COUNCIL ON AGING AND DISABILTIES MEETING
May 21, 2009
County Board Room, Hudson
CALL TO ORDER: Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance
was said.
ROLL CALL: Supervisors: Al Schrank, Esther Wentz, and Sharon Norton- Bauman;
Councilmembers: Ramsey Lee, Lois Bum, Kristen Johnson, Michelle Chevalier, Sue Nelson, and
Vera Grant. Also present were: Administrative Assistant Renea Aeschliman; Preventative/Nutrition
Program Coordinator Randi Hanson; Student Intern Marie Walters; Caregiver Support Coordinator
Nancy Abrahamson; Health and Human Services Director Fred Johnson; Brad Beckman ADRC
Manager; County Board Chairman Roger Rebholz; and Administrative Coordinator Chuck Whiting.
Supervisor Gerald Peterson was absent.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Supervisor
Schrank and seconded by Supervisor Wentz; motion carried.
DATE OF NEXT MEETING: Thursday, June 18 in the County Board Room of the St. Croix
County Government Center. Council member Chevalier will review vouchers.
1. Affect of a 10% tax levy cut on the Aging and Disability Resource Center for 2010
operations: Health and Human Services Director Johnson informed the Council per Finance and
the budget instructions, he along with Manager Beckman will be researching what a 10% decrease
would look like for the ADRC — Aging services. Since the ADRC does not receive any county levy
dollars, the services that would receive the decrease in funding would be the Aging services.
Johnson also mentioned there will be cuts on the Health and Human Services side by the state and
there will be less GPR dollars. The ADRC has been fortunate to capitalize on the 100% time
reporting and that will continue. More information will be provided to the Council once the budget
instructions are released and Beckman and Johnson have had a chance to look over the numbers.
2. Closed session per Wisconsin Statues 19.85(1)(c) for Aging and Disability Resource
Manager evaluation: A motion to go into closed session to review Manager Beckman was
introduced by Council member Grant and seconded by Supervisor Wentz; motion carried. The
Council on Aging and Disabilities went into closed session at 10:23 a.m.
3. Reconvene to open session: A motion to reconvene was introduced by Supervisor Schrank and
seconded by Supervisor Norton - Bauman; motion carried. The Council on Aging and Disabilities
reconvened at 10:55 a.m. after reviewing Beckman's one year job evaluation performed by Health
and Human Services Director Johnson.
4. Council on Aging and Disabilities appointment of members and election of officers June
meeting: County Board Chair Roger Rebholz addressed the Council regarding some modifications
to the Council on Aging and Disabilities due to a visit to the ADRC last month by the state.
Rebholz informed the Council, the number of members will decrease from 11 to 10 members. The
state informed Beckman each member can represent only one target group and all target groups

need to be represented. There will be no replacement of former Council member Virginia Jacobson.
Rebholz provided the Council a handout with the specific information and after some discussion it
was determined the Health and Human Services representation piece on the Council still needs to be
looked at. Election of officers will take place during the June meeting.
5. Consideration of claims and vouchers and appoint member to review vouchers at next
meeting: Council member Burri reviewed the vouchers. A motion to accept the vouchers as
presented was made by Council member Burri and seconded by Supervisor Wentz; motion carried.
Council member Chevalier will review next month's vouchers in New Richmond prior to the date of
the next meeting.
6. H1N1 Flu: Manager Beckman informed the Council information regarding the H1N1 Flue can
be found in the ADRC office and the local senior centers. He mentioned he has been working with
Wendy Kramer, Public Health, to ensure proper information and procedures are followed in the case
of an outbreak in St. Croix County. Since there have been no confirmed cases in St. Croix County,
the phone bank has been closed at this time.
7. Aging Updates:
• Student Intern: Marie Walters introduced herself to the Council. Walters is a student from
UW Stout majoring in Human Development & Family Studies and working towards a
Certificate in Gerontology. She will work with ADRC throughout the summer completing 204
hours learning the ADRC guidelines and responsibilities.
• Caregiver Program
• Interfaith Volunteer Needs handout A list of the current Interfaith Volunteer requests was
given to the Council. Abrahamson explained to the Council there is a continued need for
drivers to assist in taking individuals to dialysis, DayAway and therapy.
• Caregiver Conference — Save the date Beckman informed the Council the date for the
Caregiver Conference has been set for Friday, October 23 This year's conference will
be held at WITC in New Richmond and CEUs will be offered. More information will
follow.
• United Way Proposal Abrahamson informed the Council the 2009 United Way grant
award amounts for Interfaith Volunteers and DayAway were lower prior years. She
mentioned that all grant awards were less across the board due to decreased donations in
general. Other fundraising opportunities will be looked at to aid both programs.
• Transportation Program
Transportation requests to use the ADRC vans for out of county trips were presented by
Manager Beckman.
• Baldwin & Glenwood City Vans — June 17 — Augusta for Amish trip
A motion to accept the transportation requests was made by Supervisor Schrank and
seconded by Councilmember Grant; motion carried.
Transportation Advisory Committee proposed policy changes:
o Volunteer Med Transportation — oxygen transports: Tabled until next months
meeting so Kristen Ziliak, Risk Management, can research the topic more.
° United Way Proposal: Manager Beckman informed the Council the award amount for

