Meeting was called to order by Chair King at 8:30 a.m. in Room 1281 of the Government Center in Hudson.
MEMBERS PRESENT: Supervisors Richard King, Julie Speer, Daryl Standafer, Gene Ruetz
MEMBERS ABSENT: Esther Wentz
OTHERS PRESENT: Supervisors Roger Rebholz, Dave Ostness and Sharon Norton - Bauman, Administrative
Coordinator Chuck Whiting, UW Extension Agent Pete Kling, Corporation Counsel
Greg Timmerman, County Clerk Cindy Campbell
ADOPTION OF AGENDA: Motion by Speer, 2nd by Standafer to adopt the agenda, motion carried unanimously.
DATE OF NEXT MEETING: December 2, 2009 at 9:00 p.m.
APPROVAL OF MINUTES FROM PREVIOUS MEETING: Motion by Standafer, 2nd by Ruetz to approve the minutes
from October 7, 2009, motion carried unanimously.
NEW AND OLD BUSINESS:
1. County Board Rules and By -Laws — General discussion about County appointments to committees such as Board of
Adjustment, Squaw Lake and Bass Lake committees. Review of where such appointments fit with a restructured set of
Board committees. Discussion about how appointments may be made.
19 Member Board Organization — a. Review of County Board Action and Discussion - The Committee reviewed
reorganization issues debated at the October County Board meeting. Timmerman noted concerns from the Court
regarding their placement as a department under Public Protection. Discussion on the nature of committee oversight and
direct policy authority and indirect policy authority. It was noted that the Circuit Court has independent authority over
court policies. Discussion about committee oversight of operating budgets and policies relative to state offices, including
the District Attorney. Discussion regarding Supervisor Malick's memo concerning the Board of Adjustment and its
appointments. Review of the Board of Adjustment as an appeals board and its relationship to the legislative body of the
County. Discussion on the by -laws and options for the Committee to review based on the Board action in October.
Consensus to have Corporation Counsel, Administrative Coordinator, County Clerk and UW Extension Agent Kling
review by -laws and draft changes to be considered by the Committee in December.
Discussion about next steps and timeline that may be required of the Committee.
There being no further business, the meeting adjourned at 9:50 a.m.
