Disturbance would include filling and grading, construction of a single-family dwelling, driveway and Private Onsite Wastewater treatment System (POWTS) within the Rural Residential Zoning District. The request has been conditionally approved based on the application submission and the following findings. Please seethe enclosed site plan to reference the general erosion control and grading notes. • The property is Lot 22 of the Birch Park Subdivision. • All applicable setbacks have been met and are mapped on the site plan; the retaining wall is defined a, an accessory structure and shall be at least 5 feel frorn the property line • Erosion and Sediment Control plane have been submitted that meet Wisconsin Department of Natural Resources Stormwater Management Technical Standards. Best Management Practices will be implemented as needed. • Slope disturbance 20 to 24.99% is to occur; the Stormwater Management Plan meets the Chapter NR 151 Subchapter III-Non-Agricultural Performance Standards. Based on these findings, approval of the Land Use Permit is subject to the following conditions: 1.A pre-construction inspection is required to verify the Erosion and Sediment control, best management practices have been installed as per site plan, sensitive areas flagged which are not to be disturbed Areas to be flagged include: a. Slopes greater than 25% that cannot be disturbed. b. Private Onsite Wastewater Treatment System Contact Rick Ingli, Land Use Technician, to schedule an inspection at (715) 531-1917. 2.A tracking pad shall be installed prior to any land disturbance or construction activities. 3.There must be a best management practice placed above the retaining wall, such as a berm or sediment log along silt fencing to divert stormwater from entering the construction site. Contact the inspector to schedule an inspection. S.St. Croix County reserves the right to require additional sediment and erosion control measures to be installed if found necessary due to site-specific concerns and will be documented in an as-built site plan. 6.;) post-construction inspection is required prior to removing the temporary sediment and erosion control measures and to verify vegetative cover. Ihis approval is subject to the conditions listed above; it does not allow for any additional construction, structures, or buildings beyond the limits of this request. Your information will remain on file at the St. Croix County Community Development Deparlruent suite. It is your responsibility to ensure compliance with any other local, state, or federal permitting and regulations, including contacting the Town of St. Joseph and the Department of Natural Resources to inquire if additional permissions are required. This permit is valid for one year, with the possibility of up to two (2) six month extensions if the applicant submits the appropriate permit extension tee and documentation to the 7oning Administrator. A copy of the Land Use Permit placard should be submitted to the local Building Inspector for the town upon application for the building permit.
