FINDINGS OF FACT AND CONCLUSIONS OF LAW
Having heard all the testimony. considered the entire record herein. and visited the site, the Board ol'Adjustment
makes the ti)llowing Findings of Fact and Conclusion; of Law pertinent to the applicant's Conditional Use
requests:
1. The property owner is Peter Bloch.
2. the site is located at 309 North River Road, River halls. AA 15-1022
3. The applicant requests Conditional Use Permit for processing and sales of an agricultural product.
pursuant to tie'Alull 1--.145 C. I. and Section 17.145 C.3.d. of the St. Croix County Zoning
Ordinance.
4. The property currently has two DATCP licenses: one to grow and one to process Industrial Hemp.
5. This request would not violate the spirit or general intent of the ordinance since DA I CP allows
Wisconsin tanner., to grow and sell industrial hemp as long as they obtain necessary pcrmib and
abide by DATCP requirements.
6. Processing, Packaging and Shipping would occur oni during regular business hours Monday-
Friday 8am-51)m.
the sales of the products would take place online and be shipped offsite, no sales to the public
onsite would occur.
8. The c\naction and cultivation building_ will need to have it private onsite w,astcwater trcauncnt
system installed.
9. An\ waste products, effluents. residual sohents will he properl\ disposal of to applicable C'ounl\
and State standards.
10. 'I he Town of Kinnickinnic recommends approval.
DECISION
On the basis of the above hindintty of tact, Conclusions of I aw. and the record herein. the Board approved
the applicant', Conditional I se requests, to process Indust ial I letup of up to 300 Acres per year with the
following condition:
I. The applicant shall be responsible Ibr scenting any necessary local, State. or hcderal permit(s),
licenses and approvals.
2. No growing or processing of Industrial Hemp are to be permitted if ltc State of \\'iscon,in DATCP
Licenses become e\pircd or are violated.
3. A private onsite w'aslewatcr treatment system shall be installed for the indoor cultivation building.

4. Any waste products, effluents, residual sohents shall be properly disposed ofto applicable COullty'
and State standards.
5. Processim__. packaging and shipping shall occur only during. regular business hours Monday-Friday

property owner and an opporitmity for a public hearing.
8. Any change or addition to use of file property, building.,; or modification of or addition to the
property, building or facilifics; or chang.es to the current project details shall require reviexy by the
Zoning Administrator to determine if the use may he allowed.
9. Accepting this decision mean, that the applicant has read. understands, and agrees trl all conditions
of this decision and has no objections if( ounte staff conduct unannounced onsite inspections to
check for compliance with the conditions of this Conditional Use Permit.
The following vote vvas taken to approve the request: Chairman Malick, (yes); Peterson. (yes): Nelson,
Sontag. ()CO. All in favor, motion carries.
APPEAL NIGHTS

alter life liling date shown below, pursuant to Sec. 59.694( 10). Wisconsin Stltufcs. St. Croix County
assumes no responsibility for action taken in reliance on this decision prior to the expiration of the appeal
period. St. Croix Counh does not certify that the identify of all persons legally entitled to notice of the
Board of Adjusuneni proceedings, which resulted in this decision, was provided to file County.
