Community Development staff have reviewed the Land Use Permit application for the request for d new
wireless communication tower site. The site would include; a 125' monopole cell tower, 12'x24' pre-fab
equipment shelter and related ground equipment for AT&T/Cingular Wireless, LLC. Staff finds that the project
meets the applicable provisions pursuant to Section 1/.50 Mobile Tower Siting based on the following findings:
• The application is complete and has all the required submittal information pursuant to Section 17.50 D.2.C.
• The Landowner acknowledgement letter has been submitted pursuant to 17.50 E.4.f.
• The proposed tower location meets the setback requirements in 17.50 E. 1.
• An aeronautical safety report is not required since the tower is less than 200-feet in height.
• A $20,000 bond has been submitted to assure the removal of this tower pursuant to Section 1750 E. 4.a.
In the event the surety cancels the bond, it is the applicants responsibility to provide a new performance
bond pursuant to Section 1750 E.
• The ground area facing residents is proposed to be screened with 6-foot high coniferous trees to provide
80% opacity at maturity.
• The bottom of the mobile support structure and facilities from ground level to 12 feet
above ground shall be designed to prevent unauthorized climbing and shall be enclosed
with a minimurn six-foot high chain link fence with a locked gate.
• This site is not in a Shoreland area and is Floodzone X.
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. The tower shall be constructed according to the engineered plans received April 2, 2018.
2. Biennial report shall be submitted pursuant to 17.50 F.B.
3. Construction on this tower must commence within one year of the permit date and must be substantially
completed in two years. Applicants can request extensions of one or both deadlines, for periods up to six
months, from the Zoning Administrator. The total time for extensions shall not exceed one year.
4. St. Croix County reserves the right to require additional sediment and erosion control measures to be
installed if found necessary due to site specific concerns and will be documented in an as-built site plan.

This approval is subject to the conditions listed above; it does not allow for any additional construction,
structures, or buildings beyond the limits of this request. Your information will remain on file at the St. Croix
County Community Development Department suite. It is your responsibility to ensure compliance with any
other local, state, or federal permitting and regulations, including contacting the Town of St. Joseph to see if
additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the applicant
submits the appropriate permit extension fee and documentation to the Zoning Administrator. A ropy of the
Land Use Permit placard should be submitted to the local Building Inspector for the town Upon application for
the building permit. The placard must be posted on the job-site and visible from public view.
