COUNCIL ON AGING AND DISABILTIES MEETING
December 17, 2009
County Board Room, Hudson
CALL TO ORDER: Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance
was said.
ROLL CALL: Supervisors: Al Schrank, Gerald Peterson, Esther Wentz, and Sharon Norton -
Bauman; Councilmembers: Ramsey Lee, Kristen Johnson, Sue Nelson, Vera Grant, Judy Harrison
and Lois Burri. Also present were: Administrative Assistant Renea Aeschliman; Community
Services Coordinator Tracy Davis; Preventative/Nutrition Program Coordinator Randi Hanson;
Information & Assistance Specialist Cia Westpahl; Elderly Benefit Specialist Liza Gibson;
Caregiver Support Coordinator Nancy Abrahamson; Health and Human Services Director Fred
Johnson; Brad Beckman ADRC Manager; St. Croix Industries Director Clark Schroeder;
Administrative Coordinator Chuck Whiting; County Board Chairman Roger Rebholz; Charlene
Sackett and her son and family friend. Excused was Councilmember Michelle Chevalier.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made
by Supervisor Schrank and seconded by Council member Lee; motion carried.
DATE OF NEXT MEETING: Thursday, January 21 in the County Board Room of the St. Croix
County Government Center. Supervisor Wentz will review vouchers.
1. Monthly Financial Report: Beckman handed out financial information for the ADRC and the
Aging programs as of November 30, 2009.
2. Consideration of Claims and vouchers: Supervisor Schrank reviewed the vouchers. A motion
to accept the vouchers as presented was made by Supervisor Schrank and seconded by Supervisor
Peterson; motion carried. Please see page 4 for a list of vouchers reviewed by Schrank. Supervisor
Wentz will review next month's vouchers.
3. St. Croix Industries — Director Clark Schroeder: Director Clark Schroeder introduced himself
to the Council and explained the services and program offered through St. Croix Industries.
Director Schroeder also addressed concerns raised as the result of articles published recently in local
newspapers. As reflected in those articles, Department of Health Services (DHS) is considering
funding cuts to sheltered workshops and restricting the length of time participants can be employed
in a sheltered workshop setting. St. Croix Industries, along with other advocacy groups would like
the choice to attend the workshop to remain with the parents or guardians. Members of advocacy
groups and family members along with the Health and Human Services Board have sent letters of
support for choice to legislators. The DHS has reworded the proposal to the Federal Government
and when the approval is sent back to DHS, the advocacy group will be at the table to assist with the

technicalities. There was discussion on writing a letter of support similar to the letter written by
Health and Human Services Board. A motion to draft a letter of support for continued choice by
consumers was made by Supervisor Peterson and seconded by Supervisor Wentz; motion carried.
4. Council on Aging and Disabilities 2010 meeting schedule: Beckman provided the Council
members with dates of when the Council on Aging and Disabilities will meet in 2010.
5. Council on Aging and Disabilities 2010 updated pictures: Individual and group pictures were
taken of the Council members during break.
6. ADRC Secret Santa program: The ADRC Secret Santa program just completed it's 9th year
and was fortunate to collect over $700.00 in monetary donations as well as items. There were 119
bags filled and delivered to residents of St. Croix County who are over the age of 60, or have a
disability, and are alone for the holidays, suffered a recent loss or have little to no means. The bags
were packed by individuals at St. Croix Industries. Quilts were donated by Cross Lutheran Church,
Roberts; Redeemer Lutheran Church, Burkhardt; and Christ Lutheran Church, Somerset.
7. Presentation by Councilmember Chevalier: Council member Chevalier was not present, so
the presentation will be rescheduled for January's meeting.
8. Aging Updates:
• Caregiver Program
• Interfaith Volunteer Needs handout A list of the current Interfaith Volunteer requests was
given to the Council by Caregiver Support Coordinator Abrahamson. Abrahamson
informed the Council there is an urgent need for drivers to take individuals to dialysis,
therapy and other ongoing medical treatments.
• DUAwgy Adult Respite program pdate and Christmas party Abrahamson reported
there are currently openings in Hudson. More volunteers are needed to assist with daily
activities. DayAway is open to anyone who needs to get out and is in need of
socialization. Abrahamson invited the Council members to the annual Christmas party to
be held on Monday, December 21S at the Crossing Point Building in Hudson.
• Transportation Pro _gram
° There were no Transportation requests to use the ADRC vans for out of county trips.
o Collaborative agreement between Center for Independent Living for Western Wisconsin
to provide weekend and night transportation for Elderly and Disabled consumers:
Community Services Coordinator Davis informed the Council a meeting between Denise
Larson from Center for Independent Living, Elijah, owner and proprietor of Kilimanjaro
Taxi, Tim Sheehan, Director of Center for Independent Living via the phone, and Davis

was held earlier in the week. The New Freedom transportation program, formerly known
as the Disability Transportation, provides weekend and weeknight trips for individuals not
needing accessible transportation. Discussion will continue between the groups to fill the
need of accessible weekend and weeknight transportation.
• Senior Center/Nutrition Pro ram
Senior Center Highlights Preventative/Nutrition Program Coordinator Hanson reported
all the Senior Centers have planned Christmas parties and some planned light tours for
the month.
Applications are currently being accepted for the Nutrition Program Manager position
in Glenwood City.
A SafeSery class is scheduled for mid January for the Nutrition Program Managers,
Nutrition Program Cooks, and Nutrition Program Cooks Aides. The training is a
requirement for all staff serving or preparing food at the Nutrition Sites. The training
will be held in Hudson and will be put on by the Greater Wisconsin Agency on Aging
and Resources (GWAAR) and opened up to other surrounding county agencies.
■ Volunteer Appreciation Luncheon: Hanson informed the Council the Volunteer
Appreciation Luncheon will be held on Friday, April 23r at The Orchard in Baldwin.
Individuals who contributed a minimum of 20 hours in 2009 to the ADRC will receive
an invitation to the event and be honored.
9. ADRC updates:
• Information & Assistance Specialist — update: Information & Assistance Specialist Cia
Westphal informed the Council that she and the other two I &A Specialists have been busy.
• Client Transition Update Beckman reported that since August 2008, excluding former waiver
clients, 13 individuals have chosen Community Health Partnership — Partnership Plan, 63 have
chosen Community Health Partnership — Family Care Plan, 101 clients have been referred to
IRIS and 23 individuals have completed Nursing Home Relocation. One hundred fourteen
individuals from the waiting list have been served. Pre - Admission Consultations as of July 1St
were between 175 -200 with the majority of those not needing a consultation with an I &A
Specialist.
• 2010 Health & Wellness Expo March 27 Beckman informed the Council the 2nd annual
Health & Wellness Expo is scheduled for March 27 at the WITC in New Richmond. More
information will follow.
• Service Directory: Beckman informed the Council that a rough draft of the directory was
presented to the committee and advertisement is being acquired by the printer. The directory
will be available before the Health & Wellness Expo in March.
