CROIX COUNTY BUILDING FACILITIES LONG -TERM PLANNING AD HOC COMMITTEE MEETING February 4, 2009 Official Minutes MEMBERS PRESENT: Present: Daryl Standafer, Dick King, and Julie Speer. Absent: Esther Wentz and Eugene Ruetz. OTHERS PRESENT: Norman Matzek, Corporation Counsel Greg Timmerman, Building Services Director Art Tobin, Linda Brown and Amy Geurkink. Meeting called to order at 10:35am by Convener King. The next meeting will be March 4, 2009 at 10:30am (after the Administration Committee meeting). ELECTION OF OFFICERS: Discussion regarding election of officers; Standafer reported the resolution formin this committee provides the County Board Chair shall serve as Chair. Motion by Standafer, 2" by Speer to elect the same officers of that of the current Administration Committee (King will serve as Vice Chair; Speer as Secretary). Carried unanimously. REVIEW OF PURPOSE FOR COMMITTEE: Tobin provided background information and summarized the purpose of this committee is to research necessary improvements for county - owned buildings and prioritize in order to create a long -term plan. BACKGROUND ON CURRENT BUILDINGS STATUS: Tobin outlined various issues with the New Richmond, Baldwin and Hudson campuses including roof /wall repairs, heating /air conditioning and ventilation, water /well and security upgrades; brief discussion regarding previous studies and surveys. Standafer requested a concise report for all sites in order to obtain a solid understanding of the status of each building. Discussion regarding prior repairs /improvements and that some were reactive to situations and did not involve proper long -term planning. Tobin suggested a project manager be hired for some of the larger projects. King noted the Highway Department has a long -term plan in place and advised Tobin to consult with Commissioner Ramberg. Speer suggested a productivity study be completed for each department as well as each employee and suggested looking at ways to better utilize employee time and increase productivity. Tobin reported noise may be a factor during upcoming remodeling projects at the Government Center and noted he will attempt to notify those affected as much as possible. Tobin presented a handout prepared by Health and Human Services Director Fred Johnson regarding improvement goals in New Richmond. Brief discussion regarding possible causes and potential solutions to the water leakage dilemma in New Richmond. The committee will research and further discuss at next month's meeting; Tobin noted he would have a report available for the April meeting. Meeting adjourned at 11:19am.