Aging and Handicapped, Inc (nonprofit agency ADRC leases some of the site
transportation vehicles from) was also down compared to the amount requested in the
2009 grant application.
• Senior Center/Nutrition Pro ram
• Card Tournament: Beckman informed the Council that the tournament is over for this
year with Baldwin winning. Somerset came in 2nd with Glenwood City at a close 3 rd .
Beckman will be sending a formal thank you to all the staff for all their hard work
along with recognition of the volunteers and Senior Center Board members in the
ADRC News.
• Annual Summer Picnic Beckman informed the Council the 2nd Annual County Wide
Senior Picnic will be held on Friday, June 26 at the Roberts Senior Center. The day's
events will begin at 11:30 and will include entertainment, picnic food and ice cream.
Last year there were over 160 in attendance. All the food will donated by local
businesses throughout St. Croix County.
• Nutrition Program Manager meeting gpdate Preventative/Nutrition Program
Coordinator Hanson informed the Council the Nutrition Program Managers (NPM)
met on April 15 at the Roberts Senior Center. She mentioned the NPMs will meet on
a quarterly basis to review policies /procedures, upcoming events, activities, and other
topics the NPMs would like to discuss. The meeting in April covered the results from
the survey of participants conducted in March, brainstorming for activities, and other
topics for future meetings. Hanson and Beckman are working with UW Extension
office regarding presentations at the Nutrition Site /Senior Centers pertaining to
nutrition education topics. Hanson informed the Council Trisha Stork, former
Woodville Nutrition Program Manager, has been brought on as a substitute Nutrition
Program Manager. Hanson will present to the Council on a quarterly basis and present
information from the NPM meetings. The NPMs receive copies of the Council on
Aging and Disabilities meeting minutes for review and to post at each of their
respective Nutrition Site /Senior Centers.
• Cook's meeting update Hanson reported a meeting was held on April 22" at the
Glenwood City Senior Center with the three cooks for the Nutrition program,
Registered Dietitian Theresa Kvam, herself and Beckman. The summer menu rotation
was reviewed, the survey results were discussed, recipes and time saving tips were
shared. Hanson informed the Council a substitute cook will be brought on to cover
summer vacations at the three cooking locations. The cooks will continue to meet on a
quarterly basis.
• Nutrition Advisory Committee meeting update Hanson informed the Council the
Nutrition Advisory Committee (NAC) met on May 18 at the Glenwood City Senior
Center. The NAC is a volunteer advisory committee with a primary purpose to
oversee the Nutrition Program. Topics discussed during the meeting were the survey
results, role of the Registered Dietitian, and suggestions for the fall/winter menu
rotation and other concerns surrounding the nutrition program. The Nutrition

Advisory Committee will continue to meet on a quarterly basis.
o United Way Proposal for Senior Center Board Coalition Beckman informed the
Council the Senior Center Board Coalition award amount was also less than requested.
Other funding sources for the Senior Center Board activities are being researched.
• Volunteer Luncheon — April 17 Beckman informed the Council there were approximately
160 individuals in attendance. He stated the facility was a great location, the staff did a good
job and the food was great. He also commended the local florists and nurseries for their
donations for the event. The ADRC will continue to host a Volunteer Luncheon to honor the
volunteers.
• Outstanding Senior Award: Beckman informed the Council we are currently taking
applications for the 2009 Outstanding Senior for St. Croix County. Applications were passed
out last month and can be found at the ADRC office or local Senior Center. The winners will
be honored at the St. Croix County Fair on Friday, July 24 th .
• Farmer's Market Voucher Program: Beckman informed the Council 140 farmer market
vouchers will be provided to the ADRC to distribute to folks 60 and over. Individuals need to
call the ADRC in order to receive a packet of vouchers totaling $30.00 to be utilized at local
farmer market vendors for vegetables and fruits. Vouchers will be available in June at the
ADRC.
8. ADRC updates:
• Client transition update Beckman reported for the month of April eight individuals have
chosen Community Health Partnership — Partnership Plan, 35 have chosen Community Health
Partnership — Family Care Plan, 73 clients have transitioned into IRIS, and 15 individuals have
completed Nursing Home Relocation. Monthly meetings have been set up with ADRC staff
and Community Health Partnership, Inc. staff to deal with concerns, variety of subjects, and
clients.
• _ADRC Open House Wrap up: Beckman informed the Council the Open House was a success
on Monday, May 18 Approximately 100 individuals came through the doors of the ADRC
and were able to tour the office space and enjoy snacks and refreshments provided by the
ADRC staff. Many providers and individuals from the community were interested in the
ADRC functions and role in the community.

drivers; Goal setting from County Board Supervisors; ADRC strategic plan update
A motion to adjourn was made by Supervisor Wentz and seconded by Council member Schrank;
motion carried.
