COUNCIL ON AGING AND DISABILTIES MEETING
August 20, 2009
County Board Room, Hudson
CALL TO ORDER: Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance
was said.
ROLL CALL: Supervisors: Al Schrank, Gerald Peterson, Esther Wentz, and Sharon Norton -
Bauman; Councilmembers: Ramsey Lee, Michelle Chevalier, Sue Nelson, Judy Harrison, Lois
Burri, and Vera Grant. Also present were: Administrative Assistant Renea Aeschliman;
Community Services Coordinator Tracy Davis; Preventative/Nutrition Program Coordinator Randi
Hanson; Caregiver Support Coordinator Nancy Abrahamson; Health and Human Services Director
Fred Johnson; Brad Beckman ADRC Manager; County Board Chairman Roger Rebholz•, Nutrition
Program Managers: Gina Evenson, Janice Thompson, Donna Zacharias, Amy Hueg, Di Johnson,
Vivian Kemling, Faye Simone, Joyce Schwartz, and Lyn Larson. Absent was Kristen Johnson.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made
by Supervisor Peterson and seconded by Supervisor Schrank; motion carried.
DATE OF NEXT MEETING: Thursday, September 17 t11 in the County Board Room of the St.
Croix County Government Center. Councilmember Johnson will review vouchers.
1. Monthly Financial Report: Beckman handed out financial information for the ADRC and the
Aging programs as of July 31, 2009.
2. Consideration of Claims and vouchers: Councilmember Nelson reviewed the vouchers. A
motion to accept the vouchers as presented was made by Councilmember Grant and seconded by
Councilmember Lee; motion carried. Please see page 5 for a list of vouchers reviewed.
Councilmember Johnson will review next month's vouchers.
4. ADRC budget for 2010: Council members received booklets with the 2010 budget information.
No increase in the county levy for the Aging Programs was discussed. The increase in the levy for
the ADRC is a result of the addition of the Adult Protective Services in 2009. Beckman informed
the Council there was an additional handout outlining the amendment of $35,000 for the purchase of
a van using the DOT Trust funds. A motion was made by Supervisor Wentz to approve the 2010
budget as presented and seconded by Supervisor Lee; motion carried.
5. Proposed resolution for the County Board 2009 Strategic Plan: Beckman informed the
Council the resolution to reinstate the 2008 Strategic Plan initiative was passed at the County Board
meeting.
6. Nutrition Program Managers Site Updates:
Baldwin — Gina Evenson, Nutrition Program Manager, reported the Baldwin Senior Center is
open Monday thru Thursday from 9:00 a.m. — 1:00 p.m. The Table of Knowledge meets daily from
8:00 a.m. to 10:00 a.m. for coffee and toast and to solve the world's problems. Evenson explained
there are a variety of groups that utilize the Senior Center as it is part of the Municipal Building.

There is a wood carving group, card players and the HCE to name a few. Participants from the
Senior Center have enjoyed trips to the see Titanic exhibit, tour of the Amish country, Baldwin
Dairy, Apple Orchard and many other trips throughout the year. Activities held at the Senior Center
are line dancing, Wii bowling, and Senior Steppers walking group
Deer Park — Jan Thompson, Nutrition Program Manager, stated the Deer Park Senior Center
cooks for Somerset and New Richmond Senior Centers as well as DayAway on Tuesdays.
Participants have gone on outings to the Science Museum, shopping and celebrate all the holiday
events. Two individuals from Deer Park were nominated for Outstanding Senior this year with one
of them winning the honor.
Glenwood City — Donna Zacharias, Nutrition Program Manager, informed the Council the
Senior Center is open Monday through Thursday at the Community Center. Bingo is played daily,
informational seminars have been held and the participants go on occasional short trips.
Hammond & Roberts — Amy Hueg, Nutrition Program Manager, informed that Council of
the variety of activities at the Hammond and Roberts Senior Centers. Many participants have joined
the Baldwin and Woodville Senior Centers for outings as well as some on their own. Bingo, coffee,
and games take place at both locations.
Hudson — Di Johnson, Nutrition Program Manager, informed the Council the Hudson Senior
Center is open Monday thru Friday with only congregate dining on Mondays thanks to a grant from
the Anderson Foundation. Over the summer participants enjoyed weekly picnics at Prospect Park
and a trip to the WWII Historical Society exhibit. Bingo is played 3 times a week and a library was
created for book club.
New Richmond — Vivian Kemling, Nutrition Program Manager, informed the Council the
New Richmond Senior Center is open Mondays, Wednesdays, and Thursdays. Bingo and cards are
played daily. Participants enjoy annual events such as the Potluck Polka Picnic, Pontoon ride,
parades and the Memories concert in Amery during Christmas.
River Falls — Faye Simone, Nutrition Program Manager, informed the Council the River Falls
Senior is open Monday thru Thursday with Home - Delivered Meals on Fridays and is located in the
WelLHaven apartments. Foot Care, Bingo, 500 and Euchre are some of the monthly activities.
Participants will be going on their first trip this fall using one of the ADRC vehicles.
Somerset — Joyce Schwartz, Nutrition Program Manager, informed the Council the Somerset
Senior Center is open Monday thru Thursday. Bingo is played daily and the monthly activities
include trivia/reminiscing, Friday Lunch Out, birthday party celebrations, blood pressure checks,
and Intergenerational activities with kids from St. Anne's. Trips are also planned along with other
special events.
Woodville — Lyn Larson, Nutrition Program Manager, informed the Council the Woodville
Senior Center is open Monday thru Thursday. Woodville is a cooking kitchen and prepares meals
for Hammond/Roberts and Baldwin. High speed internet was kindly donated by Baldwin Telecom
and computer classes will be set up for the participants. A variety of speakers and trips have taken
place so far this year with more to come.
7. Aging Updates:
• Review County Aging Unit Plan 2010 -2012 — Draft Beckman handed out copies of the

