above have been completed
prior to land disturbance activities. It is the property owner or agent's responsibility to
schedule this with Community Development staff.
5. The maximum structure height shall be 35 "eet measured according to C tapter 17.09,
Structure Height Measurement.
6. Temporary erosion control (Curlex malting) and vegetation shall be established once final
grade is reached. A temporary cover crop such as oats, winter wheat or rye shall be
applied if final grade is past September 15 but before freeze up.
7. Phosphorus fertilizer shall riot be used -,o establish and/or maintain vegetation unless a
soil lest confirms phosphorus is needed.
S. St. Croix County reserves the right to require additional sediment and erosion control
measures to be installed if found necessary due to site-specific concerns.
9. Sediment and erosion control shall not be removed before the project site reaches a point
of at least /0% perennial vegetative cover.
10. It is the applicant's responsibility to secure any other required locai, state or federal
permit(s) and approval(s) prior to land disturbance activity.
11. Failure to comply with the terms or conditions above may result in the revocation of this
permit by the Zoning Administrator according to Chapter 17.30(13).
This approval is subject to the conditions listed above; it does not allow for any additional
construction, structures, grading, paving, filling or clearing of vegetation beyond the limits of this
request. Your in-ormation will reniai:i on file at the St. Croix County Community Development
Department. suite. It is your responsibility to ensure compliance with any other local, state, or
federal permitting or regulations, including contacting the Town of St. Joseph and the Wisconsin
Department of Natural Resources to inquire if additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six month extensions if the
applicant submits the appropriate permit extension fee and documentation to the Zoning
Administrator. A copy of the Land Use Permit placard should be submitted to the local Building
Inspector for the town upon application for the building permit. The orange placard must be
posted on the job-site and visible from public view.
