July 1, 2009

Meeting called to order by Chair King at 9:00 AM in the Room 1281 of the Government Center.
MEMBERS PRESENT: Richard King, Esther Wentz, Julie Speer, Daryl Standafer, Gene Ruetz
OTHERS PRESENT: County Board Chair Roger Rebholz, Supervisor David Ostness, Administrative
Coordinator Chuck Whiting, I II IS Director Fred Johnson, Veterans' Services Director
Merlin Blaisdell, Pete Kling, UW Extension Agent.
ADOPTION OF AGENDA: Motion by Wentz, 2nd by Ruetz to adopt the agenda, motion carried unanimously.
DATE OF NEXT MEETING: August 5, 2009 in Room 1281 of the Government Center, Hudson.
APPROVAL OF MINUTES FROM PREVIOUS MEETING:
Motion by Standafer to approve the minutes from June 3. meeting, 2nd by Wentz, motion carried unanimously.
NEW AND OLD BUSINESS:
1. Veterans Services Officer Department Report
Blaisdell reviewed the new GI Bill and options for veterans returning to school. Veterans may go to any school under this
bill, and for a longer period of time than previous GI bills. Department services continue to be used by veterans,
particularly newly returning vets. He is managing vacations in his office currently.
2. County Board Rules and By - Laws
There were no rules and by to review.
3. 19 Member Board Organization
The Committee continued discussion on committee structure issues under a 19 member Board and the timing for bringing
options to the Board to consider. The Committee discussed the size of committees, having human resources under
Administration and how many committees supervisors may be able to serve on. The Committee discussed the merits of an
executive or committee of chairs and meetings of the Board as "meetings of the whole." The Committee discussed the
merits of electing committee members versus appointing.
The Committee reviewed the calendar for presenting options to the Board. Pete Kling noted the processes other counties
had gone through similar to St. Croix County. The Committee will meet again in August to determine a presentation to the
Board later that month, and will try to conclude a restructuring option with the Board in the fall.
There being no further business, the meeting adjourned at 10:17 a.m.