County Aging Unit Plan for 2010 -2012 draft to the Council members. He reviewed the key
goals outlined in the Plan and informed the Council public hearings will be held on August 25
in Baldwin at 1:00 p.m. and August 26 in Roberts at 1:00 p.m. The County Aging Unit Plan
will be presented again along with comments from the public hearings.
• Caregiver Program
• Interfaith Volunteer Needs handout A list of the current Interfaith Volunteer requests was
given to the Council by Caregiver Support Coordinator Abrahamson. Abrahamson also
handed out flyers on the Days of Caring through the United Way.
• Caregiver Conference — Save the date Abrahamson reminded the Council the
Conference will be held on Friday, October 23 in New Richmond at WITC. A draft of
the agenda was handed out and brochures will be available soon.
• DayAway Adult Respite program update Abrahamson reported the Hudson location is
full. Participants are starting at the New Richmond location until space is available in
Hudson.
• Transportation Prog
Transportation requests to use the ADRC vans for out of county trips were presented by
Community Services Coordinator Davis.
• September 1 lth — River Falls to Alma
• September 17 — New Richmond to Amery
• September 18 — Deer Park to Rice Lake
• September 18 — Somerset to Osceola
• September 28 — Woodville to Menomonie
• October 16 — Hammond/Roberts to Osceola
• October 16 — Baldwin to St. Paul
• October 18 Glenwood City to Apple Orchard in Pierce County
A motion to accept the transportation requests was made by Councilmember Grant and
seconded by Supervisor Wentz; motion carried.
• Collaborative agreement between St. Croix Industries and Aging Transportation to
purchase a vehicle for 2010: Community Services Coordinator Davis informed the
Council the ADRC would like to purchase a van in collaboration with St. Croix Industries.
The ADRC would own the van and lease it to St. Croix Industries. The DOT 85.21 grant
awarded to the ADRC annually requires that grantees provide services to those of
different abilities. By entering this type of collaboration, the ADRC will be in
compliance. The vehicle would be used mainly by St. Croix Industries, but would be
available for ADRC functions as well. There was discussion as to how the collaboration
would work, vehicle maintenance, usage, and cost. After discussion, a motion was made
by Supervisor Wentz and seconded by Councilmember Burri; motion passed.
• Collaborative agreement between Center for Independent Living for Western Wisconsin
to provide weekend and night transportation for Elderly and Disabled consumers: Davis
reported that she and Manager Beckman have met with members from the Center for

'Independent Living and ADRC of Pierce County regarding a centralized coordinating
entity for transportation. The collaboration agreement is still in the process phase and the
details are still being ironed out. Davis stated the ADRC would contract with Center for
Independent Living to provide weeknight and weekend transportation to individuals with
a disability. In the 2010 budget, $5,000 has been allocated to go towards the
collaboration. No motion was made at this time. More information will follow.
• Senior Center/Nutrition Program
• Nutrition Advisory Council update The Nutrition Advisory Council met on Wednesday,
August 19 at the Somerset Senior Center. The Fall menu rotation was reviewed. Davis
informed the Council the Nutrition Advisor Council is in need of a representative from the
Hammond/Roberts area and Hudson area. Interested individuals should contact Randi
Hanson at the ADRC.
Painting the Senior Citizen's Building at the fairgrounds with volunteers and a gran t
Davis informed the Council she applied for a grant from Home Depot to purchase paint to
spruce up the Senior Citizen's Building at the fairgrounds. She also mentioned volunteers
through the United Way's Day of Caring campaign would be painting the building.
• Outstanding Senior Award update Davis informed the Council Carolyn Weisenburger
from Deer Park won the honor of Outstanding Senior. She along with 11 other deserving
individuals were recognized at the 2009 County Fair in Glenwood City on Friday, July
24 th .
8. ADRC updates:
• Memory Walk September 19 Beckman informed the Council the ADRC will have a team at
the 2009 Memory Walk in New Richmond. For more information, contact Beckman.
• Strategic Plan for the Nursing Home update: Beckman informed the Council Frank Robinson,
Nursing Home Administrator, will be on the agenda for September's Council and will discuss
the strategic plan.
• Client transition update Beckman reported that in July, 11 individuals have chosen
Community Health Partnership — Partnership Plan, 48 have chosen Community Health
Partnership — Family Care Plan, 88 clients have been referred to IRIS with 76 enrolled and 18
individuals have completed Nursing Home Relocation. Eighty -four individuals from the
waiting list have been served and seventy -two have been added to the list.
9. Correspondence
The Aging programs received approx. $14,000 in stimulus money to be used for Congregate
Nutrition and Home - Delivered Meals.
